ความร่วมมือครั้งนี้มุ่งเพิ่มโอกาสให้ผู้ประกอบการ SMEs ที่เป็นสมาชิก ส.อ.ท. เข้าถึงแหล่งเงินทุนได้สะดวกและเหมาะสมกับความต้องการทางธุรกิจ ทั้งในรูปแบบสินเชื่อและเงินร่วมลงทุน ควบคู่กับการเสริมองค์ความรู้และทักษะที่จำเป็นต่อการดำเนินธุรกิจ ทั้งด้านเทคโนโลยี นวัตกรรม การบริหารจัดการ ระบบการเงิน ระบบขนส่ง และการตลาด รวมถึงการประชาสัมพันธ์ข้อมูลและกิจกรรมที่เป็นประโยชน์ต่อผู้ประกอบการ
นายวราวุธ ศิลปอาชา รัฐมนตรีว่าการกระทรวงอุตสาหกรรม กล่าวว่า “สิ่งสำคัญไม่ใช่เพียงการทำให้ SMEs เข้าถึงเงินทุนได้มากขึ้น แต่ต้องเป็นเงินทุนที่เหมาะสมกับความต้องการของธุรกิจ ควบคู่กับองค์ความรู้ เทคโนโลยี และการพัฒนาศักยภาพ เพื่อให้ผู้ประกอบการสามารถนำเงินทุนไปต่อยอดธุรกิจ เพิ่มประสิทธิภาพ และยกระดับขีดความสามารถในการแข่งขันได้อย่างแท้จริง ความร่วมมือระหว่าง ส.อ.ท. และ SME D Bank จึงเป็นตัวอย่างของการผนึกกำลังระหว่างภาคอุตสาหกรรมและสถาบันการเงิน เพื่อสร้างกลไกสนับสนุนผู้ประกอบการอย่างเป็นระบบ ตั้งแต่การเชื่อมโยงแหล่งทุน การให้คำปรึกษาและการพัฒนา ไปจนถึงการติดตามผล เพื่อให้ SMEs เติบโตได้อย่างเข้มแข็งและยั่งยืน”
นางพิมพ์ใจ ลี้อิสสระนุกูล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวว่า “ปัจจุบัน SMEs ต้องเผชิญกับความท้าทายรอบด้าน ทั้งต้นทุน การแข่งขัน เทคโนโลยี การเปลี่ยนแปลงของตลาด และข้อจำกัดในการเข้าถึงเงินทุนที่เหมาะสม ส.อ.ท. จึงให้ความสำคัญกับการสร้างระบบสนับสนุนที่ช่วยให้ผู้ประกอบการสามารถ ‘อยู่รอด ปรับตัว และเติบโต’ ได้อย่างเป็นรูปธรรม ความร่วมมือกับ SME D Bank ในครั้งนี้จะเป็นอีกหนึ่งกลไกสำคัญในการเชื่อมผู้ประกอบการ SMEs ที่เป็นสมาชิก ส.อ.ท. ให้เข้าถึงแหล่งเงินทุน เครื่องมือ และองค์ความรู้ที่เหมาะสม เพื่อต่อยอดสู่การเพิ่มผลิตภาพ การลงทุน การขยายธุรกิจ และการยกระดับขีดความสามารถในการแข่งขันได้อย่างแท้จริง”
นายพิชิต มิทราวงศ์ กรรมการผู้จัดการ ธนาคารพัฒนาวิสาหกิจขนาดกลางและขนาดย่อมแห่งประเทศไทย (ธพว.) หรือ SME D Bank กล่าวว่า “ความร่วมมือครั้งนี้เป็นการนำจุดแข็งของทั้งสองหน่วยงานมาบูรณาการร่วมกัน โดย ส.อ.ท. มีเครือข่ายผู้ประกอบการภาคอุตสาหกรรมที่กว้างขวาง กระจายอยู่ทั่วประเทศ ขณะที่ SME D Bank มีเครื่องมือทางการเงินที่เหมาะสมกับผู้ประกอบการ โดยเฉพาะสินเชื่อตามนโยบายรัฐ อัตราดอกเบี้ยพิเศษเพียง 3% ต่อปี คงที่ 3 ปีแรก เช่น “สินเชื่อ SME Green Productivity” วงเงินกู้สูงสุด 30 ล้านบาทต่อราย สนับสนุนยกระดับสู่อุตสาหกรรมสีเขียว ควบคู่กับมีบริการด้านการพัฒนา ช่วยเติมเต็มความรู้ผ่านกิจกรรมทั้ง Onsite และ Online อย่างต่อเนื่อง
ความร่วมมือครั้งนี้ จะก่อให้เกิดการเชื่อมโยงเครือข่ายระหว่าง ส.อ.ท. ในทุกพื้นที่กับทุกสาขาของ SME D Bank ทั่วประเทศที่มีทั้งหมด 96 แห่งอย่างใกล้ชิด ช่วยสนับสนุนผู้ประกอบการ SMEs ที่เป็นสมาชิก ส.อ.ท. โดยเฉพาะภาคการผลิต ใน 3 อุตสาหกรรมเป้าหมายสำคัญของประเทศ ได้แก่ อาหาร เกษตรแปรรูป และ Wellness เข้าถึงการสนับสนุนทั้งด้านการเงินและการพัฒนาได้อย่างกว้างขวาง ช่วยเพิ่มศักยภาพธุรกิจ สร้างการเติบโตอย่างเข้มแข็งและยั่งยืนในระยะยาว
ภายใต้ MOU ความร่วมมือระหว่างทั้ง 2 หน่วยงาน จะดำเนินงานผ่านกลไกที่เชื่อมโยงผู้ประกอบการเข้าสู่การสนับสนุนอย่างเป็นระบบ โดย ส.อ.ท. จะทำหน้าที่คัดกรองและเชื่อมโยงสมาชิก ส.อ.ท. ซึ่งประกอบด้วย SMEs กว่า 80% จากสมาชิก ส.อ.ท. ทั้งหมดราว 16,000 ราย และมีคุณสมบัติตามหลักเกณฑ์เข้าสู่ SME D Bank จากนั้นธนาคารจะพิจารณาเครื่องมือและแหล่งเงินทุนที่เหมาะสมกับความต้องการของแต่ละธุรกิจ ทั้งเงินทุนเพื่อการลงทุนและเงินทุนหมุนเวียน ควบคู่กับการให้คำปรึกษา ถ่ายทอดองค์ความรู้ และพัฒนาทักษะที่จำเป็น ขณะที่ทั้งสองหน่วยงานจะร่วมกันประสาน ติดตาม และผลักดันการดำเนินงานให้เกิดผลอย่างเป็นรูปธรรม
ความร่วมมือดังกล่าว มุ่งสร้างผลลัพธ์ให้ผู้ประกอบการสามารถเข้าถึงแหล่งเงินทุนได้มากขึ้นและเหมาะสมกับวัตถุประสงค์ของธุรกิจ ช่วยเสริมสภาพคล่อง สนับสนุนการลงทุน การขยายกิจการและการเพิ่มผลิตภาพ ตลอดจนยกระดับขีดความสามารถด้านเทคโนโลยีและนวัตกรรม การบริหารจัดการ และการตลาด เพื่อให้ SMEs สามารถปรับตัวต่อการเปลี่ยนแปลง เพิ่มโอกาสในการแข่งขัน และเติบโตได้อย่างเข้มแข็งและยั่งยืน
ทั้งนี้ MOU กำหนดระยะเวลาความร่วมมือ 3 ปี นับตั้งแต่วันที่ 7 ตุลาคม 2569 โดยทั้งสองฝ่ายมุ่งผลักดันการดำเนินงานให้เกิดผลเป็นรูปธรรม และเป็นอีกหนึ่งกลไกในการเสริมความแข็งแกร่งให้ SMEs ซึ่งเป็นฐานสำคัญของภาคอุตสาหกรรมและเศรษฐกิจไทย
This collaboration aims to enhance the opportunities for SME operators who are members of FTI to conveniently access sources of capital that meet their business needs, both in the form of loans and equity financing, alongside the enhancement of the knowledge and skills necessary for business operations in areas such as technology, innovation, management, financial systems, transportation, and marketing. It also includes the promotion of beneficial information and activities for operators.
