On Saturday, September 21, 2024, the Federation of Thai Industries (FTI) was led by Vice President and Registrar Mr. Ittharet Rattanadilok na Phuket, Executive Committee Member and Honorary Chairman of the Machinery and Metalworking Industry Group Dr. Somsak Moonsatharn, Chairman of the Machinery Industry Group Mr. Sombun Pithyarangsarit, President of the Construction Materials Cluster Mrs. Banchusa Phutthapromongkol, Director General Miss Porrarat Petchphakdee, and Director of Promotion and Support of the Provincial Industry Council Miss Pachariya Jetsorn, visited Chiang Rai Province, accompanied by Chairman of the Chiang Rai Provincial Industry Council Mr. Apiphan Phupakdee, and Honorary Chairman of the Chiang Rai Provincial Industry Council Mr. Mongkolchai Duangsaengthong, along with the Chiang Rai Provincial Industry Council committee to meet and assist FTI members affected by the flood in five locations:

1) Wiang Saitong Company Limited (Asia Boat) 2) Mae Sai Sila Partnership Limited 3) Mueang Therng Service Partnership Limited 4) Baan Pholamai (Thailand) Limited and 5) Chiang Rai Provincial Industry Council Office.

The FTI continues to monitor the flood situation closely and has implemented measures in three phases: recovery, assistance, and prevention.

Recovery Phase:

• Conduct on-site assistance and provide guidance for factory recovery.

• Disseminate information and knowledge about recovery.

• Develop systematic packages of products and services for members from industry groups.

• Organize teams to explore waste management methods after floodwaters recede.

Assistance Phase:

• Promote tax and financial support measures.

• Coordinate with financial institutions to facilitate loans, special interest rates for recovery.

• Coordinate with insurance companies to provide easy access, fast services, and solutions for the affected individuals.

Prevention Phase:

• Closely monitor water situations and communicate preventive measures to members.

In addition, the FTI has discussed and provided recommendations to the government, with the following details:

1. Integrate state agencies including the Royal Irrigation Department, the Department of Public Works and Town & Country Planning, the Department of Disaster Prevention and Mitigation, the Ministry of Interior, and the military agencies in the area to manage water and prevent flood issues in the locality by:

1.1 Systematically relay information about the water situation and affected individuals to enable rapid assistance for victims and restore areas to normal conditions after the waters recede.

1.2 Develop a notification system for water levels and flood risk areas to inform citizens and entrepreneurs in real time via mobile phone systems.

2. Implement low-interest loan measures (soft loans) to support businesses affected, for machinery repairs, plant recovery, and enhance financial liquidity by exempting interest rates for the first two years, followed by MLR/MRR -2 interest rates and without affecting credit bureau history.

3. Implement measures to waive annual fees, utility charges, and tax measures to assist flood-affected individuals, including waiving corporate income tax, local maintenance tax, signage tax, land tax, license application fees (Form Ror Ngor 4), and water and electricity charges.

4. Extend delivery deadlines for contractors receiving state project work and waive interest and penalties for late submissions due to flood issues.
