ส.อ.ท. เดินหน้าผลักดัน SMEs เข้าถึงตลาดจัดซื้อจัดจ้างภาครัฐ ชี้เป็นตลาดขนาดใหญ่ที่ช่วยสร้างโอกาสและรายได้ให้ผู้ประกอบการไทย โดยปี 2569 มีงบจัดซื้อจัดจ้างภาครัฐกว่า 1.17 ล้านล้านบาท และจัดซื้อจาก SMEs แล้วกว่า 570,000 ล้านบาท หรือ 40% สูงกว่าเป้าหมายที่รัฐบาลกำหนดไว้ที่ 30%
ตัวเลขดังกล่าวสะท้อนว่าตลาดภาครัฐมีศักยภาพในการเป็น “ตลาดตั้งต้น” ให้ SMEs ขยายธุรกิจ แต่โจทย์สำคัญคือการทำให้ผู้ประกอบการเข้าถึงข้อมูล ระบบจัดซื้อจัดจ้าง และเงื่อนไขการแข่งขันได้ง่ายขึ้น รวมถึงเพิ่มแต้มต่อให้สินค้าที่ผลิตในประเทศ เพื่อให้เม็ดเงินภาครัฐหมุนเวียนกลับสู่ผู้ประกอบการไทยมากขึ้น

วันที่ 8 กันยายน 2569 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในฐานะคณะทำงานด้านเศรษฐกิจชุมชนและ SMEs เข้าร่วมการประชุมคณะทำงานด้านเศรษฐกิจชุมชนและ SMEs ครั้งที่ 2/2569 โดยมี ดร.กอบศักดิ์ ภูตระกูล เป็นประธาน พร้อมด้วยนายวีรชัย มั่นสินธร รองประธาน ส.อ.ท. และประธานสถาบันวิสาหกิจขนาดกลางและขนาดย่อมอุตสาหกรรมการผลิต ณ ห้องประชุมมัฆวาน ตึกแดง 1 ทำเนียบรัฐบาล
ที่ประชุมหารือแนวทางส่งเสริม SMEs ให้เข้าถึงการจัดซื้อจัดจ้างภาครัฐผ่านระบบ e-GP พร้อมพิจารณาแนวทางแก้ไขข้อจำกัดของผู้ประกอบการ ทั้งด้านองค์ความรู้ ศักยภาพ เงินทุน และขั้นตอนการจัดซื้อจัดจ้าง
ปัจจุบันมีผู้ประกอบการขึ้นทะเบียน THAI SME-GP กับ สสว. กว่า 41,000 ราย และมีผู้ประกอบการที่ได้รับการรับรอง Made in Thailand (MiT) จำนวน 1,284 ราย โดยมีข้อเสนอให้พัฒนาระบบ SME ONE ID เพื่อยืนยันสถานะผู้ประกอบการและช่วยป้องกันการสวมสิทธิ์โดยผู้ประกอบการรายใหญ่

หนึ่งในข้อเสนอสำคัญคือการเพิ่มแต้มต่อสำหรับ SMEs ในการจัดซื้อจัดจ้างภาครัฐ โดยผู้ประกอบการที่ขึ้นทะเบียน Thai SME-GP และมีสินค้าที่ได้รับการรับรอง MiT จะได้รับแต้มต่อเพิ่มจาก 10% เป็น 15% เพื่อสนับสนุนสินค้าไทยและเพิ่มความสามารถในการแข่งขันกับผู้ประกอบการรายใหญ่
สำหรับ ส.อ.ท. การผลักดันให้ SMEs เข้าถึงตลาดภาครัฐได้มากขึ้น จะช่วยสร้างโอกาสทางธุรกิจให้ผู้ประกอบการ โดยเฉพาะการนำมาตรฐานและศักยภาพการผลิตของ SMEs ไทยมาเชื่อมกับความต้องการของภาครัฐ พร้อมส่งเสริมให้เม็ดเงินจากการจัดซื้อจัดจ้างเกิดการหมุนเวียนในระบบเศรษฐกิจภายในประเทศ
ส.อ.ท. พร้อมเดินหน้าทำงานร่วมกับภาครัฐและหน่วยงานที่เกี่ยวข้อง เพื่อผลักดันให้กลไกสนับสนุน SMEs เชื่อมโยงกันมากขึ้น ลดขั้นตอนและอุปสรรคในการเข้าถึงตลาด และเปลี่ยน “ตลาดจัดซื้อจัดจ้างภาครัฐ” ให้เป็นโอกาสในการสร้างยอดขาย เพิ่มขีดความสามารถ และต่อยอดการเติบโตของ SMEs ไทยอย่างเป็นรูปธรรม
FTI is advancing efforts to integrate SMEs into the government procurement market, identifying it as a substantial market that creates opportunities and revenue for Thai entrepreneurs. In 2026, the government procurement budget is projected to exceed THB 1.17 trillion, with purchases from SMEs already surpassing THB 570 billion, or 40%, exceeding the government's goal of 30%.
The figures reflect that the public sector holds significant potential to serve as a 'starting market' for SMEs to expand their businesses. However, a critical challenge lies in facilitating access to information, procurement systems, and competitive conditions for entrepreneurs, while also enhancing the advantages for domestically produced goods to increase the flow of government funds back to Thai entrepreneurs.
[Enhancing SMEs' Competitive Advantage to Facilitate Thai Products in Government Market]
On September 8, 2026, the Federation of Thai Industries (FTI), as part of the Working Group on Community Economy and SMEs, participated in the 2nd/2026 meeting of the Working Group on Community Economy and SMEs, chaired by Dr. Kob针对 Puangrat and attended by Mr. Veerachai Munsinthorn, FTI Vice President and President of the Small and Medium-Sized Enterprises Institute of the Manufacturing Industry, at Mahawan Meeting Room, Red Building 1, Government House.
The meeting discussed ways to promote SMEs' access to government procurement through the e-GP system, while addressing limitations faced by entrepreneurs in terms of knowledge, capacity, funding, and procurement procedures.
Currently, over 41,000 entrepreneurs have registered for the THAI SME-GP with the Office of Small and Medium Enterprises Promotion (OSMEP), and 1,284 entrepreneurs have received the Made in Thailand (MiT) certification. There were proposals to develop the SME ONE ID system to verify entrepreneurs' status and help prevent trademark infringement by larger firms.
[Utilizing the Government Market as a Catalyst to Increase Thai SMEs' Competitive Opportunities]
One important proposal is to enhance advantages for SMEs in government procurement. Entrepreneurs registered under Thai SME-GP with MiT certified products will receive an increased advantage from 10% to 15% to support Thai products and bolster competitiveness against larger firms.
For FTI, promoting greater access for SMEs to the public sector market will create business opportunities for entrepreneurs, especially by aligning the production standards and capabilities of Thai SMEs with public sector demands, while promoting the circulation of procurement funds within the domestic economy.
FTI is committed to collaborating with the government and relevant agencies to enhance the support mechanisms for SMEs, reduce barriers and steps to access the market, and transform the 'government procurement market' into opportunities for sales growth, increased capacity, and tangible growth of Thai SMEs.
