เมื่อวันที่ 31 สิงหาคม 2569 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) จัดการบรรยายพิเศษหัวข้อ “การพัฒนาอุตสาหกรรมตามแนวพระราชดำริและหลักปรัชญาของเศรษฐกิจพอเพียง” โดย ดร.สุเมธ ตันติเวชกุล กรรมการและที่ปรึกษาพิเศษอาวุโส มูลนิธิชัยพัฒนา ในการประชุมคณะกรรมการสภาอุตสาหกรรมแห่งประเทศไทย (กส.) เพื่อเชื่อมโยงแนวพระราชดำริเข้ากับการยกระดับขีดความสามารถของภาคอุตสาหกรรมไทย ณ ห้อง Chatrium Ballroom ชั้น 4 โรงแรมชาเทรียม ริเวอร์ไซด์ กรุงเทพฯ
นางพิมพ์ใจ ลี้อิสสระนุกูล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวว่า ปี 2570 จะเป็นวาระ 100 ปีชาตกาล พระบาทสมเด็จพระบรมชนกาธิเบศร มหาภูมิพลอดุลยเดชมหาราช บรมนาถบพิตร ซึ่งเป็นโอกาสสำคัญที่ภาคอุตสาหกรรมจะร่วมน้อมรำลึกในพระมหากรุณาธิคุณ และ ส.อ.ท. มีเครื่องมือที่จะทำให้พระราชปณิธานเกิดผลจริงอยู่ในมือแล้ว นั่นคือมาตรฐาน มอก. 9999
“ของขวัญที่มีค่าที่สุดสำหรับวาระ 100 ปีชาตกาล ไม่ใช่พิธีการหรือกิจกรรมที่จัดขึ้นเพียงครั้งเดียว แต่คือการนำปรัชญาของพระองค์ท่านมาแปลงให้เกิดการปฏิบัติจริงในโรงงานและในสายการผลิตของคนไทย และ ส.อ.ท. มีของขวัญชิ้นนั้นอยู่ในมือแล้ว” นางพิมพ์ใจ กล่าว
[เศรษฐกิจพอเพียงไม่ใช่เรื่องเกษตร แต่เป็นเรื่องของทุกภาคส่วน]
ดร.สุเมธฯ กล่าวในการบรรยายว่า พระราชดำรัสเรื่องเศรษฐกิจพอเพียงพระราชทานไว้ตั้งแต่ปี 2542 หรือกว่า 20 ปีมาแล้ว แต่สังคมไทยยังตีความคลาดเคลื่อน ทั้งที่เข้าใจว่าต้องใช้ชีวิตอย่างจำกัด และเน้นเฉพาะภาคเกษตรเท่านั้น ขณะที่ในพระราชดำรัสไม่ปรากฏคำว่า “เกษตรกรรม” แม้แต่คำเดียว หลักการนี้จึงเปิดกว้างให้ทุกภาคส่วนนำไปใช้ได้ ซึ่งสอดรับกับโลกวันนี้ที่เผชิญทั้งสงคราม ภัยธรรมชาติ โรคระบาด และความพลิกผันทางเทคโนโลยี
เมื่ออ่านหลักการของมาตรฐาน 3 ห่วง 2 เงื่อนไข ด้วยสายตาของภาคอุตสาหกรรม มีรายละเอียด ดังนี้
• ความพอประมาณ คือการประเมินตนเอง (Self Assessment) ว่าองค์กรหรือประเทศมีทุนอะไร มีขีดความสามารถแค่ไหน แล้วเดินให้สอดคล้องกับฐานะจริง ดังบทเรียนที่ประเทศไทยเคยประกาศตัวเป็น “เสือตัวที่ 5” โดยไม่ได้ประเมินฐานะของตนเอง จนนำไปสู่วิกฤตปี 2540
• ความมีเหตุมีผล คือการใช้เหตุผลนำทางแทนการเดินตามกระแส กรณีเครือซิเมนต์ไทย (SCG) ซึ่งมีหนี้ 58,000 ล้านบาทในช่วงวิกฤตปี 2540 เป็นตัวอย่างที่ชัดเจน เมื่อกลับมาประเมินว่าตนเองเก่งเรื่องใดจริง จึงตัดสินใจขาย 7 ธุรกิจ และเก็บไว้เพียง 3 ธุรกิจที่เป็นจุดแข็ง คือ วัสดุก่อสร้าง แพ็กเกจจิ้ง และซีเมนต์ ผลคือปลดหนี้ได้ภายใน 18 เดือน และประกาศกำไรสูงสุดในรอบ 35 ปี
• การมีภูมิคุ้มกัน คือการบริหารความเสี่ยงและมองไปข้างหน้าก่อนที่วิกฤตจะมาถึง เช่นเดียวกับที่ SCG วางแพลตฟอร์มการผลิตวัคซีนไว้ล่วงหน้า เมื่อเกิดสถานการณ์ COVID-19 จึงเริ่มผลิตได้ทันที ในขณะที่หลายประเทศยังต้องแข่งกันจัดหาจากภายนอก ส่วนสองเงื่อนไขที่กำกับทั้งสามห่วง คือ ความรู้ ที่ต้องรอบรู้ รอบคอบ ระมัดระวัง และตามความเปลี่ยนแปลงให้ทัน โดยเฉพาะเทคโนโลยี AI ที่มาพร้อมทั้งโอกาสและภัยคุกคาม และ คุณธรรม คือความซื่อสัตย์สุจริตและการไม่คอร์รัปชัน ซึ่งเป็นโจทย์ร่วมของทุกภาคส่วนในสังคม
ปลายทางของหลักการนี้ไม่ใช่ Economic Growth แต่คือ “สมดุล มั่นคง และยั่งยืน” ซึ่งเป็นทิศทางเดียวกับ ESG และ SDGs ที่โลกธุรกิจกำลังมุ่งไป โดย ESG และ SDGs คือปลายทาง หลักปรัชญาของเศรษฐกิจพอเพียงคือต้นทางความคิด และ มอก. 9999 คือเครื่องมือที่จับต้องได้ซึ่งแปลงปรัชญาให้กลายเป็นหลักปฏิบัติที่วัดผลได้

