เมื่อวันศุกร์ที่ 18 ตุลาคม 2567 ดร.ภก.นิลสุวรรณ ลีลารัศมี รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมงานเสวนาโต๊ะกลมหัวข้อ “ก้าวสู่ส้มพันธ์ ไทย-EU ยุคใหม่: ไทยจะได้อะไรภายใต้ PCA” เพื่อแลกเปลี่ยนข้อคิดเห็นระหว่างภาครัฐ ภาคเอกชน สื่อมวลชนและภาควิชาการ ในประเด็นกรอบความตกลงว่าด้วยความเป็นหุ้นส่วนและความร่วมมือรอบด้านระหว่างไทยกับสภาพยุโรป (Comprehensive Partnership and Cooporation Agreement: PCA) จัดโดยกระทรวงการต่างประเทศ ร่วมกับบริษัท เนชั่น กรุ๊ป ณ ห้องสยามฮอลล์ โรงแรมอีสติน แกรนด์ พญาไท
ภายในงานสัมมนา ได้มีการแลกเปลี่ยนข้อมูลจากผู้แทนภาครัฐ ได้แก่ นางครองขนิษฐ รักษ์เจริญ อธิบดีกรมยุโรป และนางสาวโชติมา เอี่ยมสวัสดิกุล อธิบดีกรมเจรจาการค้าระหว่างประเทศ โดยได้นำเสนอถึงความสำคัญของความตกลง PCA ไทย-EU ในการเป็นแรงขับเคลื่อนส่งเสริมความร่วมมือระหว่างไทยและ EU ตลอดจนเสริมสร้างขีดความสามารถของไทยสู่การมีมาตรฐานที่สูงขึ้น และผลักดันไทยสู่หุ้นส่วนที่สำคัญของ EU ต่อไป
ในช่วงการเสวนา ดร.ภก. นิลสุวรรณ ได้นำเสนอถึงความท้าทายของอุตสาหกรรมไทยในปัจจุบัน ซึ่งได้รับผลกระทบจากทั้งความไม่แน่นอนของเศรษฐกิจโลกและปัจจัยทางภูมิรัฐศาสตร์ รวมถึงความท้าทายจากมาตรการทางการค้าใหม่ๆ ในปัจจุบัน โดยการเข้าร่วมความตกลง PCA ของไทยนั้น จะเป็นช่องทางในการผลักดันประเด็นที่ไทยต้องการการสนับสนุนจาก EU อาทิ การแบ่งปันแนวทางการปฎิบัติที่ดี (Best Practice) เพื่อพัฒนามาตรฐานด้านสิ่งแวดล้อมของไทยให้ได้ตามมาตรฐานสากล เช่น หลักเกณฑ์ในการทวนสอบคาร์บอน ไปจนถึงโอกาสทางการค้าและความพร้อมต่อการเจรจาเขตการค้าเสรี (FTA) ไทย-EU ต่อไป
ความตกลง PCA ไทย-EU ได้รับการรับรองจากรัฐสภาเมื่อวันที่ 29 สิงหาคม 2567 และมีผลบังคับใช้ในวันที่ 20 ตุลาคม 2567 โดยเป็นกรอบความตกลงที่ครอบคลุมการขยายความร่วมมือของไทยและ EU ในสาขาต่างๆ ที่ทั้งสองฝ่ายมีหลักการร่วมกัน เช่น ด้านเศรษฐกิจ การเมือง และสังคม หลักเคารพสากลต่างๆ การพัฒนาที่ยั่งยืน การอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม เป็นต้น
On Friday, October 18, 2024, Dr. Phak Nilsuwan Leelaratsamee, Vice President of the Federation of Thai Industries (FTI), participated in a roundtable discussion entitled “Towards a New Era of Thai-EU Relations: What Will Thailand Gain Under the PCA?” to exchange views between the government, private sector, media, and academia on the framework of the Comprehensive Partnership and Cooperation Agreement (PCA) between Thailand and the European Union. The event was organized by the Ministry of Foreign Affairs in collaboration with Nation Group at the Siam Hall, Eastin Grand Hotel Phaya Thai.
During the seminar, information was exchanged from representatives of the government, including Mrs. Krongkanit Raksjaerng, Director-General of the Department of European Affairs, and Ms. Chotima Iamsawadikul, Director-General of the Department of International Trade Negotiations, who presented the significance of the PCA Thai-EU Agreement as a driving force to promote cooperation between Thailand and the EU, as well as to enhance Thailand's capabilities towards achieving higher standards and positioning Thailand as a significant partner of the EU moving forward.
In the discussion, Dr. Phak Nilsuwan presented the challenges faced by the Thai industry today, which are impacted by uncertainties in the global economy and geopolitical factors, as well as challenges from new trade measures currently in place. Thailand's participation in the PCA will serve as a channel to push for issues where Thailand seeks support from the EU, such as sharing best practices to develop Thailand's environmental standards to meet international standards, including guidelines for carbon auditing, as well as trade opportunities and readiness for future Thai-EU Free Trade Agreement (FTA) negotiations.
The PCA Thai-EU Agreement was approved by Parliament on August 29, 2024, and became effective on October 20, 2024. It is a comprehensive agreement that covers the expansion of cooperation between Thailand and the EU in various fields where both parties share common principles, such as in economic, political, and social aspects, adherence to international standards, sustainable development, and conservation of natural resources and the environment, among others.
