เมื่อวันที่ 1 ธันวาคม 2568 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้เข้าร่วมการประชุมคณะกรรมการนโยบายเศรษฐกิจ ครั้งที่ 6/2568 โดยมีนายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธานการประชุม พร้อมด้วยคณะรัฐมนตรี ปลัดกระทรวงที่เกี่ยวข้อง รวมทั้งผู้แทนภาคเอกชนจากคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) ณ ตึกสันติไมตรี (หลังใน) ทำเนียบรัฐบาล
นายกรัฐมนตรีกล่าวว่า คณะกรรมการนโยบายเศรษฐกิจได้มีมติเร่งดำเนินการฟื้นฟูผลกระทบทางเศรษฐกิจอย่างรุนแรงจากอุทกภัยในพื้นที่ภาคใต้ โดยเน้นการฟื้นฟูโครงสร้างพื้นฐานและเศรษฐกิจควบคู่ไปกับการดูแลสุขภาพของผู้ประสบภัย พร้อมทั้งแจ้งถึงพระมหากรุณาธิคุณของพระบาทสมเด็จพระเจ้าอยู่หัว ที่ทรงรับศพผู้เสียชีวิตไว้ในพระบรมราชานุเคราะห์ และพระราชทานเงินช่วยเหลือและอุปกรณ์ทางการแพทย์แก่โรงพยาบาลหาดใหญ่และหน่วยงานช่วยเหลือภัยพิบัติ นายกรัฐมนตรีจึงกำชับให้เร่งดำเนินการตามพระราชกระแส และเร่งนำเสนอมติของที่ประชุมคณะกรรมการนโยบายเศรษฐกิจ (กนศ.) เข้าสู่การพิจารณาของคณะรัฐมนตรีในวันที่ 2 ธันวาคม 2568 เพื่อให้การจ่ายเงินเยียวยาและการฟื้นฟูเป็นไปอย่างรวดเร็ว
สำหรับการประชุมครั้งนี้ ที่ประชุมได้รับทราบมาตรการสำคัญจากหน่วยงานต่าง ๆ และเห็นชอบมาตรการ “Quick Big Win” เพื่อ SMEs ไทย รวมถึงมาตรการส่งเสริมผู้ประกอบการผ่านระบบ BDS “SME Spring Board by สำนักงานส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม (สสว.)” และมาตรการ “THAI SME-GP Plus” โดยมาตรการช่วยเหลือผู้ประสบอุทกภัยภาคใต้ ได้ออกแบบภายใต้แนวคิด “Quick Big Recovery” โดยมีรายละเอียดครอบคลุมทั้งมาตรการด้านการเงิน ภาษี การประกันภัย การประกอบอาชีพ และการฟื้นฟูระบบสาธารณูปโภค แบ่งเป็น 3 ระยะ ดังนี้
ระยะที่ 1 การช่วยเหลือผู้ประสบภัยอย่างเร่งด่วน เน้นการแก้ไขสถานการณ์เฉพาะหน้า ได้แก่ การจัดหาสิ่งของอุปโภคบริโภคจำเป็น การจัดหาที่พัก/ศูนย์พักพิง และการจัดหาระบบสาธารณูปโภคพื้นฐานที่จำเป็น รวมถึงมาตรการภาษีสนับสนุนการบริจาค และการเร่งรัดการจ่ายเงินทดแทนกรณีว่างงาน
ระยะที่ 2–3 การเยียวยาและฟื้นฟูผู้ได้รับผลกระทบทางเศรษฐกิจและทรัพย์สิน มุ่งเน้นการประคับประคองและบรรเทาความเสียหายอย่างรอบด้าน เพื่อให้ประชาชนและธุรกิจกลับมาใช้ชีวิตได้ตามปกติ โดยมาตรการหลัก ได้แก่
• การลดภาระหนี้ ผ่านการพักชำระเงินต้นและดอกเบี้ย 12 เดือน (ดอกเบี้ยร้อยละ 0) สำหรับสินเชื่อไม่เกิน 1 ล้านบาทต่อสถาบันการเงินเฉพาะกิจ
• การส่งเงินให้ถึงมือ ผ่านสินเชื่อเยียวยา (ไม่เกิน 1 แสนบาท) และสินเชื่อฟื้นฟู (ไม่เกิน 1 ล้านบาท) ซึ่งปลอดดอกเบี้ย 12 เดือนแรก
• การสนับสนุนเกษตรกรชาวสวนยาง และการยกเว้นภาษีเงินได้สำหรับเงินชดเชยที่ได้รับ
• การลดภาระค่าใช้จ่าย ผ่านการยกเว้นอากรศุลกากรสำหรับเครื่องจักรทดแทน การยกเว้นค่าเช่าที่ราชพัสดุ และการลดค่าน้ำประปาในพื้นที่ประสบภัย
• การตรวจสอบความปลอดภัยของโครงสร้างพื้นฐานโดยรัฐวิสาหกิจ เพื่อการฟื้นฟูโดยเร็ว
นอกจากนี้ ยังมีการสั่งการให้ธนาคารแห่งประเทศไทยพิจารณาแนวทางที่เหมาะสม เพื่อให้ลูกหนี้ของธนาคารพาณิชย์และผู้ให้บริการทางการเงินอื่น ๆ (Non-Bank) ได้รับความช่วยเหลือที่สอดคล้องกับแนวทางการให้ความช่วยเหลือของสถาบันการเงินเฉพาะกิจ
On December 1, 2025, Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), participated in the 6th Economic Policy Committee meeting, presided by Mr. Anutin Charnvirakul, the Prime Minister and Minister of Interior. The meeting was attended by Cabinet members, Permanent Secretaries of relevant ministries, and representatives from the private sector from the Tripartite Joint Private Sector Committee at the Santimaitri Building (Inner) Government House.
