เมื่อวันที่ 12 มิถุนายน 2567 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) มอบหมายให้นายทวี ปิยะพัฒนา รองประธานอาวุโส ส.อ.ท. เป็นผู้แทนเข้าร่วมประชุมคณะกรรมการนโยบายการบริหารงานเชิงพื้นที่แบบบูรณาการ ครั้งที่ 2/2567 ร่วมกับหน่วยงานที่เกี่ยวข้อง โดยมี นายภูมิธรรม เวชยชัย รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงพาณิชย์ เป็นประธานการประชุม และมีนายพิชัย ชุณหวชิร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง นายพีระพันธุ์ สาลีรัฐวิภาค รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงพลังงาน นายดนุชา พิชยนันท์ เลขาธิการสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) รวมทั้งผู้แทนภาคเอกชน และภาคประชาสังคมเข้าร่วม ณ ตึกภักดีบดินทร์ ทำเนียบรัฐบาล
นายชัย วัชรงค์ โฆษกประจำสำนักนายกรัฐมนตรี เปิดเผยว่าที่ประชุมได้มีมติเห็นชอบสรุปสาระสำคัญ ดังนี้
1. แผนปฏิบัติราชการประจำปีงบประมาณ พ.ศ. 2568 ของจังหวัด 76 จังหวัด และกลุ่มจังหวัด 18 กลุ่มจังหวัด จำนวน 1,859 โครงการ รวมงบประมาณที่เห็นควรสนับสนุนทั้งสิ้น 43,741,781,270 บาท โดยแบ่งเป็นโครงการที่เห็นควรสนับสนุนในกรอบวงเงิน (Y1) 1,391 โครงการ งบประมาณ 29,646,797,051 บาท และโครงการเห็นควรสนับสนุนเกินกรอบวงเงิน (Y2) 468 โครงการ งบประมาณ 14,094,984,219 บาท พร้อมทั้งมอบหมายให้ฝ่ายเลขานุการฯ ตรวจสอบความถูกต้องของโครงการและงบประมาณ และนำเสนอคณะรัฐมนตรีเพื่อพิจารณาอนุมัติ ก่อนแจ้งเวียนจังหวัดและกลุ่มจังหวัดเพื่อดำเนินการในส่วนที่เกี่ยวข้อง
2. ข้อเสนอโครงการของส่วนราชการที่สอดคล้องกับเป้าหมายและแนวทางการพัฒนาภาค พ.ศ. 2566 – 2570 ประจำปีงบประมาณ พ.ศ. 2568 รวมจำนวน 467 โครงการ วงเงิน 197,799.6599 ล้านบาท โดยขอให้สำนักงบประมาณให้ความสำคัญและพิจารณาสนับสนุนงบประมาณโครงการที่สอดคล้องกับเป้าหมาย และแนวทางการพัฒนาภาคเป็นลำดับแรก เพื่อให้การขับเคลื่อนการพัฒนาเชิงพื้นที่เป็นไปอย่างมีประสิทธิภาพและบรรลุผลอย่างเป็นรูปธรรม และมอบหมายให้ฝ่ายเลขานุการฯ นำเสนอคณะรัฐมนตรีเพื่อพิจารณาอนุมัติ ก่อนแจ้งส่วนราชการเพื่อดำเนินการในส่วนที่เกี่ยวข้อง
3. การดำเนินงานจัดทำแผนและงบประมาณ ประจำปีงบประมาณ พ.ศ. 2569 ของจังหวัด กลุ่มจังหวัด และส่วนราชการฯ และมอบหมายฝ่ายเลขานุการฯ แจ้งเวียนจังหวัด กลุ่มจังหวัด และหน่วยงานที่เกี่ยวข้องเพื่อถือปฏิบัติ
4. แนวทางการบริหารสินทรัพย์ที่เกิดจากงบประมาณของจังหวัดและกลุ่มจังหวัด และมอบหมายฝ่ายเลขานุการฯ รายงานคณะรัฐมนตรีเพื่อทราบ พร้อมทั้งแจ้งเวียนจังหวัด กลุ่มจังหวัด และส่วนราชการเพื่อดำเนินการต่อไป
5. ร่างแนวทางการนำร่องการจัดทำบันทึกความร่วมมือระหว่างจังหวัดและส่วนราชการฯ พร้อมทั้งมอบหมายให้ฝ่ายเลขานุการฯ ดำเนินการตามแนวทางที่เสนอให้แล้วเสร็จภายในปีงบประมาณ พ.ศ. 2567
6. การแต่งตั้งคณะอนุกรรมการประจำภาคเหนือ และภาคตะวันออก โดยมีนายสุริยะ จึงรุ่งเรืองกิจ รองนายกรัฐมนตรี เป็นประธานอนุกรรมการประจำภาคเหนือ และนายพิชัย ชุณหวชิร รองนายกรัฐมนตรี เป็นประธานอนุกรรมการประจำภาคตะวันออก และมอบหมายฝ่ายเลขานุการฯ จัดทำคำสั่งแต่งตั้งคณะอนุกรรมการประจำภาค นำกราบเรียนนายเศรษฐา ทวีสิน นายกรัฐมนตรี ในฐานะประธาน ก.น.บ. เพื่อพิจารณาลงนาม และแจ้งเวียนคณะอนุกรรมการฯ เพื่อทราบ
7. การเสนอแผนงานโครงการที่ขอรับการสนับสนุนจากกระทรวง/กรม โดย (1) มอบหมายให้สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) และสำนักงบประมาณ ชี้แจงให้กระทรวง/กรมให้ความสำคัญกับการจัดทำโครงการและงบประมาณให้สอดคล้องกับศักยภาพและความต้องการของจังหวัดและกลุ่มจังหวัด เพื่อให้เป็นไปตามมติคณะรัฐมนตรีเมื่อวันที่ 4 ธันวาคม 2566 (2) มอบหมายให้ สศช. และกระทรวงมหาดไทยชี้แจงและทำความเข้าใจกับจังหวัดและกลุ่มจังหวัด ในการจัดทำข้อเสนอโครงการ จ.3 / กจ.3 ให้มีความเหมาะสม โดยเป็นโครงการที่มีลำดับความสำคัญสูงและมีผลกระทบสูงต่อการพัฒนาจังหวัดและกลุ่มจังหวัด ทั้งนี้ เพื่อให้การเสนอโครงการ จ.3 / กจ.3 ประจำปีงบประมาณ พ.ศ. 2569 เป็นต้นไป เป็นไปด้วยความเรียบร้อย มีประสิทธิภาพ และครบถ้วนสมบูรณ์
