นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และนายพิภพ โชควัฒนา กรรมการบริหารสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และรองประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนสิงหาคม 2567 อยู่ที่ระดับ 87.7 ปรับตัวลดลง จาก 89.3 ในเดือนกรกฎาคม 2567 โดยมีปัจจัยด้านลบจากอุปสงค์ในประเทศชะลอตัวลง โดยเฉพาะสินค้าคงทนประเภทรถยนต์ สะท้อนจากยอดขายรถยนต์ในประเทศ 7 เดือน (มกราคม-กรกฎาคม 2567) อยู่ที่ 354,421 คัน หดตัวร้อยละ 23.71 โดยเฉพาะรถกระบะและรถบรรทุก เนื่องจากความเข้มงวดในการให้สินเชื่อของสถาบันการเงิน ขณะที่กำลังซื้อยังเปราะบางจากความกังวลเรื่องปัญหาหนี้ครัวเรือนที่สูงถึงร้อยละ 90.8 ต่อ GDP ในไตรมาสที่ 2/2567 ซึ่งกดดันการบริโภคในประเทศ ทั้งนี้ผู้ประกอบการยังเผชิญปัญหาต้นทุนการผลิตสูง ทั้งค่าไฟฟ้า ราคาวัตถุดิบ รวมถึงต้นทุนทางการเงิน ซึ่งเป็นอุปสรรคต่อการดำเนินธุรกิจ รวมถึงปัญหาการทุ่มตลาดของสินค้าราคาถูกจากต่างประเทศ ทำให้สินค้าไทยไม่สามารถแข่งขันได้ เนื่องจากมีต้นทุนที่สูงกว่า ส่งผลให้ยอดขายสินค้าลดลง
นอกจากนี้ ปัญหาอุทกภัยในพื้นที่ภาคเหนือและภาคกลางได้สร้างความเสียหายให้แก่ภาคเกษตรและอุตสาหกรรม รวมถึงส่งผลให้ภาคก่อสร้างชะลอตัวลง ในด้านการส่งออกอัตราค่าระวางเรือ (Freight) ยังอยู่ในระดับสูงและมีแนวโน้มเพิ่มขึ้น โดยเฉพาะเส้นทางสหรัฐฯ และยุโรป จากการเร่งส่งออกของจีนและสถานการณ์ความขัดแย้งในตะวันออกกลางที่รุนแรงขึ้น ขณะที่ค่าเงินบาทแข็งค่าอย่างรวดเร็วจากระดับ 36.46 บาทต่อดอลลาร์สหรัฐ ในเดือนกรกฎาคม 2567 เป็น 34.92 บาทต่อดอลลาร์สหรัฐ ในเดือนสิงหาคม 2567 ส่งผลให้สินค้าไทยแพงขึ้นเมื่อเปรียบเทียบกับคู่แข่งและส่งผลให้ความสามารถในการแข่งขันลดลง
อย่างไรก็ตาม ในเดือนสิงหาคม ยังมีปัจจัยบวกจากสถานการณ์ทางการเมืองที่คลี่คลายลง ทำให้นักลงทุนและผู้ประกอบการมีความเชื่อมั่นมากขึ้น และมีความคาดหวังเกี่ยวกับมาตรการกระตุ้นเศรษฐกิจของรัฐบาลชุดใหม่ ขณะที่การเบิกจ่ายงบประมาณและการใช้จ่ายภาครัฐ จะช่วยกระตุ้นเศรษฐกิจอย่างต่อเนื่อง (ผลการเบิกจ่ายงบประมาณปี 2567 ณ สิ้นเดือนสิงหาคม 2567 เบิกจ่ายได้ร้อยละ 81.6) ทั้งนี้ ภาคการท่องเที่ยว ยังเป็นแรงสนับสนุนการบริโภคในประเทศ
จากมาตรการดึงดูดนักท่องเที่ยวของภาครัฐ สะท้อนจากจำนวนนักท่องเที่ยวต่างชาติ 8 เดือน (มกราคม – สิงหาคม 2567) มีจำนวน 23,567,850 คน ขยายตัวร้อยละ 31 (YoY) สร้างรายได้เข้าประเทศมูลค่า 1,107,985 ล้านบาท
จากการสำรวจผู้ประกอบการ 1,330 ราย ครอบคลุม 46 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนสิงหาคม 2567 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจโลก ร้อยละ 67.5 เศรษฐกิจในประเทศ ร้อยละ 65.2 ราคาน้ำมัน ร้อยละ 61.3 อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) โดยอัตราแลกเปลี่ยนอ้างอิงค่าเงินบาทเทียบกับดอลลาร์สหรัฐฯ ร้อยละ 40.6 ตามลำดับ ปัจจัยที่มีความกังวลลดลง ได้แก่ สถานการณ์การเมืองในประเทศ ร้อยละ 56.0 อัตราดอกเบี้ยเงินกู้ ร้อยละ 45.8 ตามลำดับ