นางพิมพ์ใจ กล่าวปิดท้ายว่า ส.อ.ท. พร้อมเดินหน้าส่งเสริมและขับเคลื่อนมาตรฐาน มอก. 9999 ในกลุ่มอุตสาหกรรมและสมาชิกทั่วประเทศ โดยอาศัยเครือข่ายกลุ่มอุตสาหกรรมและสภาอุตสาหกรรมจังหวัดเป็นกลไกขยายผล เพื่อให้มาตรฐานนี้ไปถึงผู้ประกอบการทุกขนาด ไม่จำกัดเฉพาะบริษัทขนาดใหญ่ ควบคู่กับการทำงานร่วมกับหน่วยงานภาครัฐที่เกี่ยวข้อง
“เศรษฐกิจพอเพียงไม่ใช่เรื่องของการชะลอการเติบโต แต่คือการเติบโตอย่างมีภูมิคุ้มกัน ซึ่งเป็นสิ่งที่ภาคอุตสาหกรรมไทยต้องการที่สุดในเวลานี้ เมื่อโลกเต็มไปด้วยความไม่แน่นอน ส.อ.ท. จะทำให้ มอก. 9999 เป็นมาตรฐานที่ผู้ประกอบการไทยเข้าถึงได้จริง และเป็นของขวัญที่ภาคอุตสาหกรรมร่วมกันถวายในวาระ 100 ปีชาตกาล” นางพิมพ์ใจ กล่าว

On August 31, 2026, the Federation of Thai Industries (FTI) held a special lecture on the topic of “Industrial Development Based on His Majesty’s Philosophy and the Principles of Sufficiency Economy,” presented by Dr. Sumet Tanthivechakul, a member and senior advisor of the Chaipattana Foundation, during a meeting of the FTI Board to connect His Majesty’s philosophy with the enhancement of the capabilities of the Thai industrial sector at Chatrium Ballroom, 4th floor, Chatrium Riverside Hotel, Bangkok.
Mrs. Pimjai Leeissaranukul, President of the Federation of Thai Industries (FTI), stated that 2027 would mark the 100th anniversary of the birth of His Majesty King Bhumibol Adulyadej the Great. This is a significant opportunity for the industrial sector to commemorate the royal benevolence, and FTI has the tools to actualize the royal aspirations, namely, the MOC 9999 standards.
“The most valuable gift for the 100th anniversary is not a one-time ceremony or event but the implementation of His Majesty's philosophy into practice in factories and production lines among the Thai people. FTI possesses this valuable gift already,” Mrs. Pimjai stated.
[The Sufficiency Economy is Not Just About Agriculture but Involves All Sectors]
Dr. Sumet mentioned in his lecture that the royal command concerning the sufficiency economy was given in 1999, over 20 years ago; however, Thai society still misinterprets it, believing it requires limiting oneself to a restricted lifestyle, focusing solely on agriculture. The royal statement does not include the word “agriculture” even once. This principle is thus open for all sectors to utilize, which aligns with today's world faced with wars, natural disasters, pandemics, and technological disruptions.
When examining the principles of the “3 Circles and 2 Conditions” standards from the perspective of the industrial sector, the details are as follows:
• Moderation means self-assessment (Self Assessment) of what resources or capabilities the organization or country possesses and adjusting actions in alignment with the actual condition, as evidenced by Thailand's previous declaration of itself as the “fifth tiger” without proper self-evaluation, leading to the 1997 crisis.
• Reasonableness refers to using rationality instead of following trends. The case of Siam Cement Group (SCG), which had 58 billion baht in debt during the 1997 crisis, illustrates this clearly. Upon reevaluation of their actual strengths, the company decided to sell 7 businesses and retain only 3 core businesses: construction materials, packaging, and cement, resulting in debt clearance within 18 months and achieving the highest profit in 35 years.
• Resilience involves managing risks and anticipating crises before they arise. For example, SCG had previously established a vaccine production platform, allowing immediate production when the COVID-19 situation arose, while many countries were still scrambling for external supplies. The two conditions guiding all three circles are Knowledge, which must be comprehensive, careful, cautious, and actively responsive to changes, especially in AI technology that presents both opportunities and threats, and Ethics, involving honesty and the fight against corruption, which is a collective challenge for all sectors in society.
The ultimate goal of these principles is not Economic Growth but “Balance, Stability, and Sustainability,” which aligns with the directions of ESG and SDGs that the business world is aiming towards. ESG and SDGs represent endpoints, while the philosophy of the sufficiency economy serves as the starting point of thought, and MOC 9999 is a tangible tool that translates this philosophy into measurable practices.

Mrs. Pimjai concluded that FTI is prepared to promote and drive the MOC 9999 standards throughout the industrial sector and its members nationwide by leveraging networks of industrial groups and provincial industrial councils as mechanisms for expansion, ensuring this standard reaches all operators, regardless of size, and working alongside relevant government agencies.
“The sufficiency economy is not about slowing growth but fostering resilient growth, which is what the Thai industrial sector needs most at this time when the world is filled with uncertainty. FTI will ensure that the MOC 9999 becomes a standard accessible to Thai operators and a gift from the industrial sector in celebration of the 100th anniversary,” Mrs. Pimjai stated.
