นายอภิชิต ประสพรัตน์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย ม.ล.ปีกทอง ทองใหญ่ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนมกราคม 2568 อยู่ที่ระดับ 91.6 ปรับตัวเพิ่มขึ้น จาก 90.1 ในเดือนธันวาคม 2567 ซึ่งเป็นผลจากการส่งออกขยายตัวจากอุปสงค์ของประเทศคู่ค้าที่เพิ่มขึ้น รวมถึงการเร่งนำเข้าเพื่อสต็อกสินค้า โดยเฉพาะตลาดสหรัฐฯ จีน สหภาพยุโรป และกลุ่มประเทศ CLMV (กัมพูชา สปป. ลาว เมียนมา และเวียดนาม) อีกทั้งมาตรการกระตุ้นการใช้จ่าย อาทิ มาตรการ Easy E-Receipt 2.0 (ช่วง 16 มกราคม – 28 กุมภาพันธ์ 2568) คาดว่าจะช่วยให้เกิดเม็ดเงินหมุนเวียนในระบบเศรษฐกิจเพิ่มขึ้นประมาณ 70,000 ล้านบาท รวมถึงโครงการกระตุ้นเศรษฐกิจผู้สูงอายุ (60 ปีขึ้นไป) โอนเงิน 10,000 บาท เฟส 2 วงเงินกว่า 30,000 ล้านบาท ช่วยเพิ่มกำลังซื้อให้กับประชาชน นอกจากนี้นักท่องเที่ยวต่างชาติเพิ่มขึ้นในช่วงเทศกาลปีใหม่และตรุษจีน โดยเฉพาะนักท่องเที่ยวจีนที่เข้ามามากว่า 532,853 คน ในเดือนมกราคม 2568 และภาครัฐลดภาระค่าใช้จ่ายด้านพลังงาน อาทิ มาตรการตรึงราคาน้ำมันดีเซล ไม่เกิน 33 บาท/ลิตร (1 มกราคม - 31 มีนาคม 2568) การปรับลดค่าไฟฟ้า อยู่ที่ 4.15 บาท/หน่วย จากเดิม 4.18 บาท (งวดเดือนมกราคม – เมษายน 2568)

 

อย่างไรก็ตาม ในเดือนธันวาคม ยังมีปัจจัยลบจากความไม่แน่นอนของนโยบายการค้าสหรัฐฯ และกฎระเบียบและมาตรการกีดกันทางการค้าที่เข้มงวดมากขึ้น อาจส่งผลกระทบต่อการแข่งขันและการส่งออกสินค้าของไทย รวมไปถึงสถานการณ์ฝุ่นละออง PM2.5 กระทบต่อเศรษฐกิจ ภาคการท่องเที่ยวและสุขภาพประชาชน ต้นทุนการผลิตที่สูงขึ้น โดยเฉพาะการปรับขึ้นอัตราค่าจ้างขั้นต่ำ ปัญหาหนี้ครัวเรือนที่ยังอยู่ในระดับสูง กระทบต่อระบบเศรษฐกิจโดยรวม ส่งผลให้กำลังซื้อในประเทศฟื้นตัวช้า อีกทั้ง ยอดขายรถยนต์ยังฟื้นตัวได้ช้า จากการเข้มงวดในการอนุมัติสินเชื่อของสถาบันการเงิน และการแข่งขันของรถยนต์ไฟฟ้า (EV) จากจีน
จากการสำรวจผู้ประกอบการ 1,347 ราย ครอบคลุม 47 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนมกราคม 2568 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลลดลง ได้แก่ เศรษฐกิจโลก 50.4% เศรษฐกิจในประเทศ 48.5% อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) 35.3% อัตราดอกเบี้ยเงินกู้ 25.0% ส่วนปัจจัยที่มีความกังวลเพิ่มขึ้น ได้แก่ สถานการณ์การเมืองในประเทศ 43.2% และราคาน้ำมัน 39.1% 
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 96.2 ปรับตัวเพิ่มขึ้นจาก 95.5 โดยมีปัจจัยสนับสนุนที่คาดว่าจะมาจากมาตรการแก้หนี้ในโครงการคุณสู้เราช่วย ช่วยลดภาระหนี้และค่าใช้จ่ายทางการเงินให้กับลูกหนี้รายย่อยและ SMEs สินค้าไทยอาจส่งออกได้มากขึ้นในบางอุตสาหกรรม อาทิ สินค้าอิเล็กทรอนิกส์และเครื่องใช้ไฟฟ้า จากการทดแทนสินค้านำเข้าจากสหรัฐฯ และจีนที่มีราคาสูงขึ้นจากการตอบโต้ทางภาษีระหว่างกัน ภาคการท่องเที่ยวยังเป็นเครื่องยนต์หลักในการขับเคลื่อนเศรษฐกิจ โดยเฉพาะในช่วง High season

