เมื่อวันที่ 11 มีนาคม 2569 ดร.ธัญลักษณ์ ธนปกิจ ผู้อำนวยการฝ่ายต่างประเทศ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้รับมอบหมายให้เข้าร่วมงานประชุมระดับภูมิภาค “Regional Consultation Workshop on Nexus and Partnership in the GMS” จัดโดยสถาบันความร่วมมือเพื่อพัฒนาเศรษฐกิจลุ่มน้ำโขง (Mekong Institute: MI) ร่วมกับกระทรวงการต่างประเทศ เครือจักรภพ และการพัฒนาแห่งสหราชอาณาจักร (Foreign, Commonwealth and Development Office: FCDO) ณ ห้อง Radiant ชั้น 4 โรงแรมเมอเวนพิค บีดีเอ็มเอส เวลเนส รีสอร์ท กรุงเทพฯ
งานนี้จัดขึ้น โดยมีวัตถุประสงค์เพื่อระดมความคิดเห็นต่อผลการวิจัยในการสร้างแนวทางแก้ไขปัญหาข้ามพรมแดนอย่างยั่งยืน โดยภายในงานได้รับเกียรติจากนายแมทธิว ฟิลลิปส์ (Mr. Matthew Phillips) เลขานุการเอก สถานเอกอัครราชทูตอังกฤษประจำประเทศไทย เป็นผู้กล่าวเปิดงาน และเน้นย้ำถึงนโยบายการพัฒนาระหว่างประเทศรูปแบบใหม่ที่มุ่งสร้างความยืดหยุ่นในระยะยาว (Long-term resilience) และการเป็นหุ้นส่วนที่เท่าเทียม (Partnership of equals) เพื่อรับมือกับวิกฤตโลกและการเปลี่ยนแปลงสภาพภูมิอากาศ
ทั้งนี้ นายสุริยัน วิจิตรเลขการ ผู้อำนวยการบริหารสถาบันความร่วมมือเพื่อพัฒนาเศรษฐกิจลุ่มน้ำโขง (MI) ได้กล่าวถึงความสำคัญของการเปลี่ยน “นโยบายไปสู่การปฏิบัติ” (Policy into Implementation) โดยใช้แนวคิดการบูรณาการเชื่อมโยง (Nexus) และหุ้นส่วนความร่วมมือ (Partnership) เป็นกลไกหลัก
ทั้งนี้ ภายในงานมีกิจกรรมสำคัญ ได้แก่
1. การนำเสนอผลการศึกษาเรื่องแนวคิดความเชื่อมโยง (Nexus Findings) โดย ดร. อเล็กซ์ สไมเกิล (Dr. Alex Smajgl) กรรมการผู้จัดการสถาบันวิจัย Mekong Regional Futures Institute (MERFI) โดยผลของการศึกษา พบว่า การจัดการความเชื่อมโยงระหว่างภาคส่วนต่าง ๆ เช่น น้ำ พลังงาน อาหาร และสุขภาพ จะช่วยลดการทำงานแบบแยกส่วน (Silos) และสามารถสร้างมูลค่าทางเศรษฐกิจให้ภูมิภาค GMS ได้สูงถึง 5 หมื่นล้านดอลลาร์สหรัฐต่อปี พร้อมเสนอให้เร่งจัดการปัญหาใหม่ เช่น ฝุ่นควันข้ามพรมแดน และมลพิษจากสารโลหะหนัก
2. การนำเสนอรูปแบบหุ้นส่วนความร่วมมือ (Partnership Models) โดย ทีมที่ปรึกษาได้วิเคราะห์รูปแบบหุ้นส่วนความร่วมมือ 6 กลุ่ม ได้แก่
1) กลไกความร่วมมือพหุภาคี/ระดับภูมิภาค (Multilateral/Regional Cooperation)
2) เครือข่ายและกลุ่มความร่วมมือด้านการวิจัย (Research Networks and Consortia)
3) ความร่วมมือแบบใต้-ใต้ (South-South Cooperation: SSC) หรือ กรอบความร่วมมือทางวิชาการ เศรษฐกิจ และเทคนิคระหว่างประเทศกำลังพัฒนา (ซีกโลกใต้)
4) ความร่วมมือภาครัฐและเอกชน (Public-Private Partnerships - PPP)
5) การเป็นพันธมิตรเพื่อการลงทุนที่มุ่งสร้างผลลัพธ์เชิงบวกต่อสังคมและสิ่งแวดล้อมควบคู่ไปกับผลตอบแทนทางการเงิน โดยเน้นการวัดผลกระทบจริงอย่างเป็นรูปธรรม (Impact Investment Partnerships)
6) เครือข่ายภาคประชาสังคม (Civil Society Networks) โดยเสนอให้ MI ทำหน้าที่เป็นตัวกลาง (Neutral platform) ในการประสานงานเพื่อลดความซ้ำซ้อนของการดำเนินงานและการใช้ทรัพยากรด้านต่างๆ
3. การระดมสมองผ่านกิจกรรม World Cafe และ Breakout Sessions: มีการหารือในประเด็นสำคัญ ได้แก่ 1) การส่งเสริมสุขภาพหนึ่งเดียว (One Health) ซึ่งเป็นแนวทางบูรณาการที่เชื่อมโยงสุขภาวะของมนุษย์ สัตว์ และสิ่งแวดล้อมเข้าด้วยกัน เพื่อจัดการกับภัยคุกคามสุขภาพที่กระทบต่อการส่งออกและสุขภาวะของเด็ก 2) การมีส่วนร่วมของภาคเอกชน โดยเน้นการเชื่อมโยงการทำงานจากล่างขึ้นบน (Bottom-up) เพื่อช่วยเหลือกลุ่มเปราะบาง 3) การยกระดับเชิงนโยบาย โดย MI เสนอให้มีการผลักดันข้อเสนอในด้านต่างๆ ต่อระดับรัฐมนตรีเพื่อให้เกิดการนำไปใช้ในคณะทำงานชุดต่าง ๆ อย่างเป็นรูปธรรม
การประชุมครั้งนี้ ถือเป็นก้าวสำคัญในการเตรียมความพร้อมมุ่งสู่การประชุม Mekong Forum 2026 ที่จะจัดขึ้นในเดือนกรกฎาคม 2569 โดยประเทศไทยเป็นเจ้าภาพ ภายใต้ธีม "People, Partnership, Progress" เพื่อรวบรวมและนำเสนอแนวทางปฏิบัติที่ชัดเจน (Implementable pathway) ในการบรรลุเป้าหมายการพัฒนาภูมิภาคลุ่มแม่โขงภายในปี ค.ศ. 2030