The Prime Minister stated that the Economic Policy Committee has resolved to accelerate the recovery of the severe economic impacts caused by floods in the southern region, emphasizing the restoration of infrastructure and the economy alongside healthcare for those affected. He also conveyed the royal grace of His Majesty the King, who has taken the deceased under the royal patronage and provided financial assistance and medical supplies to Hat Yai Hospital and disaster relief agencies. The Prime Minister therefore instructed to expedite the actions according to the royal command and to promptly present the resolutions of the Economic Policy Committee (EP) for consideration by the Cabinet on December 2, 2025, so that the compensation payments and recovery efforts can proceed swiftly.
During this meeting, the attendees were informed of important measures from various agencies and approved the “Quick Big Win” measures for Thai SMEs, including measures to promote entrepreneurs through the BDS system “SME Spring Board by the Office of Small and Medium Enterprises Promotion (OSMEP)” and the “THAI SME-GP Plus” measures. The assistance measures for flood victims in the South were designed under the concept of “Quick Big Recovery” with details covering financial measures, taxation, insurance, employment, and the restoration of public utilities, divided into three phases as follows:
Phase 1: Emergency assistance for victims, focusing on immediate solutions including the provision of essential consumer goods, the establishment of shelters, and the supply of necessary public utilities, along with tax measures to support donations and the expedited payment of unemployment compensation.
Phases 2-3: Support and recovery for individuals economically and materially affected, aiming to comprehensively alleviate damages so that citizens and businesses can resume normal living. The main measures include:
• Debt relief through a 12-month deferment of both principal and interest payments (0% interest) for loans not exceeding 1 million baht per specialized financial institution.
• Direct financial assistance through relief loans (up to 100,000 baht) and recovery loans (up to 1 million baht) with a 12-month interest-free period.
• Support for rubber farmers and exemption from income tax for compensation received.
• Reduction of expenses through exemption from customs duties for replacement machinery, waiving of rental fees for state property, and reduction of water charges in disaster-affected areas.
• Safety inspections of infrastructure by state enterprises to facilitate timely recovery.
In addition, instructions were issued for the Bank of Thailand to consider appropriate measures to ensure that debtors of commercial banks and other financial service providers (Non-Bank) receive assistance consistent with the assistance framework of specialized financial institutions.
