ท่ามกลางความผันผวนของเศรษฐกิจและการค้าโลก การกระจายตลาดส่งออกและลดการพึ่งพาตลาดเดิมเป็นหนึ่งในยุทธศาสตร์สำคัญในการสร้างความแข็งแกร่งให้ภาคอุตสาหกรรมไทย สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) จึงเดินหน้าขยายเครือข่ายการค้าและการลงทุนสู่ตลาดใหม่ที่มีศักยภาพ โดยมอง “รัสเซีย” เป็นหนึ่งในตลาดสำคัญที่สามารถต่อยอดและเชื่อมโยงไปสู่โอกาสที่กว้างขึ้นในภูมิภาคยูเรเซีย
ปัจจุบันมูลค่าการค้าระหว่างไทยกับรัสเซียอยู่ที่ประมาณ 1.7 พันล้านดอลลาร์สหรัฐ โดยรัสเซียเป็นคู่ค้าอันดับที่ 35 ของไทย และไทยเป็นฝ่ายได้ดุลการค้า สะท้อนว่ายังมีโอกาสในการขยายความสัมพันธ์ทางเศรษฐกิจระหว่างสองประเทศได้อีกมาก ทั้งด้านการค้า การลงทุน และการสร้างพันธมิตรทางธุรกิจ โดยเฉพาะในอุตสาหกรรมที่ไทยมีศักยภาพและสามารถตอบโจทย์ความต้องการของตลาดรัสเซีย
ส.อ.ท. จึงขับเคลื่อนการเปิดตลาดรัสเซียผ่าน 3 กลไกสำคัญ ได้แก่ “ผลักดันนโยบาย–เปิดตลาด–เชื่อมธุรกิจ” โดยเชื่อมโยงตั้งแต่การนำข้อเสนอและอุปสรรคของภาคเอกชนเข้าสู่กลไกความร่วมมือระดับรัฐบาล การผลักดัน FTA ไทย–EAEU เพื่อเพิ่มโอกาสการเข้าถึงตลาด ไปจนถึงการสร้างเครือข่ายและจับคู่ผู้ประกอบการไทยกับพันธมิตรในรัสเซียโดยตรง เพื่อให้การเปิดตลาดสามารถต่อยอดไปสู่ผลทางธุรกิจได้อย่างเป็นรูปธรรม
ระหว่างวันที่ 13–15 สิงหาคม 2569 นายกิตติ ตั้งจิตรมณีศักดา รองประธานอาวุโส ส.อ.ท. และผู้แทนสภาธุรกิจไทย–รัสเซีย นำคณะนักธุรกิจไทยเดินทางเยือนสหพันธรัฐรัสเซีย เนื่องในโอกาสการเดินทางเยือนของนายสีหศักดิ์ พวงเกตุแก้ว รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ เพื่อเข้าร่วมการประชุมคณะกรรมาธิการร่วมว่าด้วยความร่วมมือทวิภาคีไทย–รัสเซีย ครั้งที่ 9 (Joint Commission: JC) โดยนำประเด็นสำคัญทางเศรษฐกิจและข้อจำกัดที่ภาคธุรกิจเผชิญเข้าสู่การหารือ ทั้งการขยายการค้าและการลงทุน การอำนวยความสะดวกทางการค้า อุปสรรคและข้อจำกัดด้านธุรกรรมระหว่างประเทศ ตลอดจนการค้าสินค้าเกษตรและอาหารระหว่างสองประเทศ
หนึ่งในประเด็นเชิงยุทธศาสตร์สำคัญ คือ การผลักดันให้เกิดการเริ่มต้นเจรจาความตกลงการค้าเสรีระหว่างไทยกับสหภาพเศรษฐกิจยูเรเซีย (Eurasian Economic Union: EAEU) ซึ่งจะเป็นกลไกสำคัญในการเพิ่มโอกาสการเข้าถึงตลาด ลดข้อจำกัดทางการค้า และเปิดช่องทางให้สินค้าและธุรกิจไทยเชื่อมโยงกับตลาดในภูมิภาคยูเรเซียได้กว้างขึ้น
นอกเหนือจากการขับเคลื่อนในระดับนโยบาย ส.อ.ท. และสภาธุรกิจไทย–รัสเซีย ยังเดินหน้าสร้างเครือข่ายความร่วมมือระหว่างภาคธุรกิจของทั้งสองประเทศ โดยหารือกับ Mr. Ivan Demchenko ประธานสภาธุรกิจรัสเซีย–ไทย เพื่อแลกเปลี่ยนมุมมองเกี่ยวกับโอกาสทางการค้าและการลงทุน กำหนดแนวทางสนับสนุนผู้ประกอบการไทยเข้าสู่ตลาดรัสเซีย และเชื่อมโยงพันธมิตรทางธุรกิจในอุตสาหกรรมเป้าหมาย
