เมื่อวันที่ 24 มีนาคม 2569 นายเวทิต โชควัฒนา รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสายงานอาเซียนและโลจิสติกส์ และ ดร.นิลสุวรรณ ลีลารัศมี รองประธาน ส.อ.ท. และรองประธานสายงานกฎหมายและภาษี พร้อมด้วยกรรมการสายงานอาเซียนและโลจิสติกส์ กรรมการสายงานกฎหมายและภาษี และผู้แทนกลุ่มอุตสาหกรรม ร่วมหารือกับผู้บริหารกรมศุลกากร ได้แก่ นางนันท์ฐิตา ศิริคุปต์ ที่ปรึกษาด้านพัฒนาระบบควบคุมทางศุลกากร นางกิจจาลักษณ์ ศรีนุชศาสตร์ ที่ปรึกษาด้านพัฒนาระบบสิทธิประโยชน์ทางศุลกากร พร้อมด้วยนายนล เชื่อมสุข ผู้อำนวยการกองสิทธิประโยชน์ทางภาษีอากร นายกานต์ คล้ายสุบรรณ ผู้อำนวยการกองตรวจสอบอากร ปฏิบัติหน้าที่ผู้อำนวยการศูนย์ประมวลข้อมูลการข่าว นายศิโรจน์ นาคถนอม ผู้อำนวยการกองกฎหมาย และเจ้าหน้าที่ศุลกากรที่เกี่ยวข้อง รวมทั้งผู้แทนจากสำนักงานเศรษฐกิจอุตสาหกรรม และสำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) ณ ห้องประชุม 802 ชั้น 8 ส.อ.ท.
ประเด็นการหารือที่สำคัญ ได้แก่ เรื่องเขตปลอดอากร (Free Zone) และการจัดเก็บภาษีอากรนำเข้าสินค้า E-commerce โดยในที่ประชุม ผู้แทนกลุ่มอุตสาหกรรมต่าง ๆ ได้ร่วมแสดงความคิดเห็นในหลากหลายมุมมอง ซึ่งเป็นประโยชน์ต่อแนวคิดของกรมศุลกากรในการนำไปพิจารณาปรับปรุงหรือแก้ไขระเบียบ เพื่อประโยชน์ของอุตสาหกรรมในประเทศ อาทิ การพิจารณาขยายระยะเวลาการเก็บสินค้าในเขตปลอดอากร การปรับปรุงเกณฑ์การกำหนดสัดส่วนการใช้วัตถุดิบในประเทศสำหรับการใช้สิทธิประโยชน์ทางภาษี และแนวคิดในการจัดเก็บอากรนำเข้าสำหรับสินค้า E-commerce
ทั้งนี้ ตั้งแต่วันที่ 1 มกราคม 2569 เป็นต้นมา กรมศุลกากรได้เริ่มจัดเก็บภาษีมูลค่าเพิ่มและอากรขาเข้าสำหรับสินค้า E-commerce ที่สั่งซื้อผ่านแพลตฟอร์ม ตั้งแต่มูลค่าสินค้าบาทแรก ซึ่งมาตรการดังกล่าวมีส่วนช่วยลดความเหลื่อมล้ำระหว่างผู้ประกอบการไทย โดยเฉพาะผู้ประกอบการ SMEs
On March 24, 2026, Mr. Wethit Chokwatana, Vice Chairman of the Federation of Thai Industries (FTI) and Chairman of the ASEAN and Logistics Committee, along with Dr. Nilsuwan Leelaratsami, Vice Chairman of FTI and Vice Chairman of the Legal and Tax Committee, participated in discussions with executives from the Customs Department, including Ms. Nantthita Sirikup, Consultant for Customs Control System Development, Ms. Kitchalak Sreenuchsat, Consultant for Customs Benefits Development, as well as Mr. Nal Chueamsuk, Director of the Tax Benefits Division, Mr. Kant Klaisubarn, Director of the Customs Audit Division, Mr. Siroj Nakthanom, Director of the Legal Division, and relevant customs officials, along with representatives from the Office of Industrial Economics and the Board of Investment (BOI), at Meeting Room 802, 8th floor of FTI.
The key discussion points included issues related to Free Zones and the tax collection for imported E-commerce goods. During the meeting, representatives from various industry groups shared diverse opinions that would benefit the Customs Department's considerations for adjusting regulations for the country's industrial benefits, such as examining the extension of the storage period for goods in Free Zones, improving the criteria for determining the ratio of domestic raw material usage for tax benefit eligibility, and ideas for collecting import duties on E-commerce goods.
Moreover, since January 1, 2026, the Customs Department has begun collecting value-added tax and import duties on E-commerce goods ordered through platforms, starting from the first baht of the product's value. This measure has helped reduce disparities among Thai operators, particularly for SMEs.
