นายมนตรี มหาพฤกษ์พงศ์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เปิดเผยผลการสำรวจ FTI CEO Poll ครั้งที่ 38 ในเดือนกุมภาพันธ์ 2567 ภายใต้หัวข้อ “สินค้าราคาถูกด้อยคุณภาพบุกตลาดไทย ภาคอุตสาหกรรมรับมืออย่างไร” จากความเห็นของผู้บริหาร ส.อ.ท. พบว่าสินค้าราคาถูกด้อยคุณภาพบุกตลาดไทย ส่งผลกระทบทำให้ยอดขายสินค้าของไทยลดลงตั้งแต่ 10% จนถึงมากกว่า 30% ในบางอุตสาหกรรม ซึ่งประเด็นดังกล่าวทำให้ภาคอุตสาหกรรมมีความกังวลเรื่องขีดความสามารถในการแข่งขันของอุตสาหกรรมภายในประเทศ เนื่องจากหลายอุตสาหกรรมไม่สามารถแข่งขันด้านต้นทุนกับสินค้าราคาถูกที่เข้ามาในประเทศได้ รวมทั้งมีความกังวลถึงเรื่องความปลอดภัยของผู้บริโภคในการเลือกใช้สินค้าที่ไม่มีคุณภาพและไม่มีมาตรฐาน โดยเฉพาะในกลุ่มสินค้าเครื่องใช้ไฟฟ้า อาหาร เครื่องสำอาง สิ่งทอ เครื่องนุ่งห่ม สินค้าแฟชั่น วัสดุก่อสร้าง เป็นต้น
จากผลกระทบดังกล่าว ผู้บริหาร ส.อ.ท. จึงเสนอให้ภาครัฐเพิ่มความเข้มงวดในการตรวจจับสินค้าที่ไม่มีมาตรฐานและใช้การสําแดงเท็จนำเข้าผ่านด่านศุลกากร ควบคู่ไปกับการตรวจสินค้าที่ไม่ได้มาตรฐานในท้องตลาดทั้ง มอก. และ อย. รวมทั้ง จะต้องเร่งแก้ไขปัญหาสินค้าราคาถูกที่เข้ามาผ่านช่องทางออนไลน์ E Commerce platform โดยการพิจารณาทบทวนข้อยกเว้นการจัดเก็บภาษีมูลค่าเพิ่ม (VAT) สำหรับการซื้อสินค้าออนไลน์ที่ไม่เกิน 1,500 บาท และออกมาตรการป้องกันการสําแดงราคาเท็จ ตลอดจนทบทวนเงื่อนไขการใช้ประโยชน์จากคลังสินค้าในเขตปลอดอากร (Free Zone Warehouse) เพื่อทำให้เกิดความเท่าเทียมในการขายสินค้าในประเทศ
นอกจากนี้ เมื่อถามถึงสถานการณ์การแข่งขันของสินค้าไทยในตลาดอาเซียน ผู้บริหาร ส.อ.ท. ส่วนใหญ่มองว่า ต้นทุนการผลิตของไทยที่ปรับตัวสูงขึ้นมากทั้งจากค่าไฟฟ้า ต้นทุนวัตถุดิบ ค่าแรง อัตราดอกเบี้ยเงินกู้ และต้นทุนด้านโลจิสติกส์ ทำให้สินค้าไทยในปัจจุบันเริ่มที่จะแข่งขันได้ยากยิ่งขึ้นในตลาดอาเซียน ซึ่งจะเห็นได้จากมูลค่าการส่งออกสินค้าไปอาเซียน ปี 2566 ที่ลดลงกว่า 7.12% เมื่อเทียบกับปี 2565
จากการสำรวจผู้บริหาร ส.อ.ท. (CEO Survey) จำนวน 234 ท่าน ครอบคลุมผู้บริหารจาก
46 กลุ่มอุตสาหกรรม และ 76 สภาอุตสาหกรรมจังหวัด มีสรุปผลการสำรวจ FTI CEO Poll ครั้งที่ 38 จำนวน 6 คำถาม ดังนี้
1. ภาคอุตสาหกรรมได้รับผลกระทบจากสินค้าราคาถูกและไม่มีมาตรฐานที่เข้ามาทุ่มตลาดในประเทศไทยระดับใด
อันดับที่ 1 : ยอดขายลดลง 10% 20.9%
อันดับที่ 2 : ยอดขายลดลง 20% 19.7%
อันดับที่ 3 : ยอดขายลดลง มากกว่า 30% 17.9%
อันดับที่ 4 : ยอดขายลดลง 30% 7.3%
อันดับที่ 5 : ไม่ได้รับผลกระทบ 34.2%

Mr. Montree Mahapruetphong, Vice Chairman of the Federation of Thai Industries (FTI), disclosed the results of the FTI CEO Poll No. 38 conducted in February 2024 under the theme “How is the Industry Coping with the Influx of Low-Quality, Low-Cost Products into the Thai Market?” According to the opinions of FTI executives, the influx of low-quality, low-cost products has adversely impacted Thai product sales, causing a decline of 10% to over 30% in some industries. This issue has raised concerns within the industrial sector regarding the competitiveness of domestic industries as many sectors cannot compete on price with the incoming low-cost products. Additionally, there are worries about consumer safety when selecting products of questionable quality and standards, particularly in sectors such as electrical appliances, food, cosmetics, textiles, clothing, fashion items, and construction materials.
In response to these impacts, FTI executives have proposed that the government increase measures to detect non-standard products and tackle fraudulent declarations entering through customs. Alongside this, there should be checks on non-standard products in the local market, both under the Industrial Standards Act (ISO) and the Food and Drug Administration (FDA). Moreover, it is essential to expedite addressing the issue of low-cost products entering through online e-commerce platforms by reconsidering the exemption of value-added tax (VAT) on online purchases not exceeding 1,500 THB and establishing measures to prevent false price declarations, as well as reviewing conditions for utilizing free zone warehouses to ensure fair selling practices within the country.
Furthermore, when asked about the competitive situation of Thai products in the ASEAN market, most FTI executives expressed that the rising production costs in Thailand, driven by electricity prices, raw material costs, labor wages, interest rates, and logistics expenses, have made it increasingly challenging for Thai products to compete in the ASEAN market, as evidenced by a decline of over 7.12% in the value of Thai exports to ASEAN in 2023 compared to 2022.
According to the survey of 234 FTI executives, covering managers from 46 industrial groups and 76 provincial industrial councils, the results of the FTI CEO Poll No. 38 outlined six questions as follows:
