ปัญหาและอุปสรรคที่ดึงเวลากว่า 5 ปี
ปัจจุบันการส่งออกผลิตภัณฑ์จากยางพาราทั้งน้ำยางธรรมชาติและไม้ยางพาราที่ส่งออกไปขายในตลาดต่างประเทศนั้น กำลังประสบปัญหาราคายางพาราตกต่ำอย่างต่อเนื่องเป็นเวลากว่า 5 ปี อีกทั้งปัญหาผลผลิตยางพาราล้นตลาด ถึงแม้ว่าภาครัฐได้พยายามแก้ปัญหา โดยการหาตลาดต่างประเทศเพิ่มขึ้น เช่น ตลาดอินเดีย แต่ก็ยังไม่สามารถทำให้ราคายางพาราปรับตัวสูงขึ้นได้
นอกจากนี้ ประเทศผู้ซื้อยังพยายามกดราคายางพาราให้ถูกลง ซึ่งใช้ข้อกีดกันทางการค้าอื่นที่ไม่ใช่ภาษี (Non-Tariff Barriers) โดยการอ้างอิงมาตรฐานการจัดการสวนป่าอย่างยั่งยืน เช่น การบุกรุกป่าเพื่อปลูกยาง การใช้สารเคมีบางชนิด การตัดต้นยางพาราที่ไม่ถูกวิธีการ การไม่อนุรักษ์พื้นที่ป่าอนุรักษ์และสัตว์ป่า เป็นต้น มาเป็นข้ออ้างในการกดราคา แน่นอนว่าย่อมส่งผลกระทบต่อขีดความสามารถในการแข่งขันของอุตสาหกรรมยางไทย

ถึงเวลาแล้วที่ต้องส่งเสริมการทำสวนยางพาราตามมาตรฐานสากล
ขณะนี้มีหลายประเทศเริ่มปรับตัวและนำระบบการจัดการสวนป่าอย่างยั่งยืนตามมาตรฐานสากลมาใช้กันอย่างแพร่หลาย ซึ่งมาตรฐานการรับรองการจัดการป่าไม้อย่างยั่งยืนนี้เป็นมาตรฐานภาคสมัครใจ ขึ้นอยู่กับข้อกำหนดของลูกค้าหรือผู้ซื้อบางตลาด ที่ไม่ได้กำหนดว่าต้องเป็นการรับรองจากองค์กรใดองค์กรหนึ่ง แต่กำหนดให้ต้องมีหนังสือรับรองการจัดการป่าไม้อย่างยั่งยืนมาประกอบการซื้อขาย ประเด็นดังกล่าวนี้เอง ส่งผลให้ผลิตภัณฑ์จากยางพาราทั้งน้ำยางธรรมชาติและไม้ยางพาราของไทย ที่ต้องพึ่งพาตลาดต่างประเทศเป็นหลักพลอยได้รับผลกระทบ ซึ่งถึงเวลาแล้วที่ประเทศไทยต้องส่งเสริมการทำสวนยางพาราให้เป็นไปตามมาตรฐานการจัดการป่าไม้อย่างยั่งยืนของชาติ ไม่เพียงแต่จะได้รับการยอมรับเทียบเท่ามาตรฐานสากลแล้ว ยังเป็นการยกระดับภาคอุตสาหกรรมป่าไม้ไทย ผลิตภัณฑ์ไม้และที่เกี่ยวข้องด้วย

อะไรคือมาตรฐานรับรองที่ผู้ประกอบการสวนยางพาราต้องปฏิบัติ

โครงการนำร่องการรับรองสวนยางพาราด้วยมาตรฐานชาติเทียบเท่ามาตรฐาน PEFC*

ตรัง-สตูล สวนยางพารานำร่อง 8,200 ไร่
เชื่อว่าหลายคนคงเกิดคำถามขึ้นในใจว่า ทำไมต้องเป็นจังหวัดตรังและสตูล ?
เพื่อเป็นการสร้างแรงจูงใจให้กลุ่มเกษตรกรชาวสวนยางพาราในพื้นที่อื่น ๆ สามารถนำไปใช้เป็นต้นแบบในการปรับปรุงกระบวนการผลิตยางให้เข้าสู่ระบบคุณภาพมาตรฐานและการค้าในระดับสากล ในลักษณะของภาครัฐกับภาคเอกชน ที่ร่วมกันพัฒนาและขยายผลผ่านความร่วมมือร่วมกัน ซึ่งจังหวัดตรังและสตูลมีความพร้อมเชิงพื้นที่การจัดการสวนยาง
สหกรณ์สวนยางพาราคลองปาง จังหวัดตรัง ขนาดพื้นที่ 2,800 ไร่ และ บริษัท อีโนเว รับเบอร์ (ประเทศไทย) จำกัด (มหาชน) หรือ IRC ผู้ผลิตยางล้อรถจักรยานยนต์ ซึ่งเป็นคู่แรกที่จับคู่ตลาดนำการผลิตระหว่างผู้ประกอบการภาคการผลิตกับสหกรณ์ผู้ผลิตต้นทาง ส่วนการจับคู่ถัดมาระหว่างสวนยางพารา จังหวัดสตูล ขนาดพื้นที่ 5,400 ไร่ และ บริษัทเซาท์แลนด์รับเบอร์ จำกัด ซึ่งรวมพื้นที่ของทั้ง 2 จังหวัดแล้วเท่ากับ 8,200 ไร่

