ก่อนหน้านี้หลายคนน่าจะเคยได้ยินโครงการ “นีโอม (Neom)” และโครงการ “เดอะไลน์ (The Line)” ของประเทศซาอุดีอาระเบียกันบ้างแล้ว แต่นี่เป็นเพียงแค่ส่วนหนึ่งของโครงการภายใต้วิสัยทัศน์ซาอุดีอาระเบีย (Saudi Vision 2030) เท่านั้นเอง และก็มีบางโครงการเดินหน้าไปก่อนประกาศวิสัยทัศน์ฯ แล้ว ซึ่งข้อมูลจากเว็บไซต์ www.vision2030.gov.sa ทำให้ทราบว่าโครงการภายใต้วิสัยทัศน์ฯ มีมากมายและครอบคลุมหลายมิติ ทั้งสังคม เศรษฐกิจ การเงิน สุขภาพ สิ่งแวดล้อม ประวัติศาสตร์ ความบันเทิง โดยหวังจะนำพาประเทศทะยานไปสู่การพัฒนาเศรษฐกิจที่จัดเต็มด้วยเทคโนโลยีและนวัตกรรมที่มีอยู่บนโลกใบนี้ ประกอบกับการออกแบบสถาปัตยกรรมสุดล้ำสมัยที่กระจายอยู่หลายพื้นที่ของประเทศ

นอกจากซาอุฯ มีแผนนำเข้าต้นไม้จากทั่วโลกเพื่อสร้างพื้นที่สีเขียวบนทะเลทราย ซึ่งเป็นโอกาสในการส่งออกต้นไม้ไทย 38 พันธุ์แล้ว ยังเป็นโอกาสทางการค้าและการลงทุนของธุรกิจอื่น ๆ อีกด้วย เช่น วัสดุก่อสร้าง อสังหาริมทรัพย์ ความงามและสุขภาพ โลจิสติกส์ ท่องเที่ยว เกษตร พลังงาน ยานยนต์และชิ้นส่วน ไฟฟ้าและอิเล็กทรอนิกส์ อาหารและเครื่องดื่ม ค้าปลีก เป็นต้น ในบทความนี้มาดูกันว่าประเทศที่สามารถทุ่มเม็ดเงินผุดอภิมหาโครงการแบบไม่เกรงใจใครมีโครงการอะไรบ้าง ขอหยิบมา 14 โครงการ เริ่มกันที่…
1. นีโอม (Neom) เป็นโครงการที่มีชื่อเสียงที่สุดและใหญ่ที่สุดของซาอุฯ ตั้งอยู่ทางภาคตะวันตกเฉียงเหนือ ครอบคลุมพื้นที่ 26,500 ตารางกิโลเมตร เป็นโครงการที่ต้องการจะเปลี่ยนชายฝั่งทะเลแดงให้กลายเป็นเมืองแห่งอนาคตที่ไม่เหมือนใคร ประกอบด้วย 4 โครงการย่อย ได้แก่
– เดอะไลน์ (The Line) เป็นอาคารสูง 500 เมตร และกว้าง 200 เมตร ที่ทอดยาว 170 กิโลเมตร สามารถรองรับผู้คนได้ 9 ล้านคน ที่นี่ไม่มีทั้งถนน รถยนต์ หรือแม้แต่การปล่อยก๊าซเรือนกระจก เพราะใช้พลังงานหมุนเวียน 100 % ซึ่งเป็นจุดหมายปลายทางของการพักอยู่อาศัย
– ออกซากอน (Oxagon) เป็นเมืองท่าลอยน้ำทรงแปดเหลี่ยมที่ยื่นออกไปในทะเลแดงโดดเด่นไม่เหมือนใคร โดยตั้งเป้าสู่การเป็นท่าเรือแห่งอนาคตที่ยั่งยืนและศูนย์กลางโลจิสติกส์ที่เชื่อมต่อเส้นทางการค้าระดับโลกแบบครบวงจร ซึ่งนักพัฒนาโครงการอ้างว่าเป็น “โครงสร้างลอยน้ำที่ใหญ่ที่สุดในโลก”
– โทรเจนา (Trojena) เป็นโครงการที่โอบล้อมด้วยธรรมชาติ ตั้งอยู่บนภูเขาสูงที่ปกคลุมด้วยหิมะ ระดับความสูงมีตั้งแต่ 1,500 เมตร ถึง 2,600 เมตร และครอบคลุมพื้นที่เกือบ 60 ตารางกิโลเมตร สิ่งที่น่าดึงดูดใจไม่เพียงแค่กิจกรรมกลางแจ้งอย่างสกีหิมะเท่านั้น แต่ยังมีห้องพักและโรงแรมมากกว่า 3,600 ห้อง พื้นที่ค้าปลีกและร้านอาหาร และอัฒจันทร์บนภูเขา 3,000 ที่นั่ง เรียกว่าเป็นความท้าทายทางวิศวกรรมและสถาปัตยกรรมอย่างแท้จริง สำหรับโครงการนี้มีกำหนดเปิดให้บริการในต้นปี 2569 ทั้งนี้ มีการคาดการณ์อีกว่าจะสามารถสร้างงานได้ถึง 10,000 ตำแหน่งงาน ภายในปี 2573
