ส.อ.ท. เข้าประชุมจัดทำฐานข้อมูลกลางและธนาคารหน่วยกิต เตรียมกำลังคนเข้าสู่อีอีซีFTI Attends Meeting to Establish Central Database and Credit Bank for Workforce Preparation in EEC

On Thursday, May 16, 2024, Mr. Sangwan Saengwongkit, Chairman of the Eastern Thailand Industries Council, represented the Federation of Thai Industries (FTI) at the second meeting of the task force to establish a central database and credit bank, presided over by Dr. Nahathai Tiwpaingam, Assistant Minister to the Prime Minister's Office. This committee operates under the Subcommittee on Human Capital Management to prepare personnel for the EEC model, as mandated by the Policy Committee on the Special Economic Development Zone in Eastern Thailand under the supervision of Mr. Phumitham Wechchachai, Deputy Prime Minister, held in Meeting Room 302, 3rd Floor, Government House.

Dr. Nahathai stated that this task force was established to create a database of high-capacity workforce to support industries in the EEC area, ensuring that the operations of the task force to establish a central database and credit bank align with the development of personnel needed for new investments and meet the demands of target industries in the EEC area, while also enhancing the efficiency of the Subcommittee on Human Capital Management.

This meeting also included a report on the progress of the E-Workforce Ecosystem Platform (EWE) by the Professional Qualification Institute, which had been reviewed at the National Committee on Digital Economy and Society Meeting No. 1/2024. Mr. Phumitham Wechchachai, Deputy Prime Minister and meeting chair, approved the approach to drive the EWE Platform and directed the Ministry of Digital Economy and Society to support the digital technology infrastructure for the implementation of the EWE Platform to accommodate public usage. Currently, the EWE Platform is being utilized to drive workforce development in the Eastern Special Development Zone (EEC) as a model to eventually expand into a central database platform for the entire country, in conjunction with the policy of One Family, One Soft Power Skill (OFOS), which also promotes the use of this platform.

Furthermore, there has been progress in the operation of the Competency Credit Bank, which is a subsystem of the EWE Platform. Individuals who receive professional qualification certificates or competency certificates will be recorded in the system and can request to transfer to the education sector, increasing their opportunities for academic qualifications. Additionally, those in the education system can also request to transfer back to obtain professional qualifications. Currently, 309 courses from the EEC Model of the Human Resource and Education Development Office (HRDO) have been integrated into the EWE Platform, along with plans to hold promotional activities for the EWE Platform in collaboration with educational institutions, businesses, and agencies in the EEC area.

Dr. Nahathai, the task force chair, requested to discuss the organization of promotional activities for accessing the EWE Platform, suggesting that it would be appropriate to host a large event to launch the operational system of the EWE Platform for “EEC Human Capital,” in collaboration with educational institutions, businesses, and agencies in the area. The goal is to raise awareness of the benefits of registering to use the system, which will assist in upskilling, reskilling, and acquiring new skills, matching individuals with jobs and entrepreneurs, thus serving as a database for the industrial and private sectors and leading to investment development and economic enhancement. Initially, the target is to have 500 – 1,000 attendees, and media representatives from various agencies are to be invited.

The meeting reached a consensus on the approach and will coordinate with relevant agencies to expedite the organization of the event.
