วันพุธที่ 12 มิถุนายน 2567 นายอิศเรศ รัตนดิลก ณ ภูเก็ต รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าพบนายเจษฎา จันทร์อุไร ผู้อำนวยการกองพัฒนามาตรฐานและทดสอบฝีมือแรงงาน กรมพัฒนามาตรฐานฝีมือแรงงาน กระทรวงแรงงาน เพื่อหารือเรื่องการพัฒนามาตรฐานและทดสอบฝีมือแรงงาน รวมถึงการจ่ายค่าแรงตามทักษะ (Pay by Skills) ณ กรมพัฒนามาตรฐานฝีมือแรงงาน กระทรวงแรงงาน
นายอิศเรศ ได้นำเสนอแนวคิดการจ่ายค่าแรงตามทักษะ (Pay by Skills) โดยให้กำหนดเป็นนโยบายของรัฐบาล เพื่อผลักดันให้เกิดขึ้นจริงโดยเร็ว ซึ่งจำเป็นต้องได้รับความร่วมมือเชิงรุกที่ดีจากภาคนายจ้าง ลูกจ้าง และหน่วยงานที่เกี่ยวข้อง รวมทั้งการเร่ง Upskill และ Reskill ให้แรงงานไทยมีมาตรฐานฝีมือเป็นที่ยอมรับ สามารถตอบโจทย์เทคโนโลยีและบริบทของธุรกิจที่เปลี่ยนไป ทั้งนี้ ควรมีการผลักดันให้ผลิตภาพแรงงาน (Labour Productivity) เป็นเป้าหมายของประเทศ โดยมุ่งเน้นให้ความสำคัญของการผลิตภาพแรงงาน มากกว่านโยบายค่าแรงขั้นต่ำ เพื่อยกระดับขีดความสามารถในการแข่งขันของประเทศต่อไป
On Wednesday, June 12, 2024, Mr. Isares Rattanadilok Na Phuket, Vice Chairman of the Federation of Thai Industries (FTI), met with Mr. Jettada Janurai, Director of the Skill Development Standards and Testing Division, Department of Skill Development, Ministry of Labour, to discuss the development of standards and skills testing, as well as the concept of Pay by Skills at the Department of Skill Development, Ministry of Labour.
Mr. Isares presented the idea of implementing Pay by Skills as a government policy to expedite its realization, which requires proactive collaboration from employers, employees, and relevant agencies. Additionally, it is essential to accelerate upskilling and reskilling to ensure that Thai workers meet recognized skill standards, adapting to the evolving technologies and business contexts. Furthermore, Labour Productivity should be promoted as a national goal, emphasizing its importance over the minimum wage policy to enhance the country's competitiveness.