– ซินดาลาห์ (Sindalah) เป็นเกาะขนาด 840,000 ตารางเมตร เป็นที่อยู่ของสัตว์พื้นเมืองมากกว่า 600 สายพันธุ์ โดยตั้งเป้าหมายเพื่อยกระดับการท่องเที่ยวที่น่าจดจำเหนือผืนน้ำและใต้น้ำ เช่น ท่าจอดเรือ 86 ท่า ยอร์ชคลับ สปาและศูนย์สุขภาพ ร้านค้าปลีกที่เน้นความหรูหรา 51 แห่ง เป็นต้น สำหรับโครงการนี้มีกำหนดต้อนรับแขกในช่วงต้นปี 2567
2. โรชน์ (Roshn) ตั้งเป้าหมายที่จะสร้างบ้าน 400,000 หลัง เพื่อตอบสนองชาวซาอุฯ ที่ต้องการมีบ้านเป็นของตัวเอง ซึ่งสร้างเสร็จไปแล้ว 6,000 หลัง และยังอยู่ระหว่างการก่อสร้างอีก 27,000 หลัง นอกจากจะสร้างบ้านแล้ว ยังจะได้เห็นการก่อสร้างมัสยิด 850 แห่ง โรงเรียน 2,400 แห่ง และการปลูกต้นไม้หนึ่งล้านต้น
3. เดอะ เรดซี (The Red Sea Project) บนพื้นที่ 28,000 ตารางกิโลเมตร เป็นที่ตั้งของหมู่เกาะที่ยังคงความงามตามธรรมชาติมากกว่า 90 เกาะ และสามารถมองเห็นพื้นที่ชายฝั่งของประเทศถูกพัฒนาเป็นรีสอร์ต ซึ่งมีทั้งโรงแรม 50 แห่ง ห้องพัก 8,000 ห้อง และที่พักอาศัย 1,000 แห่ง โครงการนี้คาดว่าจะสร้างเสร็จในปี 2573
4. ดิริยาห์ (Diriyah) อยู่ทางทิศตะวันตกของเมืองริยาด เป็นเมืองอิฐโคลนที่ได้รับการอนุรักษ์ไว้อย่างสวยงาม ซึ่งว่ากันว่าเป็นแหล่งกำเนิดของราชอาณาจักรซาอุฯ โดยมีเป้าหมายที่จะเปลี่ยนสถานที่นี้ให้กลายเป็นจุดหมายปลายทางด้านการท่องเที่ยวที่ขับเคลื่อนด้วยวัฒนธรรม และเมื่อสร้างเสร็จแล้วจะมีโรงแรม 38 แห่ง พิพิธภัณฑ์ 6 แห่ง และสถานที่ท่องเที่ยวทางวัฒนธรรมอีก 26 แห่ง
5. สวนสาธารณะกษัตริย์ซัลมาน (King Salman Park) ตั้งอยู่ใจกลางของริยาด มีพื้นที่ 16.7 ตารางกิโลเมตร มีเป้าหมายที่จะเป็น “สวนสาธารณะในเมืองที่ใหญ่ที่สุดในโลก” โดยมีพื้นที่สีเขียวขนาด 11 ตารางกิโลเมตร และต้นไม้หนึ่งล้านต้น และจะรดด้วยน้ำรีไซเคิล 100 % นอกจากนี้สวนสาธารณะแห่งนี้ยังมีสวนสไตล์อิสลาม สวนแนวตั้ง สวนเขาวงกต และเขตรักษาพันธุ์นกและผีเสื้อ
6. เจดดาห์เซ็นทรัล (Jeddah Central) ครอบคลุมพื้นที่ 5.7 ล้านตารางเมตร เพื่อเป็นศูนย์กลางทางเศรษฐกิจ วัฒนธรรม และความบันเทิง เช่น โรงละครโอเปรา พิพิธภัณฑ์ สนามกีฬา และพิพิธภัณฑ์สัตว์น้ำทะเล ท่าจอดเรือ รีสอร์ตริมชายหาด ร้านอาหาร ร้านกาแฟ แหล่งชอปปิงที่หลากหลาย ที่พักอาศัย 17,000 ยูนิต และห้องพักในโรงแรม 2,700 ห้อง โดยมีกำหนดแล้วเสร็จในปี 2573
7. กิดดิยา (Qiddiya Project) อยู่ทางทิศตะวันตกของริยาด บนพื้นที่ราว 367 ตารางกิโลเมตร เป็นอีกโครงการหนึ่งที่มีเป้าหมายเพื่อเพิ่มการท่องเที่ยวของประเทศ เพื่อเป็นศูนย์กลางความบันเทิง กีฬา และวัฒนธรรมระดับโลก สนามกีฬา คอนเสิร์ตฮอลล์ สนามแข่ง สนามกอล์ฟ รถไฟเหาะที่ยาวที่สุด สูงที่สุด และเร็วที่สุดในโลก จนได้รับการขนานนามว่าเป็น “เมืองหลวงแห่งความบันเทิง กีฬา และวัฒนธรรมใหม่ของซาอุดีอาระเบีย”
