วันที่ 11 เมษายน 2567 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และนายมนตรี มหาพฤกษ์พงศ์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนมีนาคม 2567 อยู่ที่ระดับ 92.4 ปรับตัวเพิ่มขึ้นจาก 90.0 ในเดือนกุมภาพันธ์ 2567 ทั้งนี้ความเชื่อมั่นที่ปรับตัวสูงขึ้นมีปัจจัยสนับสนุนจากอุปสงค์ในประเทศที่ทยอยฟื้นตัว สะท้อนจากความต้องการสินค้าอุปโภคบริโภค และสินค้าคงทน ขณะที่ภาคการท่องเที่ยวขยายตัวต่อเนื่อง และได้รับอานิสงส์จากมาตรการวีซ่าฟรีในช่วงที่ผ่านมา
นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และนายมนตรี มหาพฤกษ์พงศ์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนมีนาคม 2567 อยู่ที่ระดับ 92.4 ปรับตัวเพิ่มขึ้นจาก 90.0 ในเดือนกุมภาพันธ์ 2567 เมื่อพิจารณาองค์ประกอบของดัชนีฯ พบว่ายอดขายโดยรวม คำสั่งซื้อโดยรวม ปริมาณการผลิตและผลประกอบการ ปรับตัวเพิ่มขึ้นจากเดือนก่อนหน้า ทั้งนี้ความเชื่อมั่นที่ปรับตัวสูงขึ้นมีปัจจัยสนับสนุนจากอุปสงค์ในประเทศที่ทยอยฟื้นตัว สะท้อนจากความต้องการสินค้าอุปโภคบริโภค และสินค้าคงทน อาทิ เครื่องใช้ไฟฟ้าภายในบ้าน เครื่องปรับอากาศ เฟอร์นิเจอร์ที่ปรับตัวเพิ่มขึ้น ขณะที่ภาคการท่องเที่ยวขยายตัวต่อเนื่อง และได้รับอานิสงส์จากมาตรการวีซ่าฟรีในช่วงที่ผ่านมา ในด้านการส่งออกขยายตัวดีขึ้นตามการฟื้นตัวของเศรษฐกิจโลกและเศรษฐกิจประเทศ คู่ค้าสำคัญอย่างสหรัฐฯ อินเดียและออสเตรเลีย ขณะที่ในเดือนมีนาคมผู้ประกอบการเร่งผลิตสินค้าก่อนวันหยุดต่อเนื่องในช่วงเทศกาลสงกรานต์ นอกจากนี้ผู้ประกอบการยังได้รับผลดีจากมาตรการตรึงราคาน้ำมันดีเซลไม่เกิน 30 บาทต่อลิตร ซึ่งช่วยลดต้นทุนการผลิตและค่าขนส่งให้กับภาคธุรกิจ
อย่างไรก็ตาม ยังมีปัจจัยลบจากปัญหาหนี้ครัวเรือนและภาคธุรกิจที่ยังทรงตัวสูง ส่งผลให้เศรษฐกิจในประเทศยังฟื้นตัวได้อย่างจำกัด นอกจากนี้ผู้ประกอบการยังมีความกังวลเกี่ยวกับต้นทุนทางการเงินและอัตราดอกเบี้ยที่สูงขึ้น ตลอดจนความไม่แน่นอนเศรษฐกิจโลก โดยเฉพาะเศรษฐกิจจีน ญี่ปุ่นและสหภาพยุโรป ทำให้การส่งออกยังฟื้นตัวได้ไม่เต็มที่
จากการสำรวจผู้ประกอบการ 1,336 ราย ครอบคลุม 46 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนมีนาคม 2567 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลเพิ่มขึ้น ได้แก่ อัตราดอกเบี้ยเงินกู้ ร้อยละ 75.0 ราคาน้ำมัน ร้อยละ 55.8 เศรษฐกิจในประเทศ ร้อยละ 50.2 ตามลำดับ ปัจจัยที่มีความกังวลลดลง ได้แก่ เศรษฐกิจโลก ร้อยละ 78.5 อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) โดยอัตราแลกเปลี่ยนอ้างอิงค่าเงินบาทเทียบกับดอลลาร์สหรัฐฯ ร้อยละ 36.1 สถานการณ์การเมืองในประเทศ ร้อยละ 30.5 ตามลำดับ
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้าอยู่ที่ระดับ 100.8 ปรับตัวเพิ่มขึ้นจาก 100.0 ในเดือนกุมภาพันธ์ 2567 โดยมีปัจจัยสนับสนุนจากมาตรการส่งเสริมการท่องเที่ยวของภาครัฐ การเบิกจ่ายงบประมาณปี 2567 ในช่วงไตรมาสที่ 2 ของปี 2567 รวมถึงภาคการส่งออกมีแนวโน้มดีขึ้นตามการขยายตัวของอุปสงค์ในตลาดโลก แต่อย่างไรก็ตามยังมีปัจจัยเสี่ยงที่ต้องติดตาม ได้แก่ ปัญหาความขัดแย้งทางภูมิรัฐศาสตร์ที่ยังไม่คลี่คลาย ส่งผลให้ราคาน้ำมันในตลาดโลกเพิ่มสูงขึ้น รวมถึงมาตรการกีดกันทางการค้าที่ถูกนำมาใช้กับสินค้าส่งออกของไทยเพิ่มขึ้น อาทิ มาตรการด้านสิ่งแวดล้อม มาตรการปรับคาร์บอนก่อนเข้าพรมแดน (CBAM) ของสหภาพยุโรป เป็นต้น
ข้อเสนอแนะต่อภาครัฐ
- เสนอให้ภาครัฐดำเนินการตามแผนงานเร่งรัดการเบิกจ่ายงบประมาณ ปี 2567 หลังจากพ.ร.บ.
