ส.อ.ท. เดินหน้าเร่งใช้ “MiT–GMT” เป็นกลไกยกระดับมาตรฐานและเปิดโอกาสสินค้าไทยเข้าสู่ตลาดจัดซื้อจัดจ้างภาครัฐ ขานรับมติ กอช. ผลักดัน 3 อุตสาหกรรมยุทธศาสตร์ "ป้องกันประเทศ-เครื่องมือแพทย์-ระบบราง"
เมื่อวันที่ 15 กันยายน 2569 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) นำโดยนางกนิษฐ์ เมืองกระจ่าง รองประธาน ส.อ.ท. และประธานสายงานมาตรฐานอุตสาหกรรมและศักยภาพในการแข่งขัน เข้าพบและร่วมประชุมหารือกับนายพลาวุธ วงศ์วิวัฒน์ รองอธิบดีกรมส่งเสริมอุตสาหกรรม พร้อมด้วยคณะผู้บริหารและนักวิชาการอุตสาหกรรม กรมส่งเสริมอุตสาหกรรม (กสอ.) เพื่อขับเคลื่อนความร่วมมือในการส่งเสริมสินค้าไทยสู่ตลาดจัดซื้อจัดจ้างภาครัฐ ณ กรมส่งเสริมอุตสาหกรรม
นางกนิษฐ์ เมืองกระจ่าง และ ดร.ณรัณ ศิริสันธนะ กล่าวถึงความคืบหน้าของโครงการ Made in Thailand (MiT) ซึ่งปัจจุบัน ส.อ.ท. ได้ให้การรับรองสินค้าไทยไปแล้วกว่า 6,000 กิจการ รวมกว่า 70,000 รายการ (SKU) สร้างมูลค่าการจัดซื้อจัดจ้างภาครัฐได้แล้วประมาณ 100,000 ล้านบาท และตั้งเป้าหมายขยายผลสู่ 200,000 ล้านบาท
การประชุมครั้งนี้เป็นการขานรับมติจากการประชุมคณะกรรมการพัฒนาอุตสาหกรรมแห่งชาติ (กอช.) เพื่อเร่งผลักดัน 3 กลุ่มอุตสาหกรรมยุทธศาสตร์ ได้แก่
กลุ่มอุตสาหกรรมป้องกันประเทศ: กำหนด 5 สินค้าเป้าหมาย (Product Champions) ได้แก่ เรือตรวจการณ์, UAV/โดรน, ยานหุ้มเกราะล้อยาง, กระสุน และเสื้อเกราะกันกระสุน พร้อมหารือแนวทางปลดล็อกโครงสร้างภาษีนำเข้าชิ้นส่วน และการยกระดับมาตรฐาน NSN เพื่อเพิ่มสัดส่วนการจัดซื้อสินค้าไทยในงบประมาณเสริมสร้างกำลังกองทัพ
กลุ่มอุตสาหกรรมเครื่องมือแพทย์: มุ่งเน้นการส่งเสริมกลุ่มวัสดุสิ้นเปลืองทางการแพทย์ และเตียงและเฟอร์นิเจอร์โรงพยาบาล พร้อมผลักดันการเปิดโอกาสและสร้างความเชื่อมั่นให้ผู้ผลิตไทยทดแทนการนำเข้า
กลุ่มอุตสาหกรรมระบบรางและ MRO: ผลักดันสัดส่วน Local Content ไม่น้อยกว่า 40% เริ่มจากงานซ่อมบำรุงและปรับปรุง รวมถึงการขยายผลสู่การซ่อมบำรุงอากาศยาน (MRO) ซึ่งเป็นการเปลี่ยนผ่านสำคัญของอุตสาหกรรมชิ้นส่วนยานยนต์ไทย
ด้านนายพลาวุธ วงศ์วิวัฒน์ ได้นำเสนอแนวคิดมาตรฐาน Good Manufacturing of Thailand (GMT) ใน 5 มิติ เพื่อยกระดับสถานประกอบการไทยทั้งด้านคุณภาพ ธรรมาภิบาล แรงงาน สิ่งแวดล้อม และการสร้างมูลค่าเพิ่มในประเทศ ซึ่งที่ประชุมเห็นพ้องร่วมกันให้ใช้เกณฑ์ MiT เป็นเสาหลักที่ 5 ของมาตรฐาน GMT เพื่อเสริมความน่าเชื่อถือและความโปร่งใสในการจัดซื้อจัดจ้างภาครัฐมากยิ่งขึ้น
นอกจากนี้ ทั้งสองหน่วยงานยังได้วางแผนบูรณาการจัดกิจกรรม Roadshow ร่วมกันใน 5 ภูมิภาคทั่วประเทศ โดยจะร่วมมือกับอุตสาหกรรมจังหวัด สำนักงานคลังจังหวัด และสภาอุตสาหกรรมจังหวัด เพื่อลงพื้นที่ให้ความรู้ จัดคลินิกให้คำปรึกษาและแนะนำการขอรับรอง MiT และ GMT รวมถึงการออกบูธนิทรรศการแสดงสินค้าไทย
การหารือร่วมกันในครั้งนี้ถือเป็นก้าวสำคัญในการทำงานร่วมกันระหว่าง ส.อ.ท. และ กสอ. เพื่อร่วมกันยกระดับศักยภาพผู้ประกอบการไทย ผลักดันสินค้าที่ผลิตในประเทศเข้าสู่ตลาดการจัดซื้อจัดจ้างภาครัฐอย่างเป็นรูปธรรม โดย ส.อ.ท. มีกำหนดนำเสนอความคืบหน้าและข้อเสนอแนะจากการหารือดังกล่าวต่อรัฐมนตรีว่าการกระทรวงอุตสาหกรรม และนำเข้าสู่การประชุม กอช. ในลำดับถัดไป
FTI accelerates the use of “MiT–GMT” as a mechanism to elevate standards and provide opportunities for Thai products to enter government procurement markets, responding to GSC's resolution to promote 3 strategic industries: "Defense, Medical Devices, and Rail Systems."