Mr. Warawut Silpa-archa, Minister of Industry, stated, "It is important not only to increase SMEs' access to funding but to ensure that the capital is appropriate for the business needs, along with knowledge, technology, and potential development, so that operators can utilize the capital to expand their businesses, enhance efficiency, and truly elevate their competitive capabilities. The collaboration between FTI and SME D Bank serves as an example of the synergy between the industrial sector and financial institutions to create a systematic support mechanism for operators—from linking funding sources to providing consultancy and development, to monitoring outcomes—ensuring that SMEs can grow robustly and sustainably."
Ms. Pimjai Leeissaranukul, Chairman of the Federation of Thai Industries (FTI), remarked, "Currently, SMEs face challenges from all sides, including costs, competition, technology, market changes, and limitations in accessing suitable capital. Thus, FTI places great importance on creating a supportive system that helps operators to 'survive, adapt, and grow' concretely. This collaboration with SME D Bank will serve as another important mechanism for connecting member SMEs of FTI to access suitable funding sources, tools, and knowledge, to enhance productivity, investment, business expansion, and truly elevate competitive capabilities."
Mr. Pichit Mitravong, Managing Director of the Small and Medium Enterprise Development Bank of Thailand (SME D Bank), stated, "This collaboration integrates the strengths of both organizations, where FTI has a wide network of industrial operators distributed throughout the country, while SME D Bank has financial tools suitable for operators, especially loans under government policy with a special interest rate of only 3% per year fixed for the first three years, such as the 'SME Green Productivity Loan' with a maximum loan limit of 30 million baht per entity, supporting the shift towards a green industry, coupled with development services that enhance knowledge through activities both onsite and online continuously.
This collaboration will create connections between FTI in all regions and the 96 branches of SME D Bank nationwide, closely supporting member SMEs of FTI, particularly in the manufacturing sector, in three key target industries of the country: food, processed agriculture, and wellness, facilitating broad access to financial support and development, enhancing business potential and fostering strong and sustainable growth in the long term.
Under the MOU, collaboration between the two organizations will operate through a systematic mechanism that connects operators to support. FTI will screen and link FTI members, which comprise over 80% of the roughly 16,000 members of FTI, and have the qualifications to access SME D Bank. Subsequently, the bank will assess suitable tools and funding sources corresponding to each business's needs, including investment capital and working capital, along with providing consultation, transferring knowledge, and developing necessary skills, while both organizations will collaborate to coordinate, monitor, and push operations to produce tangible results.
This collaboration aims to create outcomes allowing operators to access a greater amount of funding that aligns with business objectives, enhancing liquidity, supporting investment, business expansion, and increased productivity, as well as elevating capabilities in technology and innovation, management, and marketing, enabling SMEs to adapt to changes, increase competitive opportunities, and grow robustly and sustainably.
The MOU stipulates a collaboration period of three years from October 7, 2026, with both parties aiming to push for tangible results and serve as another mechanism to strengthen SMEs, which are a vital foundation of the industrial sector and the Thai economy.
