เมื่อวันศุกร์ที่ 30 มกราคม 2569 ดร.นิลสุวรรณ ลีลารัศมี รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วยนางสาวสุนีย์ วรวุฒางกูร เลขานุการคณะอนุกรรมการเขตการค้าเสรี นางสาวปริญดา นาคทอง ผู้ช่วยเลขานุการคณะอนุกรรมการเขตการค้าเสรี และนางสาวทัศนีย์ วิวัฒนชัยวงศ์ ผู้แทนกลุ่มอุตสาหกรรมยานยนต์ ส.อ.ท. ได้เข้าร่วมเป็นวิทยากรในงานสัมมนาหัวข้อ “อดีต ปัจจุบัน อนาคตประเทศไทย: จะรุ่งหรือร่วงได้…ภายใต้ FTAs” ซึ่งจัดโดยคณะกรรมาธิการการต่างประเทศ วุฒิสภา เพื่อเป็นเวทีแลกเปลี่ยนความคิดเห็นและข้อมูล อันเป็นประโยชน์เกี่ยวกับการใช้ประโยชน์จากความตกลงการค้าเสรี (FTA) ของไทย โดยได้รับเกียรติจากนายนิรัตน์ อยู่ภักดี ประธานคณะกรรมาธิการการต่างประเทศ เป็นประธานกล่าวเปิด ณ ห้องประชุม b1-1 อาคารรัฐสภา
สำหรับกิจกรรมในช่วงเช้า เป็นการเสวนาแลกเปลี่ยนความคิดเห็นต่อร่างรายงานการวิเคราะห์และข้อเสนอแนะเกี่ยวกับการจัดทำความตกลงการค้าเสรี ทั้งความตกลงที่ไทยได้เจรจาสำเร็จแล้ว อยู่ระหว่างการเจรจา และมีแผนจะเจรจาในอนาคต จากนั้นเป็นกิจกรรมอภิปรายแบบกลุ่ม ซึ่งแบ่งออกเป็น 3 กลุ่ม ได้แก่
กลุ่มที่ 1 FTA เร่งด่วน ไทย–สหภาพยุโรป (EU FTA)
กลุ่มที่ 2 บทเรียนจาก FTA ที่มีผลบังคับใช้แล้ว และการยกระดับการใช้ประโยชน์
และกลุ่มที่ 3 FTA อนาคต: ยุทธศาสตร์การเจรจาใหม่ของไทย
ทั้งนี้ ในการสัมมนาดังกล่าว ผู้แทนจาก ส.อ.ท. ได้แสดงความคิดเห็นต่อแนวทางการจัดทำ FTA ในอนาคต โดยเสนอให้ (1) เร่งผลักดันการบังคับใช้กฎหมายด้าน Offset Policy ก่อนการลงนาม FTA เพื่อกำหนดเงื่อนไขการชดเชยที่เหมาะสม (2) ภาครัฐควรให้ความสำคัญกับการเจรจาเรื่องระยะเวลาการปรับตัว (Transition Period) ควบคู่กับเงื่อนไขการถ่ายทอดองค์ความรู้และเทคโนโลยีให้แก่บุคลากรในประเทศ และ (3) ส่งเสริมการให้ความรู้แก่ผู้ประกอบการ SMEs เกี่ยวกับกฎว่าด้วยถิ่นกำเนิดสินค้า เพื่อกระตุ้นการใช้สิทธิประโยชน์ภายใต้ FTA ให้มากยิ่งขึ้น
On Friday, January 30, 2026, Dr. Nilsuwan Leelarasmi, Vice Chairman of the Federation of Thai Industries (FTI), along with Ms. Sunee Voravuthangkoon, Secretary of the Subcommittee on Free Trade Areas, Ms. Parinda Nakhthong, Assistant Secretary of the Subcommittee on Free Trade Areas, and Ms. Thatsanee Wiwatchaivong, Representative of the Automotive Industry Group, FTI, participated as speakers in the seminar titled “Past, Present, Future of Thailand: Will It Thrive or Decline Under FTAs,” organized by the Committee on Foreign Affairs of the Senate, to provide a platform for exchanging views and useful information regarding the utilization of Thailand’s Free Trade Agreements (FTAs). The seminar was honored with an opening address by Mr. Nirat Yuppakdee, Chairman of the Committee on Foreign Affairs, held at Meeting Room B1-1, Parliament Building.
The morning activities consisted of a discussion exchanging views on the draft report analyzing and proposing suggestions regarding the formation of Free Trade Agreements, including those that Thailand has successfully negotiated, those currently under negotiation, and those planned for future negotiation. This was followed by a group discussion activity, divided into three groups as follows:
Group 1: Urgent FTA - Thailand–European Union (EU FTA)
Group 2: Lessons Learned from Implemented FTAs and Enhancing Utilization
Group 3: Future FTAs: Thailand's New Negotiation Strategies
During this seminar, representatives from the FTI expressed opinions on strategies for future FTA development, proposing that (1) the enforcement of the Offset Policy legislation should be expedited before signing FTAs to define appropriate compensation conditions, (2) the government should prioritize negotiating the transition period alongside the terms of technology and knowledge transfer to local personnel, and (3) promote education for SMEs regarding rules of origin to enhance the utilization of benefits under FTAs.
