ประเทศไทยมีการพัฒนาทางด้านเศรษฐกิจและอุตสาหกรรมมาอย่างต่อเนื่องผ่านกลไกต่าง ๆ ภายใต้ความเสี่ยงและความท้าทายจากปัจจัยภายในและภายนอก ไม่ว่าจะเป็นภาวะความผันผวนและถดถอยของเศรษฐกิจ การขาดแคลนแรงงาน การขึ้นอัตราดอกเบี้ย การขึ้นค่าแรง อาจกล่าวได้ว่า เสาหลักสำคัญในการพัฒนาและยกอันดับขีดความสามารถในการแข่งขันของประเทศ และมิได้ขึ้นอยู่กับบริษัทยักษ์ใหญ่เท่านั้น แต่ยังขึ้นอยู่กับความสามารถของ SMEs ไทย ซึ่งเป็นอีกกลุ่มสำคัญในการขับเคลื่อน GDP ของประเทศ ที่มีกิจการครอบคลุมทั้งภาคการจ้างงาน การส่งออก การค้า บริการ การผลิต ธุรกิจเกษตร รวมถึงการเป็นซัพพลายเออร์ (Supplier) ให้บริษัทขนาดใหญ่ของโลกอีกด้วย และเป็นคำตอบอีกว่า “ประเทศไทยจำเป็นต้องมี SMEs”Thailand has continuously developed its economy and industry through various mechanisms while facing risks and challenges from both internal and external factors, including economic volatility and recession, labor shortages, rising interest rates, and increased labor costs. It can be stated that a crucial pillar for the development and enhancement of the country's competitive capabilities does not rely solely on large corporations, but also on the capabilities of Thai SMEs, which play a significant role in driving the country's GDP. These enterprises encompass employment, export, trade, services, manufacturing, and agriculture, as well as serving as suppliers to large global companies. This further affirms that 'Thailand needs SMEs.'

อาจกล่าวได้ว่า เสาหลักสำคัญในการพัฒนาและยกอันดับขีดความสามารถในการแข่งขันของประเทศ และมิได้ขึ้นอยู่กับบริษัทยักษ์ใหญ่เท่านั้น แต่ยังขึ้นอยู่กับความสามารถของ SMEs ไทย ซึ่งเป็นอีกกลุ่มสำคัญในการขับเคลื่อน GDP ของประเทศ ที่มีกิจการครอบคลุมทั้งภาคการจ้างงาน การส่งออก การค้า บริการ การผลิต ธุรกิจเกษตร รวมถึงการเป็นซัพพลายเออร์ (Supplier) ให้บริษัทขนาดใหญ่ของโลกอีกด้วย และเป็นคำตอบอีกว่า “ประเทศไทยจำเป็นต้องมี SMEs”

นิยาม SMEs

ยังมีความเข้าใจอยู่บ้างว่า SMEs (Small and Medium Enterprises Small and Medium Enterprises) หรือวิสาหกิจขนาดกลางและขนาดย่อม คือ โอทอป (One Tambon One Product: OTOP) เป็นธุรกิจเล็ก ๆ ไม่ได้สร้างรายได้ให้กับประเทศมากมายเหมือนธุรกิจขนาดใหญ่ ซึ่งจากตารางด้านล่างนี้จะสามารถช่วยอธิบายได้อย่างชัดเจนถึงลักษณะของ SMEs โดยสำนักงานวิสาหกิจขนาดกลางและขนาดย่อม (สสว.)