- งบประมาณ รายจ่ายประจำปีงบประมาณ พ.ศ.2567 ประกาศใช้โดยเฉพาะการเบิกจ่ายงบลงทุนต่อเนื่องที่ยังค้างชำระ และการจัดซื้อจัดจ้างภาครัฐ เพื่อให้เม็ดเงินเข้าสู่ระบบเศรษฐกิจโดยเร็ว
- เสนอให้ภาครัฐเป็นเจ้าภาพจัดงานแสดงสินค้าไทยทั้งในส่วนกลางและภูมิภาคเพื่อเพิ่มช่อง
- จัดจำหน่ายสินค้าให้กับผู้ประกอบการและสนับสนุน Soft Power รวมถึงการจัด Roadshow แสดง
- สินค้าในต่างประเทศ
- ขอให้ภาครัฐดูแลเสถียรภาพของค่าเงินบาทไม่ให้ผันผวน รวมทั้งส่งเสริมให้ผู้ประกอบการนำเข้าและส่งออก รวมทั้งใช้เครื่องมือป้องกันความเสี่ยงจากอัตราแลกเปลี่ยน
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรม และข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ www.fti.or.th/ids

On April 11, 2024, Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), and Mr. Montree Mahapruekphong, Vice Chairman of the Federation of Thai Industries (FTI), jointly announced the results of the Industrial Confidence Index survey for March 2024, which stood at 92.4, an increase from 90.0 in February 2024. The improved confidence was supported by a gradual recovery in domestic demand, reflected in the demand for consumer goods and durable goods, while the tourism sector continued to expand and benefited from the free visa measures recently implemented.
Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), and Mr. Montree Mahapruekphong, Vice Chairman of the Federation of Thai Industries (FTI), jointly announced the results of the Industrial Confidence Index survey for March 2024, which stood at 92.4, up from 90.0 in February 2024. When considering the components of the index, overall sales, total orders, production volume, and business performance have increased compared to the previous month. The increased confidence was supported by a gradual recovery in domestic demand, reflected in the demand for consumer goods and durable goods, such as household electrical appliances, air conditioners, and furniture that have seen increased demand. Meanwhile, the tourism sector continued to expand and benefited from the free visa measures implemented recently. In terms of exports, there was a positive recovery in line with the global economic recovery and the economies of key trading partners such as the United States, India, and Australia. In March, operators ramped up production ahead of the continuous holiday for the Songkran Festival. Furthermore, operators benefited from the diesel price freeze measure, which capped the price at 30 baht per liter, thus reducing production and transportation costs for businesses.
However, there are still negative factors such as the consistently high household and business debt, which limit the recovery of the domestic economy. Additionally, operators are concerned about rising financial costs and interest rates, as well as the uncertainty of the global economy, particularly regarding the economies of China, Japan, and the European Union, which hinder a full recovery of exports.
Based on a survey of 1,336 operators covering 46 industry groups of the Federation of Thai Industries (FTI) in March 2024, it was found that the factors causing increased concern among operators include loan interest rates at 75.0%, oil prices at 55.8%, and the domestic economy at 50.2%, respectively. Factors that caused reduced concern include the global economy at 78.5%, exchange rates (exporters' perspective), with the exchange rate referring to the Thai baht against the US dollar at 36.1%, and the political situation in the country at 30.5%, respectively.
Meanwhile, the index forecast for the next three months stands at 100.8, an increase from 100.0 in February 2024, supported by the government's tourism promotion measures and the disbursement of the 2024 budget in the second quarter of 2024, as well as a favorable outlook for exports due to the expansion of global market demand. However, there are still risks that need to be monitored, including unresolved geopolitical conflicts leading to higher global oil prices, as well as increased trade barriers being applied to Thai export products, such as environmental measures and the Carbon Border Adjustment Mechanism (CBAM) of the European Union.
Recommendations for the Government
- It is recommended that the government implement plans to expedite the disbursement of the 2024 budget after the fiscal year 2024 budget act is enacted, particularly for the continuous disbursement of outstanding investment budgets and government procurement to ensure that funds are injected into the economy promptly.
- It is recommended that the government host trade shows for Thai products both centrally and regionally to enhance distribution channels for operators and support soft power, as well as conduct roadshows to showcase products abroad.
- The government is requested to maintain the stability of the Thai baht to prevent volatility, as well as promote import and export activities among operators while providing tools to hedge against exchange rate risks.
The FTI has compiled survey data on the Industrial Confidence Index and various economic and industrial indicators from various agencies over the past three years, which has been developed into a Dashboard published on the FTI's Industry Data Space (iDS) website to facilitate access to useful information for operators and the public for business operations. This information can be accessed at www.fti.or.th/ids.