สำหรับรูปแบบโมเดลตลาดข้างต้นนี้ เป็นต้นแบบในการพัฒนาและการเพิ่มศักยภาพด้านคุณภาพ มาตรฐาน และการควบคุมต้นทุน รวมทั้งยังเป็นการสร้างภูมิคุ้มกันให้แก่กลุ่มเกษตรกรชาวสวนยางในพื้นที่ให้มีความเป็นอยู่ที่ดีขึ้นอีกด้วย
ทั้งนี้ โครงการฯ เตรียมจะขยายผลไปในจังหวัดใกล้เคียง ซึ่งผู้ประกอบการสามารถแสดงความจำนงเข้ามายังสำนักงานการรับรองไม้เศรษฐกิจไทย (Thailand Forest Certification Council: TFCC)
TFCC จะทำหน้าที่ให้การสนับสนุนการจัดทำมาตรฐานการรับรอง FM / CoC* เพื่อเพิ่มมูลค่าทางการตลาดให้กับสินค้าของทั้งสองฝ่าย (*FM / CoC: Forest Management / Chain of Custody) ซึ่งแบ่งออกเป็น 2 กลุ่ม ดังนี้
กลุ่มสหกรณ์หรือเกษตรกรผู้ผลิต จะได้รับการอบรมและเตรียมความพร้อมตามมาตรฐานการรับรอง
การอบรมพัฒนากระบวนการเพาะปลูกและการจัดการสวนป่า ตาม มอก. 14061 เพื่อลดต้นทุน
การอบรมพัฒนากระบวนการผลิตแปรรูปเบื้องต้นและการบริหารจัดการห่วงโซ่ ตาม มอก. 2861 เพื่อลดต้นทุน และเชื่อมโยงผลผลิตเข้าสู่มาตรฐานสากล

An overview of rubber in Thailand indicates that there are over 20 million rai of rubber plantations spread across 60 provinces nationwide, including the eastern region, northeastern region, northern region, and central region, capable of producing more than 4.9 million tons of natural rubber annually. Issues and Obstacles Dragging for Over 5 Years
Currently, the export of rubber products, both natural rubber latex and rubber wood sold in international markets, has been suffering from continuously declining rubber prices for more than five years, in addition to the issue of rubber overproduction in the market. Although the government has attempted to resolve these issues by seeking additional foreign markets, such as India, it has still not succeeded in raising rubber prices.
Moreover, purchasing countries are trying to push rubber prices down using various non-tariff barriers, invoking sustainable forest management standards, such as encroaching on forests to plant rubber, the use of certain chemicals, improper rubber tree cutting, and the failure to conserve protected areas and wildlife, as justifications for lowering prices. This has undoubtedly impacted the competitiveness of the Thai rubber industry.

It is Time to Promote Rubber Plantations According to International Standards
Many countries are now beginning to adapt and widely implement sustainable forest management systems that adhere to international standards. This sustainability certification standard is voluntary and depends on specific market requirements, which do not necessarily mandate certification from any particular organization but require certificates of sustainable forest management as part of the transaction. This issue has impacted both natural rubber latex and rubber wood products from Thailand, which primarily rely on foreign markets. It is now time for Thailand to promote rubber plantations in accordance with national sustainable forest management standards, which will not only gain recognition equivalent to international standards but also upgrade the Thai timber industry along with its related products.

What are the Certification Standards Rubber Plantation Operators Must Comply With?

Pilot Project for Certification of Rubber Plantations with National Standards Equivalent to PEFC* Standards

It represents a collaboration between the government and the private sector to develop and expand through cooperative efforts since Trang and Satun Provinces are well-suited for rubber plantation management.
คลองปาง Rubber Plantation Cooperative, Trang Province covers 2,800 rai and IRC (Innovate Rubber (Thailand) Public Company Limited) is our first pairing, connecting production operators with primary producer cooperatives. The next pairing involves the Rubber Plantation in Satun Province, covering 5,400 rai, and Southland Rubber Co., Ltd., totaling 8,200 rai across both provinces.

This market model serves as a prototype for developing and enhancing quality, standards, and cost control, while also providing resilience for rubber farmers in the area to improve their livelihoods.
The project plans to expand into adjacent provinces, where operators can express their intent to the Thailand Forest Certification Council (TFCC).
TFCC will support the establishment of FM / CoC* certification standards to enhance market value for both parties' products (*FM / CoC: Forest Management / Chain of Custody), categorized into two groups as follows:
Cooperatives or Rubber Producers will receive training and preparation according to certification standards:
Training will develop planting processes and forest management according to TIS 14061 to reduce costs.
Training will develop the primary processing and supply chain management according to TIS 2861 to reduce costs and connect output to international standards.
Factories/Operators/Private Companies will receive training and preparation according to certification standards, along with special pricing for certification applications (discounts for FTI members).
