เมื่อวันพฤหัสบดีที่ 17 ตุลาคม 2567 นายปณิธาน ปวโรฬารวิทยา รองเลขาธิการสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้รับเกียรติร่วมเป็นวิทยากรเสวนา ภายใต้หัวข้อ US ELECTION 2024 เจาะลึกศึกชิงทำเนียบขาว ร่วมกับ รศ.ดร.จิตติภัทร พูนขำ รองคณบดีฝ่ายวิชาการและวิเทศสัมพันธ์ คณะรัฐศาสตร์ มหาวิทยาลัยธรรมศาสตร์ และ ผศ.ดร.ประพีร์ อภิชาติสกล คณะสังคมศาสตร์ มหาวิทยาลัยศรีนครินทรวิโรฒ และอุปนายกสมาคมอเมริกาศึกษาในประเทศไทย จัดโดยเครือมติชน ณ เกษรทาวเวอร์ กรุงเทพฯ
ในช่วงการเสวนา นายปณิธาน ได้กล่าวถึงสถานการณ์การค้าระหว่างไทย-สหรัฐฯ ที่ผ่านมา โดยสหรัฐฯ ยังคงเป็นตลาดส่งออกอันดับ 1 ของไทย ซึ่งเมื่อเปรียบเทียบมูลค่าการค้าระหว่างกัน ในสมัยโดนัลด์ ทรัมป์ (ปี 2560-2563) มูลค่าการค้าเพิ่มขึ้นจาก 41,369 ล้านดอลลาร์สหรัฐ เป็น 49,189 ล้านดอลลาร์สหรัฐ และสมัยโจ ไบเดน (ปี 2564-2566) มูลค่าการค้าเพิ่มขึ้นจาก 56,270 ล้านดอลลาร์สหรัฐ เป็น 67,660 ล้านดอลลาร์สหรัฐ ซึ่งสะท้อนถึงความสัมพันธ์ทางการค้าระหว่างไทย-สหรัฐฯ ที่เติบโตต่อเนื่อง
นอกจากนี้ ท่ามกลางการกีดกันทางการค้าระหว่างสหรัฐฯ-จีนที่ผ่านมา เป็นโอกาสที่ไทยได้รับอานิสงส์จากการส่งออกสินค้าไปยังสหรัฐฯ เพื่อทดแทนสินค้าจากจีน เช่น สินค้าในหมวดคอมพิวเตอร์ ผลิตภัณฑ์ยาง อุปกรณ์สื่อสาร เป็นต้น แต่ในทางตรงกันข้าม สินค้าจีนที่ถูกกีดกันด้วยมาตรการทางภาษีจากสหรัฐฯ ก็ได้ถูกส่งออกไปยังตลาดอื่นแทนมากขึ้น โดยเฉพาะส่งออกมายังไทยและประเทศในอาเซียน จนส่งผลกระทบต่อหลายอุตสาหกรรมในไทย
ทั้งนี้ แนวทางการดำเนินนโยบายการค้าระหว่างประเทศของทั้งโดนัลด์ ทรัมป์ และกมลา แฮร์ริส ยังคงเน้นมาตรการกีดกันทางการค้าต่อจีนเป็นสำคัญ
สำหรับแนวทางการเตรียมความพร้อมของไทย จึงต้องวางตัวเป็นกลางและเป็นมิตรกับทุกประเทศ พร้อมทั้งมีนโยบายเพื่อรองรับความไม่แน่นอนที่อาจจะเกิดขึ้น และในส่วนภาคเอกชนเอง ยังคงต้องติดตามข้อมูลข่าวสาร เพื่อเตรียมรับมือกับมาตรการต่างๆ และวางแผนการดำเนินธุรกิจต่อไป
On Thursday, October 17, 2024, Mr. Panithan Pavarolarwitiya, Deputy Secretary-General of the Federation of Thai Industries (FTI), had the honor of joining as a speaker in a discussion titled US ELECTION 2024: An In-depth Analysis of the Presidential Race along with Assoc. Prof. Dr. Jitiphat Punka, Deputy Dean for Academic Affairs and International Relations of the Faculty of Political Science, Thammasat University, and Asst. Prof. Dr. Prapir Apichatsakol, Faculty of Social Sciences, Srinakharinwirot University, and Vice President of the American Studies Association of Thailand, organized by the Matichon Group at Gaysorn Tower, Bangkok.
During the discussion, Mr. Panithan spoke about the trade situation between Thailand and the United States in the past, noting that the U.S. remains Thailand's number one export market. When comparing trade values during the Donald Trump administration (2017-2020), trade value increased from 41,369 million USD to 49,189 million USD. Under the Joe Biden administration (2021-2023), trade value rose from 56,270 million USD to 67,660 million USD, reflecting the ongoing growth of trade relations between Thailand and the U.S.
Furthermore, amid the recent trade barriers between the U.S. and China, Thailand has benefited from increased exports to the U.S. to replace goods from China, such as products in the computer category, rubber products, communication equipment, etc. Conversely, Chinese goods impacted by U.S. tariffs have found their way to other markets, especially being exported to Thailand and other ASEAN countries, causing repercussions for several industries in Thailand.
Both the trade policies of Donald Trump and Kamala Harris continue to emphasize trade restrictions against China.
As for Thailand's preparation, it is essential to adopt a neutral and friendly stance towards all countries while having policies in place to accommodate any uncertainties that may arise. Additionally, the private sector must continue to stay informed to prepare for various measures and plan their business operations accordingly.
