สภาอุตสาหกรรมฯ ได้รับการรับรองอย่างเป็นทางการว่า สามารถออกหนังสือรับรองถิ่นกำเนิดสินค้า หรือ Certificate of Origin (C/O) ตามพระราชบัญญัติสภาอุตสาหกรรมแห่งประเทศไทย พ.ศ. 2530
The Federation of Thai Industries is officially authorized to issue Certificates of Origin (C/O) under the Federation of Thai Industries Act B.E. 2530 (1987).
นอกจากนี้สภาอุตสาหกรรมฯ ยังให้บริการรับรองเอกสารการค้าระหว่างประเทศอื่น ๆ ซึ่งบริการของเราได้รับการยอมรับและเป็นที่รู้จักจากหน่วยงานภายนอกทั้งในและต่างประเทศ ไม่ว่าจะเป็นสถานทูตต่าง ๆ หอการค้าของประเทศต่าง ๆ หรือสำนักงานส่งเสริมการค้าในต่างประเทศ
The FTI also legalizes other international trade documents. Our services are recognized and accepted by external organizations both in Thailand and abroad, including embassies, foreign chambers of commerce, and overseas trade promotion offices.

A Certificate of Origin is more than a shipping formality — it reduces time at customs and builds credibility for Thai goods in global markets.
เมื่อประเทศคู่ค้าใช้มาตรการกีดกันที่มิใช่ภาษี หรือมีข้อพิพาททางการค้า C/O คือหลักฐานบ่งชี้ว่าสินค้ามีถิ่นกำเนิดจากประเทศใด ใช้ยืนยันความรับผิดชอบได้
When trading partners apply non-tariff measures or a trade dispute arises, the C/O serves as evidence of which country the goods originate from and helps establish accountability.

สภาอุตสาหกรรมแห่งประเทศไทย เป็นหน่วยงานที่ให้บริการออกหนังสือรับรองถิ่นกำเนิดสินค้า ประเภททั่วไป (Non-Preferential Certificate of Origin) แก่สมาชิกและผู้ประกอบการทั่วไป เพื่อรับรองว่าสินค้าที่ระบุในใบรับรองนั้น มีถิ่นกำเนิดจากประเทศผู้ส่งออกจริงและใช้เป็นเอกสารประกอบการนำเข้าของประเทศปลายทางหรือตามเงื่อนไขของผู้นำเข้าเท่านั้น
The Federation of Thai Industries is designated by the Ministry of Commerce to issue Non-Preferential Certificates of Origin to members and businesses in general, certifying that the goods specified in the certificate genuinely originate from the exporting country. It is used solely as a supporting document for importing into the destination country or according to the importer's conditions.

4 Steps to Obtain a Certificate of Origin (e-C/O)
via the FTI Online System
ขั้นตอนที่ 1 : ผู้ประกอบการยื่นคำขอ
Step 1: Submit Your Application
ลงทะเบียน Exporter/Shipping
Register as an Exporter/Shipping agent.
- เจ้าหน้าที่อนุมัติการลงทะเบียน แจ้ง USERNAME และ PASSWORDFTI staff approve the registration and provide your USERNAME and PASSWORD.
- ผู้ประกอบการ Log-In เข้าสู่ระบบ สร้างใบคำขอ C/OLog in to the system and create a C/O application.
ขั้นตอนที่ 2 : เจ้าหน้าที่ตรวจสอบเอกสาร
Step 2: Document Review by FTI Staff
เจ้าหน้าที่ตรวจสอบเอกสารและแจ้งผลผ่านระบบ
FTI staff review your documents and report the result through the system.
- หากเอกสารไม่ถูกต้อง สถานะในระบบจะเป็น “ไม่อนุมัติ” ผู้ประกอบการต้องแก้ไขตามที่เจ้าหน้าที่แจ้งผ่านระบบ และจัดส่งข้อมูลที่ถูกต้องกลับมาอีกครั้งIf the documents are incorrect, the status becomes “Not Approved.” Correct them as advised through the system and resubmit.
- หากเอกสารถูกต้อง สถานะในระบบจะเป็น “อนุมัติ” ผู้ประกอบการสามารถพิมพ์เอกสาร C/O ได้If the documents are correct, the status becomes “Approved,” and you may print the C/O document.
ขั้นตอนที่ 3 : ระบบออกเลขที่ Certificate
Step 3: Certificate Number Issued
ระบบจะทำการออกเลขที่ Certificate No. C/O
The system issues the Certificate No. for your C/O.
- เมื่อสถานะเป็น “อนุมัติ” (APPROVED) ระบบจะออกเลขที่ให้อัตโนมัติOnce the status is “APPROVED,” the number is issued automatically.