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 93.9 ปรับตัวลดลงจาก 95.2 ในเดือนกรกฎาคม 2567 โดยมีปัจจัยที่ผู้ประกอบการยังห่วงกังวล ได้แก่ การปรับขึ้นค่าจ้างขั้นต่ำ 400 บาทต่อวัน จะส่งผลกระทบโดยตรงต่อต้นทุนการผลิตของผู้ประกอบการโดยเฉพาะ SMEs และอุตสาหกรรมที่ใช้แรงงานเข้มข้น ปัญหาหนี้เสีย (NPL) มีแนวโน้มสูงขึ้น ปัญหาภูมิรัฐศาสตร์ (Geopolitics) ยังยืดเยื้อและรุนแรงขึ้น แต่อย่างไรก็ตาม ยังมีปัจจัยสนับสนุนจากโครงการกระตุ้นเศรษฐกิจ 10,000 บาท และในช่วงไตรมาสสุดท้ายของปี 2567 คาดว่าบรรยากาศการท่องเที่ยวจะกลับมาคึกคัก
ข้อเสนอแนะต่อภาครัฐ
1.เร่งประกาศและสร้างความชัดเจนในการดำเนินมาตรการกระตุ้นเศรษฐกิจในช่วงที่เหลือของปี 2567 อาทิ มาตรการเพิ่มกำลังซื้อของประชาชน เป็นต้น
2.ปรับลดวงเงินประกันการใช้ไฟฟ้าเพื่อเสริมสภาพคล่องในภาคอุตสาหกรรม และชะลอการเรียกเก็บเงินประกันการใช้ไฟฟ้าเพิ่ม กรณีค่าไฟฟ้าเฉลี่ยในรอบปีสูงขึ้น รวมทั้งทบทวนลดเพดานวงเงินการประกันการใช้ไฟฟ้าให้เหมาะสม
3.ปรับปรุง พ.ร.บ.การตอบโต้การทุ่มตลาดและการอุดหนุนซึ่งสินค้าจากต่างประเทศ พ.ศ. 2542 เพื่อให้การบังคับใช้มาตรการตอบโต้การทุ่มตลาด (AD) มาตรการตอบโต้การอุดหนุน (CVD) มาตรการปกป้องจากการนำเข้าสินค้าที่เพิ่มขึ้น (SG) และมาตรการตอบโต้การหลบเลี่ยง (AC) เป็นไปอย่างมีประสิทธิภาพ รวมถึงลดระยะเวลาการพิจารณาไต่สวน เพื่อให้การแก้ไขปัญหาสินค้าทุ่มตลาดเป็นไปอย่างรวดเร็ว
4.ออกมาตรการเยียวยาภาคธุรกิจที่ได้รับผลกระทบจากอุทกภัย อาทิ ยกเว้นภาษีนิติบุคคล ขยายเวลาการยื่นภาษี ยกเว้นอากรขาเข้าเครื่องจักร รวมทั้งการลงทุนด้านโครงสร้างพื้นฐานด้านน้ำและระบบการบริหารจัดการน้ำเพื่อแก้ไขปัญหาอุทกภัยในระยะยาว
5.ขอให้ภาครัฐยึดมติคณะอนุกรรมการพิจารณาอัตราค่าจ้างขั้นต่ำรายจังหวัด ในการพิจารณาอัตราค่าจ้างขั้นต่ำ รวมทั้งคำนึงถึงสภาพเศรษฐกิจและปัจจัยที่ส่งผลกระทบในปัจจุบัน
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/DataCenter/Industry-data-space

Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), and Mr. Pipob Choakphattana, Executive Board Member of the Federation of Thai Industries (FTI) and Vice Chairman of the Economic and Academic Division, announced that the Industrial Confidence Index for August 2024 stood at 87.7, down from 89.3 in July 2024. This decline was attributed to negative factors stemming from weakened domestic demand, particularly for durable goods such as automobiles. This is reflected in domestic car sales over a seven-month period (January-July 2024), which totaled 354,421 units, representing a contraction of 23.71 percent, particularly in pickup trucks and heavy vehicles, due to stringent lending policies from financial institutions. Additionally, purchasing power remains fragile amidst concerns regarding household debt, which is as high as 90.8 percent of GDP in the second quarter of 2024, further pressuring domestic consumption. Furthermore, businesses continue to face high production costs, including electricity, raw material prices, and financial costs, which pose obstacles to operations. The influx of cheap foreign products has also hindered the competitiveness of Thai goods due to relatively higher costs, resulting in a decline in sales.
