เมื่อวันที่ 10 พฤศจิกายน 2568 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมการประชุมคณะกรรมการนโยบายเศรษฐกิจ ครั้งที่ 4/2568 โดยมีนายอนุทิน ชาญวีรกูล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธานการประชุม พร้อมด้วยนายเอกนิติ นิติทัณฑ์ประภาศ รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง ผู้แทนหน่วยงานที่เกี่ยวข้อง และผู้แทนภาคเอกชนจากคณะกรรมการร่วมภาคเอกชน 3 สถาบัน (กกร.) เข้าร่วม ณ ห้องกำปั่นทอง อาคาร 150 ปี กระทรวงการคลัง
นายเอกนิติ แถลงภายหลังการประชุมคณะกรรมการนโยบายเศรษฐกิจ ครั้งที่ 4/2568 ว่า ที่ประชุมมีมติเห็นชอบโครงการพัฒนาความรู้และทักษะ (Upskill) หรือการเรียนรู้ทักษะใหม่ (Reskill) สำหรับร้านค้าที่เข้าร่วมโครงการ “คนละครึ่งพลัส” หรือโครงการ “คนละครึ่งพลัส เฟส 1.5” โดยภาครัฐจะให้เงินสนับสนุนแก่ร้านค้าขนาดเล็กที่ผ่านการ Upskill หรือ Reskill จำนวน 20% ของยอดขายที่เกิดจากโครงการคนละครึ่งพลัส สูงสุดไม่เกิน 2,000 บาทต่อร้านค้า รวมทั้งสิ้นประมาณ 400,000 ร้านค้า
สำหรับเงื่อนไขการรับสิทธิ์ ร้านค้าจะต้องเข้าร่วมพัฒนาทักษะผ่าน 1 ใน 3 ช่องทาง ระหว่างวันที่ 19 พฤศจิกายน – 19 ธันวาคม 2568 ได้แก่
1. การเพิ่มยอดขายผ่านช่องทางออนไลน์ สำหรับร้านอาหารและเครื่องดื่มที่เข้าร่วมกับแพลตฟอร์มฟู้ดเดลิเวอรีในโครงการ
2. การเสริมความรู้ด้านการบริหารสภาพคล่องผ่านหลักสูตรความรู้ทางการเงินบนเว็บไซต์ของธนาคารออมสิน โดยต้องสำเร็จตามเงื่อนไข
3. การพัฒนาทักษะด้านปัญญาประดิษฐ์ (AI) ผ่านเว็บไซต์ของกรมพัฒนาธุรกิจการค้า โดยต้องสำเร็จตามเงื่อนไข
ทั้งนี้ มติดังกล่าวจะนำเสนอเพื่อขอความเห็นชอบจากที่ประชุมคณะรัฐมนตรี (ครม.) ในวันที่ 18 พฤศจิกายนนี้
On November 10, 2025, Mr. Kriengsak Thiennukul, Chairman of the Federation of Thai Industries (FTI), attended the 4th Economic Policy Committee meeting, chaired by Mr. Anutin Charnvirakul, Prime Minister and Minister of Interior. Also present were Mr. Ekachai Nitithanprapas, Deputy Prime Minister and Minister of Finance, representatives from relevant agencies, and private sector representatives from the Joint Private Sector Committee of three institutions (JCC), held at the Khamphantong Room, 150th Anniversary Building, Ministry of Finance.
Mr. Ekachai announced following the meeting of the 4th Economic Policy Committee that the meeting unanimously approved the development of knowledge and skills (Upskill) or learning new skills (Reskill) for retailers participating in the 'Co-Payment Plus' project, or the 'Co-Payment Plus Phase 1.5' project. The government will provide financial support to small retailers that undergo Upskilling or Reskilling, amounting to 20% of the sales generated from the Co-Payment Plus project, not exceeding 2,000 Baht per retailer, covering approximately 400,000 retailers.
For eligibility conditions, retailers must participate in skills development through one of three channels between November 19 – December 19, 2025, which include:
1. Increasing sales through online channels for food and beverage retailers participating in the food delivery platform of the project.
2. Enhancing knowledge on liquidity management through financial knowledge courses on the Government Saving Bank's website, with successful completion of the conditions.
3. Developing skills in artificial intelligence (AI) through the Department of Business Development's website, with successful completion of the conditions.
Additionally, this resolution will be presented for approval at the Cabinet meeting on November 18.