8. มูรับบา (New Murabba) โครงการล่าสุดที่เปิดตัวเมื่อต้นปี 2566 เป็นตึกทรงลูกบาศก์บนใจกลางเมืองแห่งใหม่ของริยาด ชื่อว่า “มูคับ (Mukaab)” สูง 400 เมตร ถูกออกแบบมาเพื่อ “กำหนดเส้นขอบฟ้าใหม่ของริยาด” ให้เป็นย่านการค้าระดับพรีเมียม มีทั้งที่พักอาศัย 104,000 ยูนิต ห้องพักในโรงแรม 9,000 ห้อง สถานบันเทิง 80 แห่ง พื้นที่สำหรับค้าปลีก 300,000 ตารางเมตร และพื้นที่สำนักงาน 1.4 ล้านตารางเมตร
9. ซาอุดิดาวน์ทาวน์ (Saudi Downtown) เปิดตัวเมื่อปี 2565 ครอบคลุมพื้นที่กว่า 10 ล้านตารางเมตร โดยตั้งเป้าหมายเพื่อจะเปลี่ยน 12 เมือง ให้กลายเป็นสถานที่ที่มีชีวิตชีวาไว้สำหรับการพักอยู่อาศัย ทำงาน และพักผ่อน ได้แก่ อาราร์ (Arar), ดูมัต อัล จันดาล (Dumat Al Jandal), ตะบูก (Tabuk), ฮาอิล (Hail), บูเรดาห์ (Buraydah), มาดินาห์ (Madinah), อัลคอบาร์ (Al Khobar), อัลอาห์ซา (Al Ahsa), ทาอีฟ (Taif), อัลบาฮาห์ (Al Bahah), ญีซาน (Jizan) และนัจราน (Najran)
10. มาซาร์ (Masar) พื้นที่ยาว 3.6 กิโลเมตร อยู่ห่างจากมัสยิดเมกกะหรือมักกะฮ์ประมาณ 550 เมตร ซึ่งเชื่อมกับสถานีรถไฟความเร็วสูง Haramain ว่ากันว่าอาจจะเป็นแลนด์มาร์กใหม่ที่ผสมผสานระหว่างประเพณีวัฒนธรรมและความทันสมัยอย่างลงตัว โครงการนี้มีเป้าหมายเพื่อรองรับผู้แสวงบุญจากทั่วโลกภายในปี 2573
11. อัลอูลา (AlUla) อีกโครงการหนึ่งที่มุ่งเพิ่มจำนวนนักท่องเที่ยวที่มาเยือนซาอุฯ ตั้งอยู่ทางทิศตะวันตกเฉียงเหนือ ได้รับการขนานนามว่าเป็น “รากฐานสำคัญของความทะเยอทะยานทางวัฒนธรรมและการท่องเที่ยวของราชอาณาจักร” ซึ่งถูกจัดให้เป็นเมืองมรดกโลก โดยองค์การยูเนสโก (UNESCO) และเป็นแห่งแรกของซาอุฯ อีกด้วย อัลอูลาถูกพัฒนาให้เป็นพิพิธภัณฑ์ที่มีชีวิตและโรงแรมอีกหลายแห่ง รวมถึงเป้าหมายสู่ความเป็นกลางทางคาร์บอนในปี 2578 (2035)
12. เขตการเงินของกษัตริย์อับดุลลาห์ (King Abdullah Financial District: KAFD) รู้จักในชื่อย่อว่า KAFD เป็นย่านการเงิน KAFD อาจไม่ใช่โครงการขนาดใหญ่ในเชิงเทคนิค เนื่องจากได้เริ่มต้นก่อนการประกาศแผนวิสัยทัศน์ 2030 KAFD ตั้งอยู่ย่านใจกลางเมืองริยาด ประกอบด้วยอาคารและตึกระฟ้า 61 หลัง สามารถเชื่อมต่อกับสถานีรถไฟใต้ดิน โดยอาคารทั้งหมดที่อยู่ในการพัฒนาจะเชื่อมต่อกันด้วยสะพานปรับอากาศหลายชุด และมีระบบโมโนเรล 6 สถานี วิ่งรอบโครงการ
