เมื่อวันศุกร์ที่ 14 พฤศจิกายน 2568 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) มอบหมายให้นางสาวเพชรรัตน์ เอกแสงกุล รองประธาน ส.อ.ท. เป็นผู้แทนร่วมลงนามบันทึกข้อตกลงความเข้าใจ (MOU) ด้านการมาตรฐาน กับนายเอกนิติ รมยานนท์ เลขาธิการสำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) โดยมีผู้บริหารระดับสูงจากทั้งสองหน่วยงานเข้าร่วมเป็นสักขีพยานในพิธี ณ ห้องประชุม PTT Group (1012) ชั้น 10 ส.อ.ท.
นางสาวเพชรรัตน์ กล่าวว่า ความร่วมมือในครั้งนี้มีเป้าหมายเพื่อสร้างความเข้าใจอันดี และหาแนวทางที่ ส.อ.ท. จะสามารถสนับสนุนการดำเนินงานของ สมอ. เพื่อบรรลุเป้าหมายร่วมกันในการพัฒนาระบบการมาตรฐานของประเทศได้อย่างมีประสิทธิภาพ
ด้านนายเอกนิติ กล่าวว่า สมอ. มีความมุ่งมั่นที่จะทำงานร่วมกับทุกกลุ่มอุตสาหกรรมของ ส.อ.ท. อย่างใกล้ชิด โดยให้ความสำคัญกับการขับเคลื่อนโครงสร้างพื้นฐานด้านคุณภาพของประเทศ (National Quality Infrastructure: NQI) ให้เกิดผลเป็นรูปธรรม ซึ่งเป็นวาระสำคัญที่ต้องอาศัยความร่วมมือจากทุกภาคส่วน โดยเฉพาะ ส.อ.ท. ในฐานะพันธมิตรหลัก
สำหรับแนวทางการพัฒนา NQI แบ่งเป็น 4 ประเด็นสำคัญ ดังนี้
1. ด้านมาตรฐาน (Standards): จัดทำแผนแม่บทด้านการมาตรฐานระดับชาติ (National Plan for Standards) เพื่อกำหนดทิศทางของอุตสาหกรรมสำคัญ เช่น อุตสาหกรรมเหล็ก
2. ด้านการประเมินความสอดคล้อง (Conformity Assessment): พัฒนาศักยภาพห้องปฏิบัติการ ผู้ตรวจสอบ และโครงสร้างพื้นฐานที่เกี่ยวข้องให้เพียงพอและกระจายทั่วประเทศ พร้อมส่งเสริมบทบาทของสถาบันการศึกษา
3. ด้านมาตรวิทยา (Metrology): เสริมสร้างความเชื่อมั่นในระบบการวัดของประเทศให้สามารถสอบกลับได้ตามมาตรฐานสากล
4. ด้านการเฝ้าระวังตลาด (Market Surveillance): ยกระดับระบบตรวจสอบและควบคุมสินค้าในตลาดให้มีประสิทธิภาพ รวมถึงพิจารณารูปแบบธุรกิจใหม่ที่เหมาะสม โดยทำงานร่วมกับภาคเอกชนในการพัฒนากลไกดังกล่าว
การร่วมมือระหว่าง ส.อ.ท. และ สมอ. ครั้งนี้ ถือเป็นก้าวสำคัญที่จะช่วยขับเคลื่อนการพัฒนาระบบนิเวศด้านการมาตรฐานของประเทศไทยให้มีความทันสมัยทัดเทียมนานาชาติ สนับสนุนศักยภาพการแข่งขันของผู้ประกอบการไทย และเสริมสร้างความเชื่อมั่นด้านคุณภาพและความปลอดภัยให้แก่ผู้บริโภคอย่างยั่งยืน
On Friday, November 14, 2025, Mr. Kriangkrai Theeranukul, Chairman of the Federation of Thai Industries (FTI), assigned Ms. Petcharat Aeksangkun, Vice Chairman of FTI, as a representative to sign a Memorandum of Understanding (MOU) on standards with Mr. Ekniti Nitithanprapas, Secretary-General of the Thai Industrial Standards Institute (TISI). Senior executives from both organizations attended the ceremony as witnesses in the PTT Group meeting room (1012), 10th floor of FTI.
Ms. Petcharat stated that this collaboration aims to foster a good understanding and find ways in which FTI can support TISI in achieving the common goal of developing the country’s standards system efficiently.
Mr. Ekniti expressed that TISI is committed to working closely with all industry groups of FTI, emphasizing the importance of driving the country's National Quality Infrastructure (NQI) to yield tangible results. This is a crucial agenda that requires cooperation from all sectors, especially FTI as a key partner.
The development approach for NQI is divided into four key areas as follows:
1. Standards: Develop a national master plan for standards to set the direction for significant industries such as the steel industry.
2. Conformity Assessment: Enhance the capabilities of laboratories, inspectors, and related infrastructures to be sufficient and distributed nationwide, while promoting the role of educational institutions.
3. Metrology: Strengthen trust in the country’s measurement systems to ensure traceability according to international standards.
4. Market Surveillance: Upgrade the system for inspecting and controlling products in the market to be efficient, including considering new business models that are appropriate, working with the private sector to develop such mechanisms.
The collaboration between FTI and TISI this time represents a significant step forward in driving the development of Thailand’s standards ecosystem to align with international standards, enhancing the competitiveness of Thai entrepreneurs, and fostering sustainable confidence in quality and safety for consumers.
