เมื่อวันที่ 24 มีนาคม 2569 ดร.ธัญลักษณ์ ธนปกิจ ผู้อำนวยการฝ่ายต่างประเทศ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้รับมอบหมายให้เป็นผู้แทนสภาธุรกิจ GMS เข้าร่วมการประชุมเจ้าหน้าที่อาวุโส GMS ครั้งที่ 1/2569 (1st GMS Senior Officials’ Meeting 2026) ซึ่งจัดขึ้น ณ กรุงฮานอย ประเทศเวียดนาม และผ่านระบบการประชุมทางไกล
ในการประชุมดังกล่าว ดร.ธัญลักษณ์ ในฐานะผู้แทนสภาธุรกิจ GMS ได้รายงานความก้าวหน้าการดำเนินงานในปี 2568 และทิศทางแผนการดำเนินงานในปี 2569 โดยมุ่งเน้นการเปลี่ยนผ่านจากการเจรจาหารือสู่การปฏิบัติจริง เพื่อกระตุ้นความร่วมมือด้านเศรษฐกิจในภูมิภาค GMS ดังนี้
(1) เอกชนไทยสานต่อบทบาทประธานสภาธุรกิจ GMS วาระปี 2569–2570 โดยที่ประชุมรับทราบมติจากคณะกรรมการบริหารสภาธุรกิจ GMS เมื่อวันที่ 2 มีนาคม 2569 ที่เห็นชอบให้ประเทศไทยดำรงตำแหน่งประธานสภาธุรกิจ GMS ต่อเนื่องอีกหนึ่งวาระ (ปี 2569–2570) โดยมีนายเกรียงไกร เธียรนุกุล ดำรงตำแหน่งประธานสภาธุรกิจ GMS เพื่อขับเคลื่อนความต่อเนื่องของนโยบายและเสริมสร้างความร่วมมือระหว่างภาคเอกชนและภาครัฐในภูมิภาค
(2) กำหนดยุทธศาสตร์ปี 2569 ผ่าน 3 เสาหลักสู่ความยั่งยืน โดยที่ประชุมรับทราบ 3 ยุทธศาสตร์หลัก เพื่อผลักดันการดำเนินงานของสภาธุรกิจ GMS ให้เกิดผลเป็นรูปธรรม ได้แก่
- เพิ่มการมีส่วนร่วมของภาคเอกชนในโครงการลงทุนระดับภูมิภาค โดยมุ่งเน้นโครงการข้ามพรมแดนภายใต้กรอบ Regional Investment Framework (RIF) ที่สามารถดำเนินการได้จริง พร้อมขยายความร่วมมือกับภาครัฐในภูมิภาค GMS
- เสริมสร้างบทบาทภาคเอกชนในกลุ่มคณะทำงานรายสาขา โดยผลักดันให้ภาคเอกชนและผู้ประกอบการ SMEs เข้ามามีส่วนร่วมอย่างเป็นระบบใน Sectoral Working Groups และกระบวนการวางแผนระดับภูมิภาค
ผลักดันความร่วมมือระหว่างภาครัฐและเอกชน (PPP) ควบคู่กับการสร้างเครือข่ายผู้ประกอบการรุ่นใหม่ (GMS Young Entrepreneur Network) เพื่อเชื่อมโยงธุรกิจข้ามพรมแดน
(3) เสริมกลไกการทำงานผ่าน “GMS Expert Pools” เพื่อเพิ่มประสิทธิภาพการขับเคลื่อนงาน สภาธุรกิจ GMS สนับสนุนการจัดตั้ง “GMS Expert Pools” หรือคลังผู้เชี่ยวชาญเฉพาะด้าน เพื่อให้ข้อมูลทางเทคนิคและข้อเสนอแนะเชิงนโยบายตั้งแต่ระยะเริ่มต้นของการหารือ อันจะช่วยให้ข้อเสนอจากภาคเอกชนได้รับการพิจารณาในการกำหนดนโยบายภาครัฐอย่างต่อเนื่องและมีประสิทธิภาพ
(4) ถอดบทเรียนความสำเร็จ (Lessons of Success) โดยที่ประชุมรับทราบผลสำเร็จของการจัดงาน GMS Business Forum 2025 เมื่อวันที่ 27 พฤศจิกายน 2568 ณ โรงแรมแชงกรี-ลา กรุงเทพฯ ซึ่งมีผู้เข้าร่วมกว่า 190 คน จากทั้งภาครัฐและเอกชนของ 6 ประเทศสมาชิก ได้แก่ ไทย จีน (ตอนใต้) สปป.ลาว กัมพูชา เมียนมา และเวียดนาม โดยมีการหารือในประเด็นสำคัญ อาทิ ระบบเกษตรอัจฉริยะ (Smart Farming) พลังงานหมุนเวียน แพลตฟอร์มการค้าดิจิทัล และโครงสร้างพื้นฐานด้านโลจิสติกส์ข้ามพรมแดน ซึ่งจะถูกนำไปต่อยอดภายใต้กรอบความร่วมมือ GMS ต่อไป
ทั้งนี้ การประชุมครั้งดังกล่าว ยังมีการหารือเพื่อเตรียมการสำหรับการประชุมระดับรัฐมนตรี GMS ครั้งที่ 28 (28th GMS Ministerial Conference) และกิจกรรมคู่ขนาน (Side Event) ที่มีกำหนดจัดขึ้นในช่วงเดือนพฤศจิกายน 2569 รวมถึงการทบทวนและจัดทำแผนโครงการ RIF 2027–2029 การเตรียมการประชุม Economic Corridors Forum ครั้งที่ 14 และการหารือประเด็นยุทธศาสตร์เศรษฐกิจอื่น ๆ ที่เกี่ยวข้อง
On March 24, 2026, Dr. Thanyalak Thanapaki, Director of the International Affairs Division of the Federation of Thai Industries (FTI), was assigned as the representative of the GMS Business Council to participate in the 1st GMS Senior Officials’ Meeting 2026, held in Hanoi, Vietnam, and conducted via video conference.