13. เมืองไม่แสวงผลกำไรของโมฮัมเหม็ด บิน ซัลมาน (Mohammed Bin Salman Non-profit City) เป็นเมืองที่ไม่แสวงหาผลกำไรแห่งแรกของโลก เพื่อเป็นศูนย์บ่มเพาะธุรกิจและสถานที่สำหรับสนับสนุนผู้นำในอนาคตของประเทศ และอาจจะกลายเป็นต้นแบบของการคมนาคมในเมืองที่มีความทันสมัยอย่างบูรณาการ ซึ่ง 44 % ของเมืองเป็นพื้นที่เปิดโล่ง ดังนั้น เพื่อให้สัมผัสถึงความสะดวกสบายมากยิ่งขึ้น จึงออกแบบโครงสร้างภายในให้มีระบบทำความเย็นและโครงสำหรับบังแดดขนาดใหญ่โดยรอบ
14. เซเวน (SAUDI ENTERTAINMENT VENTURES: SEVEN) ตั้งอยู่ในเมืองริยาด เพื่อเป็นศูนย์รวมความบันเทิงรูปแบบใหม่ที่มีความหลากหลาย เหมาะสำหรับครอบครัวและกลุ่มคนทุกวัย ทั้งศิลปะและสันทนาการ เช่น เครื่องเล่นที่ทันสมัย โรงภาพยนตร์ โบว์ลิ่งนีออน สนามกอล์ฟ ปีนเขา สนามแข่งรถโกคาร์ต ร้านค้าปลีกแบรนด์ต่าง ๆ ร้านอาหารและเครื่องดื่ม เป็นต้น

1. Neom (Neom) is the most famous and the largest project in Saudi Arabia, located in the northwest region, covering an area of 26,500 square kilometers. This project aims to transform the Red Sea coast into a unique futuristic city and consists of four sub-projects, including:
– The Line (The Line) is a 500-meter-high and 200-meter-wide building stretching 170 kilometers, capable of accommodating 9 million people. There are neither roads, cars, nor greenhouse gas emissions here because it operates on 100% renewable energy, making it a destination for residential living.
– Oxagon (Oxagon) is a unique octagonal floating port extending into the Red Sea, aiming to become a sustainable future port and a logistics center connecting global trade routes comprehensively. The project's developers claim it to be “the largest floating structure in the world.”
– Trojena (Trojena) is a project enveloped by nature, situated on high mountains covered in snow, with elevations ranging from 1,500 meters to 2,600 meters, covering nearly 60 square kilometers. The attractions here include not only outdoor activities like skiing but also over 3,600 rooms and hotels, retail and dining areas, and a 3,000-seat amphitheater, making it a true engineering and architectural challenge. This project is scheduled to open in early 2026, and it is projected to create up to 10,000 jobs by 2030.
– Sindalah (Sindalah) is an island covering 840,000 square meters, home to more than 600 species of indigenous animals, aiming to elevate memorable tourism above and below the water, with features such as 86 docks, a yacht club, spa and health center, and 51 upscale retail stores. This project is set to welcome guests in early 2024.