ภาพรวม SMEs ไทย 2566

ล่าสุด สสว. ได้เปิดเผยข้อมูลในงาน SME-GP Day รัฐพร้อมซื้อ SME พร้อมขาย ได้อย่างน่าสนใจว่า GDP SME ต่อ GDP ทั้งประเทศ (ตามนิยามใหม่) คิดเป็นสัดส่วน 35 % ปัจจุบันมีจำนวน SMEs ไทย แยกตามขนาดกลาง ขนาดย่อม และขนาดย่อยหรือรายย่อย ในรูปแบบประเภทบุคคลทั่วไป นิติบุคคล และวิสาหกิจชุมชน ประมาณ 3.1 ล้านราย และมีจำนวนแรงงานประมาณ 12.83 ล้านคน อย่างไรก็ตาม หาก SMEs ไทยจำนวนนี้เติบโตได้ดีต่อเนื่อง แน่นอนว่าการจ้างงานและเศรษฐกิจมวลรวมของประเทศก็ย่อมจะได้รับผลดีตามไปด้วย

สำหรับภาพรวม SMEs ไทย ในครึ่งปีแรกนี้ ภาคการผลิตยังคงติดลบต่อเนื่อง ส่วนกิจกรรมทางเศรษฐกิจที่เติบโตค่อนข้างดี ได้แก่ ข้อมูลข่าวสารและการสื่อสาร ภาคอสังหาริมทรัพย์ การให้คำปรึกษาเฉพาะด้าน ด้านภาคการส่งออกของ SMEs ที่ยังคงเป็นบวก ได้แก่ สินค้าเกษตร (12.3 %) อาหารและเกษตรแปรรูป (20.3 %) อัญมณีและเครื่องประดับ (41.9 %)

สถานการณ์ SMEs ครึ่งหลังปี 2566

สสว. ยังได้เปิดเผยข้อมูลอีกว่า จากสถานการณ์เศรษฐกิจของประเทศต่าง ๆ ยังคงมีความผันผวนอยู่ ส่งผลให้ภาคการผลิตและการส่งออกยังไม่สดใสเท่าที่ควร ส่วนประเด็นที่น่ากังวลคือ ผลสำรวจไตรมาสล่าสุดพบว่า สถานภาพทางการเงินของ SMEs ไทยที่มีการกู้มากขึ้นเพื่อใช้หมุนเวียนในกิจการ ขณะเดียวกันก็มีการกู้นอกระบบเพิ่มมากขึ้นอีกด้วย อาจส่งผลต่อดัชนีความเชื่อมั่นในครึ่งปีหลังได้

อีกทั้งการชะลอการบริโภคของประเทศคู่ค้าที่สะท้อนถึงกำลังซื้อที่ลดลง ส่งผลต่อจำนวนนักท่องเที่ยวที่จะเข้ามาในประเทศไทยต่ำกว่าที่คาดการณ์ไว้ ซึ่ง SMEs ในภาคการบริการอาจได้รับผลกระทบตรงนี้ได้

การขับเคลื่อนมาตรการสนับสนุน SMEs

การแก้ไขปัญหาของ SMEs จำเป็นต้องอาศัยความร่วมมือแบบบูรณาการจากทุกภาคส่วนที่เกี่ยวข้อง ทั้งนี้ ภายใต้นโยบาย ONE FTI (ONE Vision, ONE Team, ONE Goal) ของสภาอุตสาหกรรมแห่งประเทศไทย วาระปี 2565-2567 ให้ความสำคัญในการพัฒนาและยกระดับ SMEs ไทยสู่สากล หรือ Smart SMEs ใน 3 ด้าน ได้แก่

  1. Go Digital : การนำดิจิทัลมาช่วยในยกระดับศักยภาพทางธุรกิจ

  2. Go Innovation : การส่งเสริมให้ SMEs เข้าถึงนวัตกรรมและงานวิจัยมากขึ้น ผ่านกองทุนนวัตกรรมและโครงการด้านนวัตกรรมต่าง ๆ

  3. Go Global : การสร้างและขยายโอกาสในตลาดต่างประเทศ รวมถึงการสนับสนุนและช่วยเหลือผู้ประกอบการ SMEs ด้านการเงิน และการตลาด

ดังจะเห็นได้จากการร่วมมือกันผนึกกำลังเดินหน้ายกระดับและสร้างศักยภาพ SMEs ผ่านโครงการดี ๆ อาทิ Thai SME-GP เพื่อสร้างแต้มต่อให้แก่ SMEs ไทยในการจัดซื้อจัดจ้างกับภาครัฐ, SME Pro-active เพื่อให้สามารถขยายไปสู่ตลาดต่างประเทศ, K-FTI Acceleration Program เพื่อให้ SMEs/Startups เข้าสู่ตลาดทุน

