เมื่อวันอังคารที่ 4 มิถุนายน 2567 ดร.นิลสุวรรณ ลีลารัศมี รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย ดร.ปิยะนุช มาลากุล ณ อยุธยา รองประธานและเหรัญญิก ส.อ.ท. นายรัฐไกร ลิ้มศิริตระกูล กรรมการ ส.อ.ท. นายนำพล ลิ้มประเสริฐ ผู้แทนสถาบันน้ำและสิ่งแวดล้อม และ ดร.สวนิตย์ บุญญาสุวัฒน์ คณะทำงาน BCG ส.อ.ท. ร่วมต้อนรับและหารือกับ Mr. Alexander BOHMER Head of Division, South Asia -Southeast Asia, Global Relations and Co-operation Directorate (GRC) จากองค์การเพื่อความร่วมมือและการพัฒนาทางเศรษฐกิจ (Organization for Economic Co-operation and Development, OECD) ณ ห้องประชุม Bangchak (1014) ชั้น 10 ส.อ.ท.
ระหว่างการหารือ ผู้แทน OECD ได้ให้ข้อมูลเกี่ยวกับคำขอเข้ากระบวนการภาคยานุวัติ (Request of accession process) ของประเทศไทย รวมถึงแนวทางการมีส่วนร่วมของภาคธุรกิจและภาคเอกชนเพื่อการเข้าเป็นสมาชิก OECD พร้อมทั้งได้แนะนำบทบาทของ Business at OECD (BIAC) หรือหน่วยงานที่ปรึกษาทางธุรกิจของสมาชิก OECD ซึ่งเป็นเครือข่ายภาคเอกชนจากประเทศสมาชิก ผู้สังเกตการณ์นอกประเทศสมาชิก (Observer) และสมาคมผู้เชี่ยวชาญ โดย BIAC จะทำหน้าที่ให้ความเห็นจากมุมมองของภาคเอกชน เพื่อนำเสนอไปยังคณะกรรมการและคณะทำงาน OECD สำหรับประกอบการกำหนดนโยบายที่ครอบคลุมและเหมาะสมกับธุรกิจทุกขนาดตามบริบทโลก
นอกจากนี้ ที่ประชุมยังได้แลกเปลี่ยนบทบาทของภาคเอกชนในการขับเคลื่อนประเทศไทยเข้าสู่การเป็นสมาชิก OECD โดย ส.อ.ท. ได้นำเสนอแนวทางการยกระดับอุตสาหกรรมไทยที่ขับเคลื่อนโดย ส.อ.ท. ซึ่งสอดคล้องกับแนวทางการปฎิบัติของ OECD อาทิ การสนับสนุนการปรับปรุงกฎหมาย กฎระเบียบ เพื่อส่งเสริมความยากง่ายในการประกอบธุรกิจ (Ease of Doing Business) เป็นต้น
ทั้งนี้ ในเดือนเมษายน 2567 ประเทศไทยได้ยื่นหนังสือแสดงเจตจำนงในการเข้าเป็นสมาชิก OECD ต่อเลขาธิการ OECD โดยการเข้าร่วมเป็นสมาชิกดังกล่าว จะทำให้ประเทศไทยได้รับประโยชน์ในหลายด้าน อาทิ การผลักดันให้เกิดการปฏิรูปโครงสร้างหลายมิติและมีมาตรฐานเทียบเท่าสากล การเพิ่มขีดความสามารถในการแข่งขันและโอกาสเข้าถึงตลาดประเทศสมาชิก OECD รวมถึงการได้รับคำปรึกษาและความช่วยเหลือทางวิชาการจาก OECD อย่างใกล้ชิด
On Tuesday, June 4, 2024, Dr. Nilsuwanna Leelarasamee, Vice Chairman of the Federation of Thai Industries (FTI), together with Dr. Piyanuj Malakul Na Ayutthaya, Vice Chairman and Treasurer of FTI, Mr. Ratkrai Limsiritrakul, FTI Board Member, Mr. Namphon Limpraesert, Representative of the Water and Environment Institute, and Dr. Suwanit Boonyasuwat, BCG Working Group of FTI, welcomed and discussed with Mr. Alexander BOHMER, Head of Division, South Asia - Southeast Asia, Global Relations and Co-operation Directorate (GRC) from the Organization for Economic Co-operation and Development (OECD) at the Bangchak Meeting Room (1014), 10th Floor, FTI.
During the discussion, the OECD representative provided information regarding Thailand's request for accession process as well as the engagement of the private sector in the process of becoming an OECD member. Furthermore, he introduced the role of Business at OECD (BIAC), which is the business advisory body of OECD members comprising a network of private sector representatives from member countries, non-member observer countries, and expert associations. BIAC serves to provide insights from a private sector perspective to present to the committees and working groups of OECD for the formulation of comprehensive policies suitable for businesses of all sizes in a global context.
Additionally, the meeting exchanged views on the role of the private sector in driving Thailand's accession to OECD membership, where FTI presented strategies for elevating the Thai industry driven by FTI, aligning with the OECD's operational guidelines, such as supporting the improvement of laws and regulations to facilitate Ease of Doing Business.
In April 2024, Thailand submitted a letter of intent to become an OECD member to the OECD Secretary-General. This membership will benefit Thailand in various ways, such as driving multilateral structural reforms and attaining internationally comparable standards, enhancing competitiveness, and gaining access to markets of OECD member countries, as well as receiving close academic advice and support from OECD.