On September 15, 2026, the Federation of Thai Industries (FTI), led by Mrs. Kanit Muangkarja, Vice President of FTI and Chair of the Industrial Standards and Competitiveness Committee, met with Mr. Phlawut Wongwiwat, Deputy Director-General of the Department of Industrial Promotion, along with executives and industrial scholars from the Department of Industrial Promotion (DICT) to drive cooperation in promoting Thai products to government procurement markets at the Department of Industrial Promotion.
Mrs. Kanit Muangkarja and Dr. Narun Sirisanta discussed progress on the Made in Thailand (MiT) project, which has already certified over 6,000 Thai businesses, encompassing more than 70,000 items (SKUs), contributing around 100 billion THB to government procurement and aiming to expand to 200 billion THB.
This meeting was in response to the resolution from the National Industrial Development Board (GSC) to expedite the promotion of 3 strategic industry groups, namely:
1. Defense Industry Group: Identifying 5 target products (Product Champions), including patrol boats, UAVs/drones, wheeled armored vehicles, ammunition, and bulletproof vests; discussing pathways to unlock customs duties on imported components, and enhancing NSN standards to increase the share of Thai products in the defense budget.
2. Medical Device Industry Group: Focusing on promoting disposable medical materials, hospital beds, and furniture, while fostering opportunities and building confidence for Thai manufacturers to replace imports.
3. Rail System and MRO Industry Group: Advocating for a Local Content ratio of no less than 40%, starting from maintenance and upgrades, and expanding into aircraft maintenance, which represents a significant transition for the Thai automotive parts industry.
Moreover, Mr. Phlawut Wongwiwat presented the concept of the Good Manufacturing of Thailand (GMT) standard across 5 dimensions to enhance the quality, governance, labor, environment, and value-added capabilities of Thai enterprises. The meeting agreed to utilize MiT criteria as the 5th pillar of the GMT standard to further enhance reliability and transparency in government procurement.
In addition, both organizations planned to integrate activities for joint Roadshows in 5 regions across the country, collaborating with provincial industries, provincial finance offices, and provincial industrial councils to provide knowledge, conduct consultation clinics, and guide companies in requesting MiT and GMT certifications, as well as organizing exhibitions to showcase Thai products.
This collaborative meeting marks a significant step in the partnership between FTI and DICT to enhance the capacity of Thai entrepreneurs and tangibly promote domestically produced goods into government procurement markets. FTI is scheduled to present progress and recommendations from this meeting to the Minister of Industry and will bring these to the next GSC meeting.