On March 11, 2026, Dr. Thanyalak Thanapakij, Director of the International Affairs Division of the Federation of Thai Industries (FTI), was appointed to participate in the regional consultation workshop titled “Regional Consultation Workshop on Nexus and Partnership in the GMS,” organized by the Mekong Institute (MI) in collaboration with the Foreign, Commonwealth and Development Office (FCDO) of the United Kingdom at the Radiant Room, 4th floor, Mövenpick BDMS Wellness Resort Bangkok.
This event was held with the objective of gathering insights on research findings to create sustainable solutions for cross-border issues. The workshop was honored to have Mr. Matthew Phillips, Minister-Counselor at the British Embassy in Thailand, as the keynote speaker, who emphasized the importance of a new model of international development that aims to build long-term resilience and equitable partnerships to address global crises and climate change.
Furthermore, Mr. Suriyan Wichitlekhan, Executive Director of the Mekong Institute (MI), discussed the significance of translating “policy into implementation” by utilizing the concepts of integration (Nexus) and partnerships as fundamental mechanisms.
Important activities at the event included:
1. Presentation of research findings on Nexus by Dr. Alex Smajgl, Managing Director of the Mekong Regional Futures Institute (MERFI). The study revealed that managing the connections between various sectors such as water, energy, food, and health could reduce siloed operations and potentially generate economic value for the GMS region of up to $50 billion per year, alongside addressing emerging issues such as cross-border haze pollution and heavy metal contamination.
2. Presentation of partnership models. The consulting team analyzed six partnership models:
1) Multilateral/Regional Cooperation
2) Research Networks and Consortia
3) South-South Cooperation (SSC) or frameworks for academic, economic, and technical cooperation among developing countries (South Hemisphere)
4) Public-Private Partnerships (PPP)
5) Investment partnerships focusing on achieving positive social and environmental outcomes alongside financial returns, emphasizing the measurement of tangible impacts (Impact Investment Partnerships)
6) Civil Society Networks. MI was suggested to act as a neutral platform to coordinate efforts to reduce overlaps in operations and the use of various resources.
3. Brainstorming through World Café and Breakout Sessions: Discussions focused on key issues including 1) promoting One Health, an integrated approach linking human, animal, and environmental health to address health threats impacting exports and child well-being 2) private sector involvement, emphasizing bottom-up connections to assist vulnerable groups 3) policy elevation, with MI proposing to advocate for various recommendations at the ministerial level for concrete implementation in various working groups.
This meeting marks a significant step in preparing for the Mekong Forum 2026, which will be held in July 2026, with Thailand as the host under the theme "People, Partnership, Progress" to compile and present clear implementable pathways toward achieving development goals for the Greater Mekong Subregion by 2030.
