เมื่อวันศุกร์ที่ 5 มิถุนายน 2569 นายสมมาต ขุนเศษฐ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมประชุมคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (กพอ.) ครั้งที่ 2/2569 ณ ห้องประชุม 301 ชั้น 3 ตึกบัญชาการ 1 ทำเนียบรัฐบาล โดยมีนายพิพัฒน์ รัชกิจประการ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงคมนาคม เป็นประธานการประชุม
ในที่ประชุมได้รับทราบความคืบหน้าโครงการศูนย์ธุรกิจ EEC และเมืองใหม่น่าอยู่อัจฉริยะ หรือ EECiti โดยมีที่ตั้งอยู่ที่ตำบลห้วยใหญ่ อำเภอบางละมุง จังหวัดชลบุรี บนพื้นที่รวม 14,619 ไร่ โดยระยะแรกมีพื้นที่พัฒนา 5,795 ไร่ รองรับประชากรประมาณ 350,000 คน และสร้างโอกาสการจ้างงานกว่า 200,000 ตำแหน่ง ซึ่งปัจจุบันมีพื้นที่พร้อมพัฒนาแล้วประมาณ 6,168 ไร่ หลังดำเนินการจ่ายค่าชดเชยแก่ผู้มีสิทธิใช้ประโยชน์ที่ดินแล้ว
สำหรับความคืบหน้าสำคัญ ประกอบด้วย การเตรียมจัดตั้งพื้นที่เป็นเขตส่งเสริมเศรษฐกิจพิเศษระยะแรก การออกแบบผังพัฒนาเมือง การศึกษาแนวทางร่วมลงทุน ตลอดจนการเตรียมระบบสาธารณูปโภคหลัก ทั้งระบบน้ำ ไฟฟ้า ถนน และโครงสร้างพื้นฐาน เพื่อรองรับการพัฒนาเป็นเมืองอัจฉริยะและแลนด์มาร์กแห่งใหม่ของภูมิภาค
นอกจากนี้ กพอ. ได้มอบหมายให้การกีฬาแห่งประเทศไทย (กกท.) และสำนักงานคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (สกพอ.) ร่วมกันผลักดันโครงการศูนย์กีฬานานาชาติมาตรฐานโลก และศูนย์สันทนาการระดับโลก (World Class Entertainment & Leisure Hub) ในรูปแบบการร่วมลงทุนระหว่างภาครัฐและเอกชน (PPP) เพื่อยกระดับพื้นที่ EEC ให้เป็นศูนย์กลางกีฬาและการท่องเที่ยวระดับนานาชาติ
ทั้งนี้ กกท. ได้เสนอขอใช้พื้นที่จาก สกพอ. จำนวน 1,129 ไร่ รวมกับพื้นที่เดิมจาก ส.ป.ก. อีก 371 ไร่ รวมพื้นที่โครงการประมาณ 1,500 ไร่
ที่ประชุมยังเห็นชอบให้โครงการพัฒนาโครงสร้างพื้นฐานและระบบสาธารณูปโภคส่วนกลางภายใน EECiti ดำเนินการผ่านกระบวนการ PPP EEC Track เพื่อเปิดโอกาสให้ภาคเอกชนเข้ามาร่วมลงทุนในโครงสร้างพื้นฐานหลัก 10 ระบบ มูลค่ารวมประมาณ 72,042 ล้านบาท ครอบคลุมระบบไฟฟ้าและพลังงานสะอาด ระบบน้ำประปา การบริหารจัดการน้ำ ระบบกำจัดขยะ พื้นที่สีเขียว ภูมิทัศน์ส่วนกลาง และระบบรองรับเมืองอัจฉริยะในอนาคต
โดย สกพอ. เตรียมจัด Market Sounding เพื่อรับฟังความคิดเห็นและประเมินความสนใจจากภาคเอกชน ก่อนเสนออนุมัติโครงการ PPP อย่างเป็นทางการ คาดว่าจะเปิดเชิญชวนเอกชนร่วมลงทุนได้ในช่วงต้นปี 2570 และเริ่มกระบวนการคัดเลือกเอกชน รวมถึงก่อสร้างโครงสร้างพื้นฐานบางส่วนภายในปี 2571
นอกจากนี้ ที่ประชุมได้ขอให้ฝ่ายเลขานุการรายงานความคืบหน้าตามมติ กพอ. ครั้งที่ 1/2569 ซึ่งเห็นชอบในหลักการให้จังหวัดปราจีนบุรีเป็นอีกหนึ่งพื้นที่ในเขตพัฒนาพิเศษภาคตะวันออก (EEC) โดยให้มีการติดตามและรายงานความคืบหน้าอย่างต่อเนื่อง
On Friday, June 5, 2026, Mr. Sommat Khunseth, Vice Chairman of the Federation of Thai Industries (FTI), participated in the second meeting of the Eastern Special Development Zone Policy Committee (EEC Policy Committee) for 2026 at Meeting Room 301, 3rd Floor, Government Complex Building 1, Government House, chaired by Mr. Pipat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport.
The meeting was updated on the progress of the EEC Business Center and the smart and livable city, known as EECiti, located in Huai Yai Subdistrict, Bang Lamung District, Chonburi Province, covering a total area of 14,619 rai. The initial development phase encompasses 5,795 rai, designed to accommodate approximately 350,000 residents and create over 200,000 job opportunities. Currently, about 6,168 rai are ready for development after compensation payments have been made to land use rights holders.
Key advancements include preparations to establish the area as the first phase of a special economic zone, urban development planning, joint investment studies, and preparations for the main utility systems including water, electricity, roads, and infrastructure to support the development of a smart city and a new regional landmark.
Furthermore, the EEC Policy Committee has assigned the Sports Authority of Thailand (SAT) and the Office of the Eastern Special Development Zone Policy Committee (OSEP) to jointly drive the project for a world-class sports center and a world-class entertainment and leisure hub through a public-private partnership (PPP) model to elevate the EEC area into a hub for international sports and tourism.
The SAT has proposed to utilize 1,129 rai of land from OSEP in conjunction with an additional 371 rai from the Agricultural Land Reform Office (ALRO), totaling approximately 1,500 rai for the project.
The meeting also approved the infrastructure and utility system development project within EECiti to proceed through the PPP EEC Track process, allowing the private sector to invest in 10 key infrastructure systems, with a total value of approximately 72,042 million Baht, covering electricity and clean energy systems, water supply management, waste disposal systems, green spaces, central landscapes, and systems to support future smart cities.
OSEP is preparing to hold a Market Sounding to gather feedback and assess interest from the private sector before formally proposing the PPP project for approval, with invitations for private investment expected to be issued in early 2027, and the selection process as well as the construction of certain infrastructure to commence within 2028.
Additionally, the meeting requested that the secretariat report on the progress related to the resolutions from the EEC Policy Committee meeting No. 1/2026, which approved, in principle, to designate Prachinburi Province as another area within the Eastern Special Development Zone (EEC), with continuous tracking and reporting of progress.
