สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) โดยการมอบหมายจากสำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) จึงได้เปิดให้บริการ “การพิจารณาสูตรการผลิต” ที่ผู้ประกอบการจะยื่นขอรับสิทธิประโยชน์ BOI ในมาตรา 36 โดยเริ่มนำร่องในผลิตภัณฑ์ที่ประเภทผลิตภัณฑ์พลาสติก
Assigned by the Board of Investment (BOI), the Federation of Thai Industries (FTI) provides the “production formula review” service for operators applying for BOI privileges under Section 36, starting as a pilot with plastic products.

โครงการที่ได้รับการส่งเสริมการลงทุนที่ผลิตสินค้าเพื่อการส่งออก จะได้รับสิทธิและประโยชน์ยกเว้นอากรขาเข้าวัตถุดิบและวัสดุจำเป็นที่นำเข้ามาจากต่างประเทศ เพื่อใช้ผลิต ผสม ประกอบเป็นผลิตภัณฑ์หรือผลิตผลเพื่อส่งออกไปจำหน่ายต่างประเทศ ตามหลักเกณฑ์ที่คณะกรรมการกำหนด พร้อมกับจะได้รับค้ำประกันภาษีมูลค่าเพิ่มด้วย
Promoted projects producing goods for export receive an import-duty exemption on raw and essential materials imported for producing, mixing, or assembling products for export, under the criteria set by the Board, together with a VAT guarantee.
ทั้งนี้ วัตถุดิบที่นำเข้ามาโดยใช้สิทธิประโยชน์ยกเว้นอากรขาเข้านี้ จะต้องใช้ในโครงการที่ได้รับส่งเสริมเพื่อผลิตเป็นผลิตภัณฑ์ตามที่ระบุไว้ในบัตรส่งเสริม และส่งออกไปจำหน่ายต่างประเทศเท่านั้น
Materials imported under this exemption must be used in the promoted project to produce the products specified in the promotion certificate, and sold only for export.
กรณีที่นำไปผลิตจำหน่ายในประเทศ หรือไม่สามารถส่งออกได้ ผู้ได้รับส่งเสริมจะต้องเสียภาษีอากรวัตถุดิบตามสภาพ ณ วันนำเข้า พร้อมเงินเพิ่มและเบี้ยปรับตามกฎหมายศุลกากร อีกทั้งจะต้องชำระภาษีมูลค่าเพิ่ม พร้อมเงินเพิ่มและเบี้ยปรับอีกด้วย
If the materials are used for domestic sale or cannot be exported, the promoted company must pay duties on the materials as of the import date, plus surcharges and fines under customs law, as well as VAT with surcharges and fines.

A production formula specifies which raw materials each product type or model uses, how many items, and the quantity of each, so the composition and material consumption of every product is clearly defined.

The formula is submitted to the office to approve the material list and consumption appropriate to each product, and serves as the reference for cutting raw materials from the approved stock balance.

What Is a BOM?
BOM (Bill of Materials) คือ เอกสารหรือฐานข้อมูลที่ระบุว่าในกระบวนการผลิตผลิตภัณฑ์หนึ่ง ๆ นั้น ประกอบไปด้วยวัตถุดิบและ/หรือวัสดุจำเป็นอะไรบ้าง จำนวนเท่าไหร่ พร้อมระบุรายละเอียดต่าง ๆ ซึ่งจำเป็นที่ต้องใช้ในกระบวนการผลิต
A Bill of Materials (BOM) is the document or dataset listing which raw materials and essential materials go into producing a given product, in what quantity, together with the other details needed for the production process.

No. This FTI service reviews and certifies the “production formula” for companies that are already promoted and use raw-material privileges under Section 36. Applications for promotion itself must be filed directly with the BOI at www.boi.go.th

Staff review the formula within 7 business days after the fee is paid. If documents are incomplete or incorrect, you will be asked to correct them first.
ระดับงานแบ่งตามความซับซ้อนของการตรวจสอบ ได้แก่ การแก้ไขสูตรเดิม, สูตรใหม่ที่ตรวจด้วยวิธีเดียว (เช่น ชั่งน้ำหนักอย่างเดียว), สูตรใหม่ที่ต้องใช้สองวิธีขึ้นไป (แยกตามจำนวนรายการวัตถุดิบไม่เกิน/เกิน 10 รายการ) และกรณีที่ต้องนำวิเคราะห์ในห้องปฏิบัติการ
Levels reflect the complexity of the review: amending an approved formula; a new formula verified by one method (e.g. weighing only); a new formula requiring two or more methods (split by up to 10 / more than 10 raw-material items); and cases requiring laboratory analysis.
การแก้ไขสูตรใช้กับสูตรของบริษัทที่เคยได้รับอนุมัติแล้ว ต้องแนบสูตรเดิมมาอ้างอิง และรูปแบบชิ้นงาน (output) ต้องเหมือนเดิม โดยเพิ่ม/ลดปริมาณวัตถุดิบได้ เมื่ออนุมัติแก้ไขแล้วสูตรเดิมจะถูกยกเลิกทันที
An amendment applies to a formula the company already had approved. The previous formula must be attached for reference and the output must remain the same, although raw-material quantities may increase or decrease. Once the amendment is approved, the previous formula is cancelled.
RMTS Online เป็นระบบฐานข้อมูลออนไลน์ของสมาคมสโมสรนักลงทุน (IC) สำหรับผู้ได้รับการส่งเสริมที่ใช้สิทธิด้านวัตถุดิบ ครอบคลุมทั้งฐานข้อมูลรายการวัตถุดิบ การสั่งปล่อยวัตถุดิบ และการตัดบัญชีวัตถุดิบ การยื่นขออนุมัติสูตรการผลิตจึงทำผ่านระบบเดียวกันนี้ ทำให้ข้อมูลสูตรเชื่อมกับการตัดบัญชีเมื่อส่งออกได้โดยตรง
RMTS Online is the online database system of the Investor Club Association (IC) for promoted companies using raw-material privileges. It covers the raw-material list database, raw-material release orders, and cutting the raw-material account. Production formula approval is filed through this same system, so the formula data links directly to account cutting on export.