เนื่องจาก SMEs ไทยมีข้อจำกัดในการขับเคลื่อนหลายด้าน อาจทำให้สถานการณ์ช่วงครึ่งหลังปี 2566 ยังคงมีความคาดหวังและต้องติดตามรายละเอียดต่อไปว่า โครงการใหม่ที่จะเกิดขึ้นภายใต้รัฐบาลชุดใหม่จะทำอย่างไรให้เศรษฐกิจเติบโตด้วย SMEs และการปลดล็อกการทำธุรกิจให้ SMEs สามารถปรับตัวได้เร็วในโลกยุคใหม่ที่เต็มไปด้วยอุปสรรคและความท้าทายมากมาย

These enterprises encompass employment, export, trade, services, manufacturing, and agriculture, as well as serving as suppliers to large global companies. This further affirms that 'Thailand needs SMEs.'

Definition of SMEs

There remains some understanding that SMEs (Small and Medium Enterprises) or small and medium enterprises are akin to OTOP (One Tambon One Product: OTOP), which refers to small businesses that do not generate as much revenue for the country as large enterprises. The table below can clarify the characteristics of SMEs as defined by the Office of Small and Medium Enterprises Promotion (OSMEP).

Overview of Thai SMEs in 2023

Recently, OSMEP revealed data at the SME-GP Day, highlighting that the GDP contribution of SMEs to the national GDP (according to the new definition) accounts for 35%. Currently, there are approximately 3.1 million Thai SMEs categorized by medium, small, and micro sizes in the forms of individuals, juristic persons, and community enterprises, with around 12.83 million employees. However, if this number of Thai SMEs can continue to grow positively, certainly, employment and the overall economy of the country will benefit accordingly.

As for the overall situation of Thai SMEs in the first half of this year, the manufacturing sector continues to face negative trends, while relatively strong economic activities include information and communication, real estate, and specialized consulting. As for the export sector of SMEs, positive growth is evident in agricultural products (12.3%), processed food and agriculture (20.3%), and jewelry and ornaments (41.9%).

Situation of SMEs in the Second Half of 2023

OSMEP also disclosed that, due to the fluctuating economic conditions of various countries, the manufacturing and export sectors are not performing as well as expected. One concerning issue is the recent quarterly survey, which found that the financial status of Thai SMEs has seen increased borrowing for operational expenses, alongside a rise in off-system borrowing, which may affect the confidence index in the second half of the year.

Additionally, the slowdown in consumption of trading partner countries reflects a decrease in purchasing power, impacting the number of tourists coming to Thailand, which could adversely affect SMEs in the services sector.

Driving Support Measures for SMEs

Addressing the issues faced by SMEs requires integrated cooperation from all relevant sectors. Under the ONE FTI policy (ONE Vision, ONE Team, ONE Goal) of the Federation of Thai Industries for the years 2022-2024, there is an emphasis on developing and elevating Thai SMEs to an international standard, or Smart SMEs, in three areas:

  1. Go Digital: Utilizing digital technology to enhance business capabilities.

  2. Go Innovation: Promoting access to innovation and research for SMEs through innovation funds and various innovation projects.

  3. Go Global: Creating and expanding opportunities in international markets, as well as providing support and assistance to SMEs in financial and marketing aspects.

This collaboration aims to enhance and build the capacity of SMEs through quality projects such as Thai SME-GP to give Thai SMEs an advantage in public procurement, SME Pro-active to facilitate entry into international markets, and K-FTI Acceleration Program to connect SMEs/Startups to capital markets.

Given that Thai SMEs face limitations in multiple areas, it is expected that the situation in the second half of 2023 will require continued anticipation and monitoring regarding how new projects under the new government will foster economic growth through SMEs and how to unlock business operations for SMEs, allowing them to adapt quickly in a world filled with numerous obstacles and challenges.