พร้อมกันนี้ ทางฝ่ายรัสเซียได้เชิญภาคเอกชนไทยเข้าร่วมงาน Russian–Thai Investment Forum 2026 ซึ่งมีกำหนดจัดขึ้นในเดือนตุลาคม ณ กรุงเทพฯ เพื่อสานต่อการเจรจาและสร้างความต่อเนื่องของความร่วมมือระหว่างภาคเอกชนไทยและรัสเซีย ตลอดจนต่อยอดไปสู่โอกาสด้านการค้าและการลงทุนในอนาคต
อีกหนึ่งผลลัพธ์สำคัญของภารกิจครั้งนี้ คือการเชื่อมโยงธุรกิจจาก “การหารือ” ไปสู่ “การเจรจาระหว่างผู้ประกอบการ” ผ่านการจับคู่ธุรกิจระหว่างสมาชิก ส.อ.ท. นักธุรกิจไทย และภาคธุรกิจรัสเซียกว่า 10 บริษัท ครอบคลุมอุตสาหกรรมศักยภาพ ได้แก่ เกษตรและอาหารแปรรูป สินค้าอุปโภคบริโภค เครื่องจักรอุตสาหกรรม ชิ้นส่วนและอะไหล่ยานยนต์ ผลิตภัณฑ์สุขภาพและความงาม และเทคโนโลยีดิจิทัล
ภาคธุรกิจและองค์กรที่เข้าร่วม อาทิ บมจ. อิโนเว รับเบอร์ (ประเทศไทย), บมจ. สหพัฒนพิบูล, Innovek Asia Co., Ltd., Alian Technology Co., Ltd., Kovic Kate Co., Ltd., Sber, Vision Labs, Aquateco, Union of Dietary Supplement Manufacturers, Kamaz และ Importechnika โดยการจับคู่ธุรกิจเปิดโอกาสให้ผู้ประกอบการไทยได้สำรวจความต้องการของตลาด พบคู่ค้าและพันธมิตรโดยตรง แลกเปลี่ยนข้อมูลเชิงธุรกิจ และพัฒนาความร่วมมือที่สามารถต่อยอดไปสู่การค้าและการลงทุนจริง
ส.อ.ท. มองว่า การเปิดตลาดใหม่จำเป็นต้องดำเนินการอย่างครบวงจร ไม่ใช่เพียงการนำผู้ประกอบการไปพบคู่ค้า แต่ต้องเชื่อมโยงตั้งแต่การผลักดันนโยบาย การลดอุปสรรคทางการค้า การสร้าง Market Access การเชื่อมโยงพันธมิตร ไปจนถึงการสนับสนุนให้เกิดธุรกิจจริง เพื่อเพิ่มทางเลือกและกระจายความเสี่ยงให้ผู้ประกอบการไทย โดยเฉพาะ SMEs ท่ามกลางโครงสร้างการค้าโลกที่เปลี่ยนแปลงอย่างรวดเร็ว
จากตลาดรัสเซียสู่ภูมิภาคยูเรเซีย ส.อ.ท. มุ่งทำหน้าที่เป็น “สะพานเชื่อม” ระหว่างภาครัฐกับภาคธุรกิจ และระหว่างผู้ประกอบการไทยกับตลาดโลก ผ่านการทำงาน 3 ระดับ “Policy–Market–Business” เพื่อเปิดตลาดใหม่ ลดอุปสรรค สร้างพันธมิตร และเปลี่ยนโอกาสทางการค้าให้เกิดเป็นมูลค่าทางเศรษฐกิจแก่ภาคอุตสาหกรรมไทยอย่างเป็นรูปธรรม
Amidst the volatility of the global economy and trade, diversifying export markets and reducing reliance on existing markets is one of the key strategies to strengthen the Thai industrial sector. The Federation of Thai Industries (FTI) is therefore moving forward to expand its trade and investment network into new potential markets, viewing "Russia" as one of the important markets that can be leveraged and connected to broader opportunities in the Eurasian region.