On June 12, 2024, Mr. Kiangkhrai Thiennukul, Chairman of the Federation of Thai Industries (FTI), assigned Mr. Thavee Piyapatthana, Senior Vice Chairman of FTI, to represent FTI at the 2nd meeting of the Committee on Integrated Area Management Policy along with relevant agencies. The meeting was chaired by Mr. Poomitham Vechayachai, Deputy Prime Minister and Minister of Commerce, and attended by Mr. Phichai Chunhawan, Deputy Prime Minister and Minister of Finance, Mr. Piyapan SaliRatwipak, Deputy Prime Minister and Minister of Energy, Mr. Danucha Pichayanan, Secretary-General of the National Economic and Social Development Council (NESDC), as well as representatives from the private sector and civil society, held at Phakdi Bodin Building, Government House.
Mr. Chai Watcharong, spokesperson for the Prime Minister's Office, disclosed that the meeting reached several resolutions, including the following:
1. The operational plan for the fiscal year 2025 of 76 provinces and 18 provincial groups, comprising 1,859 projects, with a total budget recommended for support amounting to 43,741,781,270 THB. This includes projects recommended for support within the budget limit (Y1) of 1,391 projects with a budget of 29,646,797,051 THB, and projects recommended for support exceeding the budget limit (Y2) of 468 projects with a budget of 14,094,984,219 THB. Furthermore, the secretariat was tasked with verifying the accuracy of the projects and budget before presenting them to the Cabinet for approval, after which they would be circulated to provinces and groups for related actions.
2. Proposals for projects from government agencies aligned with the goals and development directions of the region from 2023 to 2027 for the fiscal year 2025, totaling 467 projects with a budget of 197,799.6599 million THB. The Bureau of the Budget was urged to prioritize and consider supporting budgets for projects that are aligned with the goals and development directions of the region first, in order to ensure the effective implementation of area development.
3. The development of plans and budgets for the fiscal year 2026 for provinces, provincial groups, and government agencies was assigned to the secretariat to circulate among provinces, provincial groups, and relevant agencies for compliance.
4. Guidelines for asset management resulting from provincial and group budgets, with the secretariat tasked with reporting to the Cabinet for acknowledgment and informing provinces, groups, and government agencies to proceed accordingly.
5. Draft guidelines for piloting cooperation agreements between provinces and government agencies were assigned to the secretariat and must be completed within the fiscal year 2024.
6. The appointment of subcommittees for the Northern and Eastern regions, with Mr. Suriyah Jangroongruangkit, Deputy Prime Minister, as the chair of the Northern region subcommittee and Mr. Phichai Chunhawan, Deputy Prime Minister, as the chair of the Eastern region subcommittee. The secretariat was tasked with preparing the appointment orders for the regional subcommittees for submission to Mr. Srettha Thavisin, Prime Minister and Chairman of the GNP, for signature and subsequent circulation to the subcommittees for acknowledgment.
7. Proposals for project plans requesting support from ministries/departments, whereby (1) NESDC and the Bureau of the Budget were assigned to clarify to the ministries/departments the importance of developing projects and budgets that meet the capacity and needs of provinces and provincial groups, in line with the Cabinet's resolution on December 4, 2023. (2) NESDC and the Ministry of Interior were tasked with explaining and ensuring that provinces and groups appropriately prepare project proposals J.3 / KJ.3, which have high priority and impact on the development of provinces and groups, to ensure the smooth, efficient, and complete submission of project proposals J.3 / KJ.3 for the fiscal year 2026 onwards.