At the meeting, Dr. Thanyalak, as a representative of the GMS Business Council, reported on the progress of operations in 2025 and the operational direction for 2026, focusing on the transition from discussions to actual implementation to stimulate economic cooperation in the GMS region as follows:
(1) The Thai private sector will continue its role as Chair of the GMS Business Council for the term 2026-2027. The meeting acknowledged the resolution from the executive committee of the GMS Business Council on March 2, 2026, which agreed to continue Thailand's position as Chair of the GMS Business Council for another term (2026-2027), with Mr. Kriangkrai Thiennukul serving as Chair to drive the continuity of policies and enhance cooperation between the private and public sectors in the region.
(2) The strategic direction for 2026 was established through 3 core pillars for sustainability. The meeting acknowledged 3 main strategies to drive the operations of the GMS Business Council towards tangible outcomes, which included:
- Increasing private sector participation in regional investment projects, focusing on cross-border projects under the Regional Investment Framework (RIF) that are actionable, while expanding cooperation with the public sector in the GMS region.
- Strengthening the role of the private sector in sectoral working groups by advocating systematic participation of the private sector and SMEs in Sectoral Working Groups and regional planning processes, fostering public-private partnerships (PPP) alongside the establishment of the GMS Young Entrepreneur Network to connect cross-border businesses.
(3) Enhancing operational mechanisms through “GMS Expert Pools” to improve the effectiveness of driving the GMS Business Council’s agenda, supporting the establishment of “GMS Expert Pools” or specialized knowledge pools to provide technical information and policy recommendations from the early stages of discussions, which will help ensure that proposals from the private sector are considered in public policy formulation consistently and effectively.
(4) Extracting lessons of success. The meeting recognized the achievements of the GMS Business Forum 2025 held on November 27, 2025, at the Shangri-La Hotel in Bangkok, which saw participation of over 190 individuals from both the public and private sectors of 6 member countries: Thailand, Southern China, Laos, Cambodia, Myanmar, and Vietnam. Key discussions addressed topics such as Smart Farming, renewable energy, digital trade platforms, and cross-border logistics infrastructure, which will be further developed under the GMS cooperation framework.
The meeting also discussed preparations for the 28th GMS Ministerial Conference and related side events scheduled for November 2026, as well as reviewing and preparing the RIF 2027-2029 project plan, organizing the 14th Economic Corridors Forum, and discussing other strategic economic issues related.