 

อย่างไรก็ตาม ผู้ประกอบยังคงห่วงกังวลในเรื่องที่สหรัฐฯ ประกาศนโยบายขึ้นภาษีนำเข้าสินค้าจากจีน 
อาจทำให้สินค้าจีนประสบปัญหาสินค้ามีมากกว่าความต้องการ ทำให้สินค้าเหลือ คงค้าง (Oversupply) และเข้ามาแย่งส่วนแบ่งทางการตลาดในไทยและอาเซียนมากขึ้น รวมถึงการใช้มาตรการตอบโต้ทางภาษีที่เพิ่มมากขึ้น อาจสร้างแรงกดดันที่ส่งผลกระทบต่อบรรยากาศการค้าโลก


ข้อเสนอแนะต่อภาครัฐ 


1.  เสนอให้ภาครัฐชะลอการส่งเสริมอุตสาหกรรมที่มีกำลังการผลิตเกินความต้องการ (Over Capacity) ในบางอุตสาหกรรม และเน้นส่งเสริมการลงทุนที่เป็นเทคโนโลยีขั้นสูงในอุตสาหกรรมเป้าหมายใหม่ การถ่ายทอดเทคโนโลยี (Technology transfer) รวมทั้งปรับปรุงสิทธิประโยชน์ในการส่งเสริมการลงทุนนอกเหนือจากมาตรการทางภาษี 
2.  เสนอให้ภาครัฐเร่งออกมาตรการส่งเสริมการบริโภคสินค้าที่ผลิตในประเทศทั้งการเพิ่มการจัดซื้อจัดจ้างภาครัฐ ส่งเสริมการขยายตลาดในภาคเอกชน รวมทั้งส่งเสริมการส่งออกกับสินค้าที่ได้รับการรับรอง MiT
3.  เสนอให้ภาครัฐเร่งเปิดเสรีในกิจการไฟฟ้า และจัดทำแผนการเปลี่ยนผ่านไปสู่การเปิดเสรี โดยมีปรับปรุงกฎหมายเพื่อเปิดใช้ระบบโครงข่ายไฟฟ้าแก่บุคคลที่ 3 (TPA : Third Party Access) เป็นการทั่วไป โดยเน้นส่งเสริมอุตสาหกรรมที่ต้องการใช้พลังงานสะอาดที่ได้ดำเนินการแล้ว
4.  เสนอให้ภาครัฐใช้มาตรการทางการค้าอื่นๆ นอกเหนือจากมาตรการตอบโต้การทุ่มตลาด (Anti-Dumping : AD) เพื่อให้การปกป้องผู้ประกอบการในประเทศไทยเป็นไปอย่างมีประสิทธิภาพและสอดคล้องกับสถานการณ์ อาทิ มาตรการปกป้องการนำเข้าสินค้าที่เพิ่มขึ้น (Safeguard Measure: SG) มาตรการตอบโต้การอุดหนุน (Countervailing Duty : CVD) รวมทั้งปรับระยะเวลาการพิจารณาใช้มาตรการทางการค้าให้รวดเร็วทันต่อสถานการณ์มากขึ้น และพัฒนาระบบติดตามแจ้งเตือน (Early Warning System) ปริมาณสินค้านำเข้าที่เพิ่มสูงผิดปกติ

 

ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

Mr. Apichit PraSornRat, Vice Chairman of the Federation of Thai Industries (FTI), along with M.L. Pikthong Thongyai, Vice Chairman of the Federation of Thai Industries (FTI) and Chairman of the Economic and Academic Affairs Division, reported that the industrial confidence index for January 2025 was at 91.6, an increase from 90.1 in December 2024. This growth is attributed to expanded exports due to increased demand from trading partner countries, as well as accelerated imports for inventory, especially from the United States, China, the European Union, and CLMV countries (Cambodia, Laos, Myanmar, and Vietnam). Furthermore, spending stimulus measures, such as the Easy E-Receipt 2.0 program (from January 16 to February 28, 2025), are expected to generate an additional circulation of approximately 70 billion baht in the economy. The economic stimulus project for the elderly (60 years and older) will transfer 10,000 baht in phase 2, amounting to over 30 billion baht, further enhancing the purchasing power of the public. Additionally, the number of foreign tourists increased during the New Year and Chinese New Year festivals, particularly from China, with 532,853 visitors recorded in January 2025. The government is also alleviating energy costs, such as the policy to maintain diesel prices at no more than 33 baht/liter (from January 1 to March 31, 2025) and reducing electricity costs to 4.15 baht/unit from 4.18 baht (for the January to April 2025 period).

 

However, in December, there were still negative factors such as uncertainty in U.S. trade policies and stricter trade regulations that may impact competition and Thai product exports, including the PM2.5 dust situation affecting the economy, tourism sector, and public health. The rising production costs, especially from the increase in the minimum wage, and high household debt levels still pose challenges to the overall economy, causing a slow recovery in domestic purchasing power. Additionally, vehicle sales are recovering slowly due to stringent credit approval processes from financial institutions and competition from electric vehicles (EVs) from China.
From a survey of 1,347 operators covering 47 industrial groups conducted by the Federation of Thai Industries (FTI) in January 2025, concerns among operators have decreased regarding the global economy at 50.4%, domestic economy at 48.5%, exchange rates (exporter's perspective) at 35.3%, and loan interest rates at 25.0%. Meanwhile, concerns have increased regarding domestic political situations at 43.2% and oil prices at 39.1%. 
Current expectations for the index three months ahead are at 96.2, an increase from 95.5, with supportive factors expected from debt relief measures in the You Fight, We Help program, which alleviates debt burdens and financial costs for individual borrowers and SMEs. Thai products may see increased exports in certain industries, such as electronics and electrical appliances, as they replace more expensive imports from the U.S. and China due to reciprocal tariffs. The tourism sector remains a critical engine for economic drive, especially during the high season.

 

Nonetheless, operators are still concerned about the U.S. announcing policies to raise tariffs on Chinese goods.
This could lead to an oversupply of Chinese products exceeding demand, resulting in increased competition for market share within Thailand and ASEAN, as well as growing trade retaliatory measures, which may pressure the global trade environment.


Recommendations to the Government 


1.  It is suggested that the government slow down the promotion of industries with overcapacity in certain sectors and focus on encouraging investment in advanced technology in new target industries, technology transfer, and improving investment promotion benefits beyond tax measures.
2.  It is recommended that the government promote the consumption of domestically produced goods by increasing public procurement, encouraging market expansion in the private sector, and promoting exports of certified MiT products.
3.  It is suggested that the government expedite the liberalization of the electricity sector and develop a transition plan towards liberalization, including amending laws to allow third-party access (TPA) to the electricity grid in a general manner, focusing on promoting industries that require clean energy already in operation.
4.  It is recommended that the government utilize other trade measures beyond anti-dumping measures to effectively protect operators in Thailand in line with current situations, such as safeguard measures for increased imports, countervailing duties, and making the review process for trade measures quicker in response to changing conditions, as well as developing an early warning system for unusual spikes in imported goods.

 

Furthermore, FTI has compiled data from the industrial confidence index survey and economic and industrial indicators from various agencies over the past 3 years, creating a dashboard published on the Industry Data Space (iDS) on FTI's website to facilitate access to useful data for operators and the public. This data can be accessed at https://fti.or.th/ids
