นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อม ม.ล.ปีกทอง ทองใหญ่ รองประธาน ส.อ.ท. นายอภิชิต ประสพรัตน์ รองประธาน ส.อ.ท. และนางสาวพรรรัตน์ เพชรภักดี ผู้อำนวยการใหญ่ ส.อ.ท. ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนกรกฎาคม 2567 อยู่ที่ระดับ 89.3 ปรับตัวเพิ่มขึ้นจาก 87.2 ในเดือนมิถุนายน 2567 โดยปรับตัวเพิ่มขึ้นครั้งแรกในรอบ 4 เดือน ตามการเพิ่มขึ้นของอุปสงค์ในประเทศในกลุ่มสินค้าอุปโภคบริโภคโดยเฉพาะอุตสาหกรรมอาหารและยา เครื่องสำอาง ขณะที่การเร่งรัดการเบิกจ่ายงบประมาณและการใช้จ่ายภาครัฐ ทำให้เม็ดเงินเข้าสู่ระบบเศรษฐกิจมากขึ้นและส่งผลดีต่อสินค้าอุตสาหกรรมโดยเฉพาะวัสดุก่อสร้าง นอกจากนี้ ยังมีปัจจัยสนับสนุนจากการขยายตัวของภาคการท่องเที่ยว ซึ่งเป็นผลมาจากมาตรการฟรีวีซ่าให้กับนักท่องเที่ยวต่างชาติและมาตรการส่งเสริมการท่องเที่ยวในประเทศช่วงโลว์ซีซั่นของภาครัฐ
อย่างไรก็ตาม ในเดือนกรกฎาคม ยังมีปัจจัยลบจากปัญหาหนี้ครัวเรือนและหนี้เสีย (NPL) ที่อยู่ในระดับสูง ซึ่งยังกดดันการบริโภคในประเทศ เห็นได้จากยอดขายรถยนต์ในประเทศและยอดส่งออกรถยนต์ในช่วง 6 เดือนแรก (มกราคม – มิถุนายน 2567) ที่หดตัวร้อยละ 24.16 และ 1.85 ตามลำดับ เมื่อเทียบกับช่วงเดียวกันของปีก่อน ขณะที่ภาคอสังหาริมทรัพย์ชะลอตัวลง เนื่องจากกำลังซื้อในประเทศยังอ่อนแอ ขณะเดียวกันในด้านการส่งออกชะลอตัวลงโดยเฉพาะสินค้าคงทนประเภทเครื่องปรับอากาศและทำความเย็น อัญมณีและเครื่องประดับ สินค้าอิเล็กทรอนิกส์ เป็นต้น ขณะที่ต้นทุนค่าขนส่งเพิ่มสูงขึ้น ทั้งค่าระวางเรือและค่าใช้จ่ายส่วนเพิ่มต่างๆ (Surcharge)
จากการสำรวจผู้ประกอบการ 1,323 ราย ครอบคลุม 46 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนกรกฎาคม 2567 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจโลก ร้อยละ 66.8 สถานการณ์การเมืองในประเทศ ร้อยละ 58.7 อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) โดยอัตราแลกเปลี่ยนอ้างอิงค่าเงินบาทเทียบกับดอลลาร์สหรัฐฯ ร้อยละ 37.9 ตามลำดับ ปัจจัยที่มีความกังวลลดลง ได้แก่ เศรษฐกิจในประเทศ ร้อยละ 61.2 ราคาน้ำมัน ร้อยละ 60.6 อัตราดอกเบี้ยเงินกู้ ร้อยละ 57.1 ตามลำดับ
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 95.2 ปรับตัวเพิ่มขึ้นจาก 93.4 ในเดือนมิถุนายน 2567 โดยมีปัจจัยสนับสนุนจากการเร่งการใช้จ่ายและการลงทุนของภาครัฐ ช่วยกระตุ้นเศรษฐกิจในช่วงครึ่งหลังของปี 2567 การขยายตัวของภาคการท่องเที่ยวซึ่งเป็นผลมาจากมาตรการฟรีวีซ่าให้กับนักท่องเที่ยวต่างชาติ ตลอดจนมาตรการกระตุ้นเศรษฐกิจของภาครัฐในโครงการเติมเงิน 10,000 บาท ผ่าน Digital Wallet แต่อย่างไรก็ตามมีปัจจัยที่ผู้ประกอบการยังห่วงกังวล ได้แก่ ความไม่แน่นอนของเศรษฐกิจโลกยังเป็นปัจจัยเสี่ยงต่อการขยายตัวของภาคการส่งออก ขณะที่ต้นทุนการผลิตมีแนวโน้มสูงขึ้นโดยเฉพาะนโยบายการปรับขึ้นค่าจ้างขั้นต่ำ 400 บาทต่อวัน
ข้อเสนอแนะต่อภาครัฐ
1. เสนอให้รัฐบาลออกมาตรการส่งเสริมการอนุรักษ์พลังงาน และเพิ่มประสิทธิภาพเครื่องจักรและอุปกรณ์ เพื่อลดการใช้พลังงาน รวมทั้งส่งเสริมระบบบริหารจัดการพลังงานในภาคขนส่ง อาทิ สนับสนุนโครงการอนุรักษ์พลังงานและลดต้นทุนในอุตสาหกรรม SME (ENERGY POINTS 3)
2. เสนอให้ภาครัฐออกมาตรการกำหนดดูแลผู้ให้บริการแพลตฟอร์มอีคอมเมิร์ซจากต่างประเทศ เพื่อป้องกันการทะลักเข้ามาของสินค้าราคาถูกและสินค้าที่ไม่ได้มาตรฐานจากต่างประเทศ
3. เสนอให้ภาครัฐกำหนดเงื่อนไขการซื้อสินค้าที่ผลิตในประเทศ หรือสินค้า Made in Thailand ใน โครงการ Digital Wallet เพื่อสร้างโอกาสและทำให้เกิดเงินหมุนเวียนในธุรกิจของผู้ประกอบการไทย
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ www.fti.or.th/ids

Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), along with M.L. Pikthong Thongyai, Vice Chairman of FTI, Mr. Apichit Pasaprat, Vice Chairman of FTI, and Ms. Phanrat Phetphakdi, Director-General of FTI, jointly revealed the results of the industrial confidence index survey for July 2024, which stood at 89.3, an increase from 87.2 in June 2024. This marks the first increase in four months, driven by rising domestic demand in consumer goods, particularly in the food and pharmaceuticals industry, as well as cosmetics. The acceleration of budget disbursement and government spending has led to an influx of funds into the economy, positively impacting industrial goods, especially construction materials. Additionally, there are supportive factors from the growth of the tourism sector, arising from the free visa measures for foreign tourists and government initiatives to promote domestic tourism during the low season.
However, in July, negative factors included high household debt and non-performing loans (NPL), which continued to pressure domestic consumption. This is evident from automobile sales in the domestic market and automobile exports in the first six months (January – June 2024), which contracted by 24.16% and 1.85% respectively, compared to the same period last year. The real estate sector has also slowed down due to weakened domestic purchasing power. Meanwhile, exports have slowed down, particularly for durable goods such as air conditioning and refrigeration products, jewelry and ornaments, and electronics. Transportation costs have also increased, including shipping rates and various additional charges (Surcharge).
From the survey of 1,323 operators covering 46 industrial groups of the Federation of Thai Industries (FTI) in July 2024, it was found that concerns among operators have increased regarding the global economy at 66.8%, domestic political situation at 58.7%, and exchange rates (from the exporters' perspective) with reference to the exchange rate of the Thai Baht against the US Dollar at 37.9%, respectively. Meanwhile, the factors of concern that have decreased include the domestic economy at 61.2%, oil prices at 60.6%, and loan interest rates at 57.1% respectively.
The confidence index forecasting three months ahead is at 95.2, up from 93.4 in June 2024, supported by the acceleration of government spending and investment, which helps stimulate the economy in the second half of 2024. The growth of the tourism sector, resulting from the free visa measures for foreign tourists, as well as government economic stimulation measures such as the 10,000 Baht cash injection through Digital Wallet, are also contributing factors. However, operators still express concerns regarding uncertainties in the global economy, which remain a risk factor for export growth, while production costs are expected to rise, particularly with the policy to increase the minimum wage to 400 Baht per day.
Recommendations to the Government:
1. Recommend that the government issue measures to promote energy conservation and improve machinery and equipment efficiency to reduce energy consumption, as well as promote energy management systems in the transportation sector, such as supporting energy conservation projects and reducing costs in the SME industry (ENERGY POINTS 3).
2. Recommend that the government set measures to oversee foreign e-commerce platform providers to prevent the influx of cheap foreign goods and substandard products.
3. Recommend that the government set conditions for purchasing domestically produced goods or goods marked as Made in Thailand in the Digital Wallet program to create opportunities and generate circulation in Thai entrepreneurs' businesses.
