วันที่ 9 ธันวาคม 2568 นายวิวรรธน์ เหมมณฑารพ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้เข้าร่วมการประชุมคณะกรรมการนโยบายเศรษฐกิจ ครั้งที่ 7/2568 โดยมี ดร.เอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรี เป็นประธานการประชุม พร้อมด้วยรัฐมนตรีว่าการกระทรวงที่เกี่ยวข้องด้านเศรษฐกิจ ปลัดกระทรวง หัวหน้าหน่วยงานที่เกี่ยวข้อง และผู้แทนภาคเอกชนจากคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) ณ ห้องประชุม 501 ชั้น 5 ตึกบัญชาการ 1 ทำเนียบรัฐบาล
รองนายกรัฐมนตรี กล่าวว่า นายกรัฐมนตรีได้มีข้อสั่งการให้ยกเลิกประกาศสถานการณ์ฉุกเฉินในจังหวัดสงขลา เนื่องจากสถานการณ์อุทกภัยได้คลี่คลาย พร้อมทั้งกำชับให้ปรับปรุงเกณฑ์การจ่ายเงินเยียวยาผู้เสียชีวิตจากน้ำท่วมใน 9 จังหวัดภาคใต้เป็นรายละ 2 ล้านบาท ซึ่งอยู่ระหว่างนำเสนอ ครม. ทั้งนี้ ที่ประชุมได้มีมติเห็นชอบในหลักการและรับทราบการดำเนินมาตรการ “Quick Big Win” เพื่อเพิ่มโอกาสการออมและความมั่นคงทางการเงินของประชาชน ซึ่งประกอบด้วย 6 มาตรการหลัก โดยมีเป้าหมายเพื่อสร้างแรงจูงใจในการออมที่หลากหลายและรองรับสังคมสูงวัย
กระทรวงการคลัง ได้พิจารณาจัดทำ 6 มาตรการสำคัญ ประกอบด้วย (1) โครงการบัญชีการออมการลงทุนส่วนบุคคล (TISA) ซึ่งเป็นแกนหลักของการปฏิรูปการออมและจะเริ่มใช้บังคับตั้งแต่วันที่ 1 กรกฎาคม 2569 โดยมีการปรับปรุงหลักเกณฑ์หักลดหย่อนภาษีให้เพิ่มวงเงินสูงสุดเป็น 800,000 บาทต่อปี พร้อมทั้งยกเว้นภาษีเงินได้สำหรับผลประโยชน์จากการลงทุนในบัญชี TISA วงเงินไม่เกิน 200,000 บาทแรกต่อปี (2) การยกเว้นอากรแสตมป์สำหรับกรมธรรม์ประกันภัยรายย่อย (Micro Insurance) (3) โครงการออกพันธบัตรรัฐบาลเพื่อการออมผ่าน Bond Connect Platform ขั้นต่ำ 1,000 บาท ซึ่งจะเริ่มจัดจำหน่ายในเดือนมกราคม 2569 (4) การปรับปรุงผลิตภัณฑ์ประกันชีวิตแบบบำนาญให้สามารถจ่ายเงินก้อนงวดแรกได้ไม่เกินร้อยละ 30 ของจำนวนเงินเอาประกันภัย (5) การปฏิรูปกฎเกณฑ์การลงทุนของธุรกิจประกันภัย เพื่อเพิ่มความยืดหยุ่นในการบริหารจัดการพอร์ตการลงทุน และ (6) การปรับลดหลักเกณฑ์ค่าความเสี่ยงตราสารทุน (Risk Charge) จากร้อยละ 25 เป็นร้อยละ 15 เพื่อส่งเสริมการลงทุนในตราสารทุนไทย
ทั้งนี้ ที่ประชุมได้รับทราบว่า การขับเคลื่อนนโยบาย Quick Big Win ของรัฐบาล ส่งผลให้ดัชนีความเชื่อมั่นทางเศรษฐกิจทั้ง 3 ตัว 1) ดัชนีความเชื่อมั่นเศรษฐกิจภูมิภาค 2) ดัชนีความเชื่อมั่นผู้บริโภค และ 3) ดัชนีความเชื่อมั่น SMEs มีการปรับตัวขึ้นในระยะที่ผ่านมา อย่างไรก็ตาม สำหรับการเปิดลงทะเบียนบัตรสวัสดิการแห่งรัฐรอบใหม่ และโครงการ ‘คนละครึ่ง พลัส’ เฟส 2 นั้น ยังอยู่ระหว่างการพิจารณารายละเอียดร่วมกับทีมเศรษฐกิจและจะชี้แจงอีกครั้ง
On December 9, 2025, Mr. Wiwat Hemmakantharop, Vice Chairman of the Federation of Thai Industries (FTI), participated in the 7th Economic Policy Committee Meeting, presided over by Dr. Aekniti Nitithanprapas, Deputy Prime Minister, along with relevant economic ministers, permanent secretaries, heads of related agencies, and representatives from the private sector from the Joint Private Sector Committee of three organizations (JSCC) at Meeting Room 501, 5th Floor, Government Administration Building 1, Government House.
The Deputy Prime Minister stated that the Prime Minister has ordered the cancellation of the emergency declaration in Songkhla Province due to the alleviation of the flooding situation, and urged the revision of the compensation criteria for those who lost their lives in the floods in 9 southern provinces to 2 million Thai Baht per person, which is currently under presentation to the Cabinet (Cabinet). Furthermore, the meeting approved in principle and acknowledged the implementation of the “Quick Big Win” measures to increase opportunities for savings and financial stability for citizens, which consists of 6 main measures aimed at creating diverse incentives for savings and accommodating an aging society.
The Ministry of Finance has considered the creation of 6 important measures as follows: (1) The Personal Investment Savings Account (TISA) project, which is the core of savings reform and will become effective from July 1, 2026, with adjusted tax deduction criteria raising the maximum amount to 800,000 Baht per year, along with exempting income tax for benefits from investments in TISA accounts up to the first 200,000 Baht per year; (2) exemption of stamp duty for microinsurance policies; (3) the issuance of government bonds for savings through the Bond Connect Platform with a minimum investment of 1,000 Baht, which will begin distribution in January 2026; (4) improvement of pension life insurance products to allow an initial lump-sum payment of no more than 30% of the insured amount; (5) reforming investment rules for insurance businesses to increase flexibility in managing investment portfolios; and (6) reduction of the equity risk charge from 25% to 15% to promote investment in Thai equities.
Additionally, the meeting acknowledged that the implementation of the government’s Quick Big Win policy has resulted in an increase in all three economic confidence indices: 1) regional economic confidence index; 2) consumer confidence index; and 3) SMEs confidence index has improved in the recent past. However, the registration for the new round of the State Welfare Card and the ‘Half-Half Plus’ Phase 2 project is still under detailed consideration with the economic team and will be clarified further.
