เมื่อวันที่ 16 มีนาคม 2569 นายเวทิต โชควัฒนา รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ประธานคณะกรรมการสายงานอาเซียนและโลจิสติกส์ และนายสุริยนต์ ตู้จินดา รองประธานสายงานอาเซียนและโลจิสติกส์ และประธานคณะกรรมการการค้าชายแดนและผ่านแดน นำคณะผู้บริหารสายงานอาเซียนและโลจิสติกส์ ส.อ.ท. เข้าพบนายสรพงศ์ ไพฑูรย์พงษ์ อธิบดีกรมการขนส่งทางบก และคณะ ณ ห้องประชุม 1 อาคาร 1 กรมการขนส่งทางบก
การหารือในครั้งนี้มีประเด็นสำคัญ ดังนี้
1. มาตรการตรวจสอบชั่วโมงการทำงานของพนักงานขับรถบรรทุก และแนวทางการปรับตัวของภาคเอกชน โดยในระยะที่ผ่านมา กรมการขนส่งทางบกได้ให้นโยบายในการบังคับใช้มาตรการดังกล่าวแก่สำนักงานขนส่งในทุกจังหวัด โดยคำนึงถึงผลกระทบต่อภาคเอกชน ควบคู่ไปกับความปลอดภัยต่อชีวิตและทรัพย์สิน ทั้งนี้ ในระยะต่อไป กรมการขนส่งทางบกจะพิจารณาแต่งตั้งคณะทำงานรัฐ–เอกชน เพื่อพิจารณาปรับปรุงกฎหมายที่เกี่ยวข้องกับการขนส่งให้ทันสมัย และสอดคล้องกับบริบทปัจจุบัน
2. แนวทางความร่วมมือระหว่างรัฐ–เอกชน เพื่อส่งเสริมให้มีการใช้ประโยชน์จากความตกลงว่าด้วยการอำนวยความสะดวกในการขนส่งข้ามพรมแดนในอนุภูมิภาคลุ่มแม่น้ำโขง อาทิ การสร้างความร่วมมือกับแพลตฟอร์มเอกชนที่ให้บริการจองรถบรรทุกขนส่งสินค้าออนไลน์แบบเหมาคันและแบบเที่ยวเปล่า เพื่อลดปัญหารถบรรทุกที่วิ่งเที่ยวเปล่ากลับประเทศไทย รวมถึงการกำกับดูแลรถบรรทุกจดทะเบียนต่างประเทศที่เข้ามาในประเทศ โดยกรมการขนส่งทางบกได้เน้นย้ำว่า การเจรจาในประเด็นการขนส่งทางถนนระหว่างไทยและประเทศเพื่อนบ้าน จะเป็นไปเพื่อประโยชน์ของการขนส่งไทยเป็นสำคัญ
On March 16, 2026, Mr. Vateet Chokwatthana, Vice President of the Federation of Thai Industries (FTI) Chairman of the ASEAN and Logistics Committee, and Mr. Suriyont Tuojinda, Vice President of the ASEAN and Logistics Committee and Chairman of the Border Trade and Transit Committee, led a delegation of executives from the ASEAN and Logistics sector of FTI to meet with Mr. Sorapong Phai-thoong, Director-General of the Department of Land Transport, and his team at Meeting Room 1, Building 1, Department of Land Transport.
The discussion focused on several key issues, as follows:
1. Measures to monitor truck drivers' working hours and the adaptation strategies for the private sector. Recently, the Department of Land Transport has implemented policies to enforce these measures at transport offices in every province, considering the impact on the private sector alongside safety for life and property. In the future, the Department of Land Transport will consider appointing a public-private working group to review and update transportation laws to match current contexts.
2. Cooperation between the public and private sectors to promote the use of the Agreement on the Facilitation of Cross-Border Transport in the Greater Mekong Subregion. This includes fostering partnerships with private platforms offering online truck booking services for full and empty trips to reduce the problem of empty-returning trucks back to Thailand, as well as regulating foreign-registered trucks entering the country. The Department of Land Transport emphasized that discussions on road transport between Thailand and neighboring countries will prioritize the interests of Thai transport.