Moreover, flooding in the northern and central regions has caused significant damage to the agricultural and industrial sectors, leading to a slowdown in the construction sector. In terms of exports, freight rates remain high and are trending upwards, particularly on routes to the United States and Europe, due to an increase in exports from China and escalating conflicts in the Middle East. Meanwhile, the Thai baht has appreciated rapidly from 36.46 baht per U.S. dollar in July 2024 to 34.92 baht per U.S. dollar in August 2024, making Thai products more expensive compared to competitors and thereby reducing competitiveness.
Nevertheless, in August, there were positive factors arising from the easing political situation, leading to increased confidence among investors and business operators, as well as expectations regarding the economic stimulus measures from the new government. Additionally, government budget disbursements and public spending will continue to stimulate the economy (the budget disbursement results for the year 2024 as of the end of August 2024 showed an 81.6 percent disbursement rate). Furthermore, the tourism sector continues to support domestic consumption.
Government initiatives to attract tourists have reflected in the number of foreign tourists in eight months (January - August 2024), which numbered 23,567,850 people, representing a growth of 31 percent (YoY), generating revenue of 1,107,985 million baht for the country.
From a survey of 1,330 operators encompassing 46 industrial groups of the Federation of Thai Industries (FTI) in August 2024, it was found that growing concerns among operators include global economic conditions at 67.5 percent, domestic economic conditions at 65.2 percent, oil prices at 61.3 percent, and exchange rates (from the exporters’ perspective) with the exchange rate against the U.S. dollar at 40.6 percent, respectively. Meanwhile, concerns have decreased regarding domestic political situations at 56.0 percent and interest rates at 45.8 percent, respectively.
The index forecasting for the next three months stands at 93.9, down from 95.2 in July 2024, with operators still worried about the impact of the minimum wage increase to 400 baht per day on production costs, particularly for SMEs and labor-intensive industries. Additionally, there is an upward trend in non-performing loans (NPLs), ongoing geopolitical issues remain persistent and severe. However, there are supportive factors from the 10,000 baht economic stimulus program, and tourism activity is expected to increase significantly in the last quarter of 2024.
Recommendations for the Government:
1. Expedite the announcement and clarification of economic stimulus measures for the remainder of 2024, such as measures to increase consumer purchasing power.
2. Reduce electricity usage guarantee amounts to enhance liquidity in the industrial sector and delay requests for increased electricity usage guarantees should average electricity costs rise, as well as review and lower the ceiling for electricity usage guarantee amounts to be more commensurate.
3. Revise the Anti-Dumping and Countervailing Duties Act, B.E. 2542 to ensure effective enforcement of antidumping (AD), countervailing measures (CVD), safeguards against increased imports (SG), and countermeasures against circumvention (AC), while reducing the investigation consideration period for more effective market dumping problem resolution.
4. Implement measures to support businesses affected by flooding, such as corporate tax exemptions, extensions for tax filings, exemptions on import duties for machinery, and infrastructure investments for water management to address long-term flooding issues.
5. Request that the government adhere to the resolutions of the subcommittee reviewing minimum wage rates by province in determining minimum wage rates and consider current economic conditions and impacting factors.
