เมื่อวันพฤหัสบดีที่ 4 เมษายน 2567 ดร.ภก. นิลสุวรรณ ลีลารัศมี รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย ดร. ปิยะนุช มาลากุล ณ อยุธยา รองประธานและเหรัญญิก ส.อ.ท. เข้าร่วมการประชุมกับภาคส่วนที่เกี่ยวข้อง เพื่อรับฟังข้อคิดเห็นต่อร่างความตกลงกรอบความร่วมมือทางเศรษฐกิจอินโด-แปซิฟิก เพื่อความเจริญรุ่งเรืองว่าด้วยเศรษฐกิจที่เป็นธรรม (Indo-Pacific Economic Framework for Prosperity Agreement Relating to Fair Economy) จัดโดยกรมอเมริกาและแปซิฟิกใต้ กระทรวงการต่างประเทศ โดยมีนางจุฬามณี ชาติสุวรรณ ผู้ทรงคุณวุฒิด้านการดำเนินการของไทยใน IPEF เป็นประธานการประชุม และกล่าวรายงานข้อมูลภาพรวมพัฒนาการของความร่วมมือ IPEF โดยในการประชุมมีหน่วยงานภาครัฐที่เป็นหน่วยงานเจรจาหลัก (Pillar Lead Negotiator) ในการเจรจาความตกลงฯ ร่วมให้ข้อมูลเกี่ยวกับสาระที่สำคัญของร่างความตกลงฯ ได้แก่ นายนิติพันธุ์ ประจวบเหมาะ รองเลขาธิการคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (ป.ป.ช.) และนายนิรันดร์ ประจวบเหมาะ รองอธิบดีกรมสรรพากร กระทรวงการคลัง ณ ห้องนราธิป กระทรวงการต่างประเทศ
เนื้อหาหลักร่างความตกลงฯ ครอบคลุมประเด็นการส่งเสริมมาตรการการต่อต้านการทุจริตและการแลกเปลี่ยนข้อมูลการจัดเก็บภาษีที่โปร่งใสอย่างมีประสิทธิภาพ ซึ่งสอดคล้องกับความตกลงและมาตรฐานระหว่างประเทศที่เกี่ยวข้อง อาทิ อนุสัญญาสหประชาชาติว่าด้วยการต่อต้านการทุจริต (UNCAC) มาตรฐานของคณะทำงานเฉพาะกิจเพื่อดำเนินมาตรการทางการเงิน (FATF) และอนุสัญญาการต่อต้านการติดสินบนขององค์การเพื่อความร่วมมือทางเศรษฐกิจและการพัฒนา (OECD Anti-Bribery Convention) เป็นต้น
ทั้งนี้ ในที่ประชุม ภาคเอกชนได้ร่วมแลกเปลี่ยนความเห็นต่อแนวทางการพัฒนาการจัดเก็บภาษีของประเทศไทย โดย กระทรวงการต่างประเทศจะนำความเห็นจากที่ประชุมประกอบการเสนอคณะรัฐมนตรีเห็นชอบการลงนามความตกลงฯ ต่อไป
On Thursday, April 4, 2024, Dr. Phak Nilsuwan Leelarasmi, Vice President of the Federation of Thai Industries (FTI), along with Dr. Piyanuch Malakul na Ayutthaya, Vice President and Treasurer of FTI, participated in a meeting with relevant sectors to gather opinions on the draft Indo-Pacific Economic Framework for Prosperity Agreement Relating to Fair Economy. The meeting was organized by the Department of American and South Pacific Affairs, Ministry of Foreign Affairs, with Ms. Chulamani Chatusuwan, an expert on Thailand's participation in IPEF, presiding over the meeting and providing an overview report on the development of IPEF cooperation. During the meeting, key governmental agencies involved as Principal Lead Negotiators for the agreement provided information on the essential contents of the draft agreement, including Mr. Niti Phan Prajuabmoh, Deputy Secretary-General of the National Anti-Corruption Commission (NACC), and Mr. Nirun Prajuabmoh, Deputy Director-General of the Revenue Department, Ministry of Finance, at the Narathip Room, Ministry of Foreign Affairs.
The main content of the draft agreement covers issues related to promoting anti-corruption measures and the efficient exchange of transparent tax collection information, aligning with relevant international agreements and standards such as the United Nations Convention Against Corruption (UNCAC), standards set by the Financial Action Task Force (FATF), and the OECD Anti-Bribery Convention, among others.
Additionally, in the conference, the private sector exchanged views on the development of tax collection in Thailand, with the Ministry of Foreign Affairs set to incorporate the meeting's opinions in proposing the draft agreement for Cabinet approval.
