เมื่อวันพุธที่ 11 กันยายน 2567 สถาบันวิสาหกิจขนาดกลางและขนาดย่อมอุตสาหกรรมการผลิต (SMI) สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้จัดการประชุมที่ปรึกษาสถาบัน SMI วาระปี 2567-2569 ครั้งที่ 1/2567 โดยมีนายอภิชิต ประสพรัตน์ ประธานสถาบัน SMI นำการประชุม ณ ห้อง Evergreen Club ชั้น 3 โรงแรมเอเวอร์กรีน ลอเรล สาทร
ภายในการประชุม มีการพูดคุยและหารือถึงแนวทางการพัฒนา ส่งเสริม และช่วยเหลือ SME ของประเทศไทย โดยมีข้อแนะนำจากคณะที่ปรึกษาสถาบันฯ เพื่อนำไปเป็นแนวทางในการพัฒนา SME อาทิ
- การพัฒนาที่เป็นความต้องการเฉพาะสำหรับกลุ่มอุตสาหกรรมหรือคลัสเตอร์ จะทำให้เกิดประสิทธิภาพมากกว่าการให้บริการแบบทั่วไป เพราะความต้องการของแต่ละอุตสาหกรรมแตกต่างกัน รวมถึงแบ่งกลุ่มตามศักยภาพของผู้ประกอบการ เช่น กลุ่มที่เข้มแข็งพร้อมออกตลาดสากล กลุ่มที่เปราะบางไม่สามารถอยู่รอดได้ในอุตสาหกรรม ต้องมีแนวทางให้ปรับตัวหรือปรับรูปแบบธุรกิจ
- การผลักดันให้ SME มีแต้มต่อจากการจัดซื้อจัดจ้างของภาครัฐให้มากขึ้น โดยปัจจุบันมาตรการ Thai SME GP และ Made in Thailand รวมกันอยู่ที่ 15% ควรจะต้องร่วมผลักดันให้ได้รับเเต้มต่อมากขึ้นอย่างน้อย 25% จากการจัดซื้อจัดจ้างของภาครัฐ และเพิ่มสิทธิประโยชน์ให้กับภาคเอกชนที่จัดซื้อสินค้า SME และ Made in Thailand
- ตลาดในประเทศ เป็นตลาดที่สำคัญของ SME ซึ่งในปัจจุบันมีสินค้าจากจีนเข้ามาแข่งขันเพิ่มมากขึ้น SME ไทยไม่สามารถแข่งขันด้านต้นทุนได้อย่างแน่นอน ดังนั้น SME ควรต้องปรับแนวทางโดยการพัฒนาสินค้าให้แตกต่าง เน้นเรื่องคุณภาพและมาตรฐาน เพื่อรองรับตลาดบนให้มากขึ้น
- การส่งเสริมสินค้า Made in Thailand อาจจะขยายขอบเขตให้ครอบคลุมทั้งการใช้วัตถุดิบการผลิตในไทย การนำชิ้นส่วนหรือวัตถุดิบจากภายนอกประเทศเข้ามาผลิตในประเทศไทย รวมไปถึงการบริการ อาทิ โลจิสติกส์ และแรงงานคนไทยที่มีทักษะความเชี่ยวชาญเฉพาะด้านที่เป็นที่ต้องการทั่วโลก
- การสร้างการมีตัวตนและเพิ่มมูลค่าให้กับสินค้า Made in Thailand และทำการยกระดับคุณภาพและมาตรฐาน เพื่อให้เกิดความยั่งยืน
- การปรับมุมมองทัศนคติของผู้ประกอบการ SME เพื่อให้เกิดการพัฒนาศักยภาพและยอมรับเทคโนโลยีใหม่ๆ การชำระหนี้ รวมถึงการทำธุรกิจอย่างถูกต้องในระบบ
On Wednesday, September 11, 2024, the Small and Medium Enterprises Institute (SMI) of the Federation of Thai Industries (FTI) organized the first SMI advisory meeting for the fiscal years 2024-2026, chaired by Mr. Apichit Prasoprat, President of SMI, at the Evergreen Club, 3rd floor of the Evergreen Laurel Hotel, Sathorn.
During the meeting, discussions were held about strategies for the development, promotion, and assistance of SMEs in Thailand, with recommendations from the advisory committee for the SMI Institute intended to guide SME development, such as:
- Development tailored specifically for industrial groups or clusters will yield greater efficiency than general services, as the demands of each industry differ. This also includes categorizing according to the capabilities of operators, such as strong groups ready to enter international markets and vulnerable groups unable to survive in the industry, necessitating pathways for adaptation or business model transformation.
- Promoting SMEs to gain competitive advantages from government procurement, as currently, the Thai SME GP and Made in Thailand measures combined amount to 15%. Efforts should be made to push this figure to at least 25% from government procurement contracts and enhance benefits for the private sector that purchases SME products and Made in Thailand.
- The domestic market is crucial for SMEs, especially as competition from Chinese products increases. Thai SMEs cannot compete on cost alone, so they should adjust their strategies by developing distinctive products that emphasize quality and standards to cater more to the upper market.
- Promoting Made in Thailand products may expand to encompass the use of locally sourced raw materials, importing components or raw materials from abroad for production in Thailand, as well as services such as logistics and skilled Thai labor that are in demand globally.
- Creating a presence and increasing the value of Made in Thailand products while elevating quality and standards for sustainability.
- Shifting the mindset of SME operators to enhance potential and acceptance of new technologies, debt management, and conducting business in accordance with regulations.
