เมื่อวันพฤหัสบดีที่ 25 มกราคม 2567 นายพิตติพัตน์ มั่นบุปผชาติ กรรมการสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมการประชุมคณะกรรมาธิการพาณิชย์และทรัพย์สินทางปัญญา สภาผู้แทนราษฎร เพื่อนำเสนอข้อมูลสถานการณ์และแนวโน้มการส่งออกของภาคอุตสาหกรรมและปัจจัยห่วงกังวลที่อาจส่งผลกระทบต่อการค้า ณ ห้องประชุมกรรมาธิการ N403 ชั้น 4 อาคารรัฐสภา
นายพิตติพัตน์ นำเสนอถึงปัจจัยห่วงกังวลที่อาจกระทบต่อการค้าและอุตสาหกรรมของไทยทั้ง 1) ผลกระทบจากบริเวณทะเลแดง ทำให้ค่าขนส่งทางเรือจากไทย-ยุโรป รวมถึงค่าระวางเรือทั่วโลกเพิ่มสูงขึ้น และเกิดความล่าช้าในการขนส่งสินค้า 2) ปัญหาเศรษฐกิจโลกที่ยังเปราะบาง และบางประเทศคู่ค้ายังมีความเสี่ยงที่เศรษฐกิจอาจชะลอตัว เช่น จีน 3) ผลกระทบจากปัญหาสินค้าที่ไม่มีคุณภาพเข้ามาตีตลาดในไทยและอาเซียน รวมถึงปัญหาการทุ่มตลาด 4) ปัญหามาตรการกีดกันทางการค้าที่ไม่ใช่ภาษี (NTM/NTB) โดยเฉพาะด้านสิ่งแวดล้อม เช่น มาตรการปรับราคาคาร์บอนก่อนข้ามพรมแดนของสหภาพยุโรป หรือที่เรียกกัน “CBAM” ของสหภาพยุโรป และ 5) ปัญหาต้นทุนการผลิตที่อยู่ระดับสูงของภาคอุตสาหกรรมไทย เป็นต้น
นอกจากนี้ ยังได้เสนอข้อเสนอแนะเพื่อส่งเสริมการค้าไทย ได้แก่ 1) ปรับปรุงกฎหมาย กฎระเบียบ เพื่อส่งเสริมความยากง่ายในการประกอบธุรกิจ (Ease of Doing Business) 2) เร่งเจรจาความตกลงการค้าเสรี หรือ FTA 3) ส่งเสริมให้เกิดการสร้างมูลค่าเพิ่มให้กับสินค้าส่งออก 4) อำนวยความสะดวกด้านโลจิสติกส์และศูนย์ One stop service เพื่อการค้า และ 5) สนับสนุนการเตรียมความพร้อมรับมือกับมาตรการกีดกันทางการค้าที่ไม่ใช่ภาษี (NTM/NTB) โดยเฉพาะมาตรการ CBAM ของสหภาพยุโรป และมาตรการป้องกันสินค้านำเข้าที่ไม่มีคุณภาพและปัญหาการทุ่มตลาด
ทั้งนี้ คณะกรรมาธิการฯ รับทราบปัจจัยห่วงกังวลที่อาจกระทบต่อการค้าและอุตสาหกรรมของไทย และจะสนับสนุนข้อเสนอของ ส.อ.ท. เพื่อผลักดันไปยังหน่วยงานที่เกี่ยวข้อง และขับเคลื่อนประเด็นดังกล่าวให้เป็นรูปธรรมต่อไป
On Thursday, January 25, 2024, Mr. Pittiphat Manbuppachat, a board member of the Federation of Thai Industries (FTI), participated in the meeting of the Committee on Trade and Intellectual Property of the House of Representatives to present information regarding the export situation and trends in the industrial sector, as well as factors of concern that may affect trade, held in Meeting Room N403, Floor 4, Parliament Building.
Mr. Pittiphat presented concerning factors that could impact trade and industries in Thailand including 1) the effects from the Red Sea region causing increased shipping costs from Thailand to Europe as well as global freight rates, leading to delays in goods transportation; 2) the fragile state of the global economy with some trading partner countries facing risks of economic slowdown, such as China; 3) the impact from the influx of low-quality goods into the Thai and ASEAN markets and the issue of market dumping; 4) the issue of non-tariff trade barriers (NTM/NTB), particularly regarding environmental measures, such as the carbon border adjustment mechanism (CBAM) of the European Union; and 5) the high production costs faced by the Thai industrial sector, among others.
Additionally, suggestions to promote Thai trade were proposed including 1) improving laws and regulations to facilitate ease of doing business; 2) expediting negotiations on free trade agreements (FTA); 3) promoting value addition for export products; 4) facilitating logistics and one-stop service centers for trade; and 5) supporting preparedness to address non-tariff trade barriers (NTM/NTB), particularly the CBAM measures of the European Union and measures against low-quality imports and market dumping issues.
In conclusion, the Committee acknowledged the concerning factors that may impact trade and industries in Thailand and will support the proposals from FTI to push forward to relevant agencies and drive these issues into concrete action.