2. Roshn (Roshn) aims to build 400,000 homes to meet the needs of Saudis desiring to own a home, of which 6,000 have already been completed, and 27,000 are still under construction. In addition to housing, 850 mosques, 2,400 schools, and the planting of one million trees will also be established.
3. The Red Sea Project (The Red Sea Project) spans an area of 28,000 square kilometers and is home to more than 90 islands retaining their natural beauty. The coastline of the country is under development into resorts, which will include 50 hotels, 8,000 rooms, and 1,000 residential units. This project is expected to be completed by 2030.
4. Diriyah (Diriyah) is located to the west of Riyadh and is a beautifully preserved mud-brick city that is considered the birthplace of the Kingdom of Saudi Arabia. The goal is to transform this site into a culture-driven tourist destination, which, once completed, will house 38 hotels, 6 museums, and 26 cultural attractions.
5. King Salman Park (King Salman Park) is located in the heart of Riyadh, covering 16.7 square kilometers and aims to be “the largest urban park in the world,” with 11 square kilometers of green space and one million trees, which will be irrigated with 100% recycled water. This park will also feature Islamic-style gardens, vertical gardens, a labyrinth garden, and a sanctuary for birds and butterflies.
6. Jeddah Central (Jeddah Central) spans an area of 5.7 million square meters, designed to be an economic, cultural, and entertainment hub featuring an opera house, a museum, a sports arena, and an aquarium, along with marinas, beachfront resorts, diverse dining options, shopping venues, 17,000 residential units, and 2,700 hotel rooms, with completion scheduled for 2030.
7. Qiddiya Project (Qiddiya Project) is located to the west of Riyadh, covering an area of about 367 square kilometers. This project aims to enhance the country's tourism, serving as a global entertainment, sports, and culture hub, featuring sports arenas, concert halls, racetracks, golf courses, and the longest, tallest, and fastest roller coaster in the world, earning the title “the new capital of entertainment, sports, and culture of Saudi Arabia.”
8. New Murabba (New Murabba) is the latest project launched in early 2023, consisting of a cube-shaped building in the new city center of Riyadh, named “Mukaab,” with a height of 400 meters. It is designed to “reshape the skyline of Riyadh” into a premium commercial district, including 104,000 residential units, 9,000 hotel rooms, 80 entertainment venues, 300,000 square meters of retail space, and 1.4 million square meters of office space.
9. Saudi Downtown (Saudi Downtown) launched in 2022, covering over 10 million square meters with the goal of transforming 12 cities into vibrant living spaces for habitation, work, and recreation. These cities include Arar, Dumat Al Jandal, Tabuk, Hail, Buraydah, Madinah, Al Khobar, Al Ahsa, Taif, Al Bahah, Jizan, and Najran.
10. Masar (Masar) extends 3.6 kilometers, located approximately 550 meters from the Masjid al-Haram in Makkah, connecting to the Haramain high-speed train station. This project may become a new landmark that harmoniously blends tradition, culture, and modernity, aiming to accommodate pilgrims from all over the world by 2030.
11. AlUla (AlUla) is another project aimed at increasing tourist arrivals to Saudi Arabia, located in the northwest, referred to as “the cornerstone of the Kingdom's cultural and tourism aspirations,” and designated as a World Heritage site by UNESCO, being the first of its kind in Saudi Arabia. AlUla is being developed as a living museum and multiple hotels, with a goal of achieving carbon neutrality by 2035.
12. King Abdullah Financial District (King Abdullah Financial District: KAFD) is a financial district that is not a technically large project as it began prior to the announcement of Vision 2030. KAFD is located in the central area of Riyadh, consisting of 61 buildings and skyscrapers, all connected to an underground metro station, with all buildings in development connected by several air-conditioned bridges and a 6-station monorail system running around the project.
13. Mohammed Bin Salman Non-Profit City (Mohammed Bin Salman Non-profit City) is the world's first non-profit city aimed at being a business incubation center and a place to support future leaders of the country. It is expected to become a model for integrated modern urban transportation, with 44% of the city designated as open space. To enhance comfort, the internal structures have been designed with extensive cooling systems and large sunshade structures.
14. SEVEN (SAUDI ENTERTAINMENT VENTURES: SEVEN) is located in Riyadh, aiming to be a hub for diverse new entertainment suitable for families and all age groups, encompassing arts and recreation, including modern rides, cinemas, neon bowling, golf, climbing, go-kart racing, various brand retail shops, and restaurants and cafes.