Currently, the trade value between Thailand and Russia stands at approximately 1.7 billion US dollars, with Russia being Thailand's 35th trading partner, while Thailand enjoys a trade surplus. This reflects significant opportunities for expanding economic relations between the two countries in terms of trade, investment, and developing business partnerships, especially in industries where Thailand has competitive strengths that can meet the demands of the Russian market.
FTI is therefore driving the opening of the Russian market through three key mechanisms: “Advocating Policy–Opening Markets–Connecting Business,” by linking the private sector’s proposals and obstacles to governmental cooperation mechanisms, promoting the Thailand–EAEU FTA to enhance market access opportunities, and establishing networks and matching Thai entrepreneurs with direct partners in Russia to ensure that market opening leads to tangible business results.
From August 13 to 15, 2026, Mr. Kitti Tangjitmunisakda, Senior Vice President of FTI and representative of the Thai–Russian Business Council, led a delegation of Thai businesspeople to visit the Russian Federation in conjunction with the visit of Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs, to participate in the 9th Joint Commission Meeting on Thailand–Russia Bilateral Cooperation (Joint Commission: JC). The meeting addressed critical economic issues and constraints faced by the business sector, including the expansion of trade and investment, trade facilitation, obstacles and limitations to international transactions, as well as trade in agricultural products and food between the two countries.
One of the strategic issues of significance is promoting the initiation of negotiations for a free trade agreement between Thailand and the Eurasian Economic Union (EAEU), which will be an essential mechanism to increase market access opportunities, reduce trade constraints, and open channels for Thai products and businesses to connect more broadly with markets in the Eurasian region.
In addition to policy advocacy, FTI and the Thai–Russian Business Council are also working to create a cooperation network between the business sectors of both countries by discussing with Mr. Ivan Demchenko, President of the Russian–Thai Business Council, to exchange views on trade and investment opportunities, and establish frameworks to support Thai entrepreneurs in entering the Russian market and connecting with business partners in target industries.
Furthermore, the Russian side has invited Thai private sector representatives to join the Russian–Thai Investment Forum 2026, scheduled to be held in October in Bangkok, to continue discussions and ensure the continuity of cooperation between Thai and Russian private sectors and to pave the way for future trade and investment opportunities.
Another significant outcome of this mission is the transition from "discussions" to "business negotiations" through business matching between FTI members, Thai entrepreneurs, and over 10 Russian businesses covering potential industries such as agriculture and processed food, consumer products, industrial machinery, automotive parts and components, health and beauty products, and digital technology.
Participating businesses and organizations include Innovative Rubber Public Company Limited, Sahapattanapibul Public Company Limited, Innovek Asia Co., Ltd., Alian Technology Co., Ltd., Kovic Kate Co., Ltd., Sber, Vision Labs, Aquateco, Union of Dietary Supplement Manufacturers, Kamaz, and Importechnika. The business matching opens up opportunities for Thai entrepreneurs to explore market demands, meet direct partners and allies, exchange business information, and develop collaborations that can lead to actual trade and investment.
FTI views that entering new markets must be conducted comprehensively; it is not merely about bringing entrepreneurs to meet partners, but it should involve policy advocacy, reducing trade barriers, creating market access, connecting allies, and supporting the establishment of actual businesses to increase options and mitigate risks for Thai entrepreneurs, particularly SMEs, amidst rapidly changing global trade structures.
From the Russian market to the Eurasian region, FTI aims to serve as a "bridge" between the government and the business sector, as well as between Thai entrepreneurs and global markets through operations at three levels: “Policy–Market–Business” to open new markets, reduce barriers, build partnerships, and turn trade opportunities into economic value for the Thai industry in a substantial manner.