Step 4: Printing the Document

You can print the document through two channels.
- Print ที่บริษัทได้ โดยซื้อฟอร์มกับทาง ส.อ.ท. ไว้ล่วงหน้าPrint at your own company using forms purchased from the FTI in advance.
- Print ที่ ส.อ.ท. โดยติดต่อที่เคาน์เตอร์พร้อมชำระค่าบริการPrint at the FTI — visit the service counter and pay the service fee.

สภาอุตสาหกรรมแห่งประเทศไทย ให้บริการออกหนังสือรับรองผลิตภัณฑ์ (Certificate of Free Sale) เพื่อรับรองว่าสินค้านั้นได้รับอนุญาตให้ผลิตและจำหน่ายภายในประเทศไทยตามกฎหมายและมาตรฐานที่กำหนด เหมาะสำหรับผู้ประกอบการที่ต้องการใช้เป็นเอกสารประกอบการส่งออกสินค้าไปยังต่างประเทศ
The Federation of Thai Industries issues Certificates of Free Sale (CFS) to certify that a product is permitted to be manufactured and sold within Thailand in accordance with the applicable laws and standards. It is suitable for businesses that need it as a supporting document for exporting goods abroad.

แบบได้รับสิทธิพิเศษ (เช่น FORM RCEP, FORM D, FORM AK) รับรองว่าสินค้าผลิตถูกต้องตามกฎว่าด้วยถิ่นกำเนิดสินค้าและเงื่อนไขของประเทศผู้ให้สิทธิ จึงใช้ขอลดหย่อนภาษีศุลกากรได้ ส่วนแบบไม่ได้รับสิทธิพิเศษ (CERTIFICATE OF ORIGIN – GENERAL FORM) รับรองเพียงว่าสินค้าผลิตในประเทศไทย ใช้เพื่อการค้าทั่วไป
A preferential certificate (such as FORM RCEP, FORM D, or FORM AK) certifies that the goods comply with the rules of origin and the conditions of the preference-granting country, so it can be used to claim customs tariff reductions. A non-preferential certificate (CERTIFICATE OF ORIGIN – GENERAL FORM) simply certifies that the goods were produced in Thailand and is used for general trade purposes.

The C/O service is available to exporters who manufacture their own goods. However, if the exporter is not the manufacturer, the FTI reserves the service for FTI members only. The document legalization service (CF) and the Certificate of Free Sale (CFS) are available to FTI members only.
ต้องเป็นสมาชิกสภาอุตสาหกรรมฯ และจัดทำหนังสือชี้แจงแหล่งผลิต พร้อมแนบเอกสารของผู้ผลิตเพิ่มเติม ได้แก่ หนังสือรับรองการจดทะเบียนนิติบุคคล ใบทะเบียนภาษีมูลค่าเพิ่ม (ภ.พ.20) ใบอนุญาตประกอบกิจการโรงงาน และรูปถ่ายภายในและภายนอกโรงงาน
You must be an FTI member and submit a letter explaining the source of manufacture, together with the manufacturer's documents: the certificate of juristic-person registration, the VAT registration certificate (Por.Por.20), the factory operating license, and photographs of the interior and exterior of the factory.

No. Drafts of the transport document (B/L, Air Waybill, Truck Waybill) are not accepted, and for air freight only the Master AWB is accepted.

A C/O is issued by the FTI to certify the origin of goods. CF, by contrast, is the legalization of international trade documents issued by other agencies — such as the Invoice, Bill of Lading (B/L), and Health Certificate. It requires an online e-C/O application to have been submitted first and is available to members only.
