วันที่ 29 ตุลาคม 2568 นายสุชาติ ชมกลิ่น รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม พร้อมด้วยนายชัชชาติ สิทธิพันธุ์ ผู้ว่าราชการกรุงเทพมหานคร ร่วมกันแถลงข่าวโครงการ Green List Plus “โปรสู้ฝุ่น ลด PM2.5” ซึ่งเป็นการทำงานร่วมกันระหว่างภาครัฐ และภาคเอกชน โดยมีวัตถุประสงค์เพื่อป้องกันและแก้ไขปัญหาฝุ่น PM2.5 จากการขนส่ง ด้วยการเชิญชวนประชาชนให้นำรถยนต์ขนาดเล็กเข้ารับบริการตรวจเช็คสภาพเครื่องยนต์ และเปลี่ยนถ่ายน้ำมันเครื่อง เพื่อลดการเกิดมลพิษและฝุ่นควันในไอเสียรถยนต์
สำหรับครั้งนี้ ได้รับความร่วมมือจากสภาอุตสาหกรรมแห่งประเทศไทยและค่ายรถยนต์ให้การสนับสนุนจัดโปรโมชันต่อที่ 1 ให้ส่วนลดราคาค่าใช้จ่ายในการตรวจสภาพเครื่องยนต์ฟรีกว่า 55 รายการ และให้ส่วนลดราคาค่าน้ำมันเครื่อง ค่าอะไหล่และค่าแรงสูงสุดถึง 50%
สถานการณ์คุณภาพอากาศของประเทศไทยในปีที่ผ่านๆมา โดยรวมอยู่ในเกณฑ์มาตรฐาน ยกเว้นฝุ่น PM2.5 ที่ยังพบเกินมาตรฐานในบางช่วงเวลา โดยเฉพาะพื้นที่กรุงเทพมหานครและภาคเหนือ อย่างไรก็ตาม ปี 2568 พบว่าค่า PM2.5 ในกรุงเทพฯ ลดลงเมื่อเทียบกับปีที่ผ่านมา สะท้อนถึงแนวโน้มที่ดีจากมาตรการของภาครัฐ ในฤดูกาลฝุ่นปี 2569ภายใต้การนำของนายอนุทิน ชาญวีระกุล นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย นายสุชาติ ชมกลิ่น รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ได้ประกาศนโยบายแก้ไขปัญหาสิ่งแวดล้อมโดยเน้นการพัฒนาอย่างยั่งยืน รวมทั้งการแก้ปัญหาฝุ่น PM2.5 เพื่อเร่งแก้ปัญหาที่ประเทศกำลังเผชิญ
ปัจจุบันประเทศไทยมีจำนวนรถยนต์จดทะเบียนเพิ่มขึ้นอย่างต่อเนื่อง แต่ยังมีสัดส่วนน้อยกว่าเมื่อเทียบกับรถเก่าที่สะสมอยู่ในระบบ ซึ่งหากขาดการบำรุงรักษาจะปล่อยมลพิษออกสู่บรรยากาศมากกว่ารถที่ได้รับการดูแล จึงควรส่งเสริมให้ประชาชนหมั่นตรวจเช็กและ ซ่อมบำรุงเครื่องยนต์เพื่อลดการเกิดฝุ่นควัน
วันที่ 29 ตุลาคม 2568 นายสุชาติ ชมกลิ่น รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม และนายชัชชาติ สิทธิพันธุ์ ผู้ว่าราชการกรุงเทพมหานคร ร่วมกันแถลงข่าวโครงการ Green List Plus “โปรสู้ฝุ่น ลด PM2.5” ซึ่งเป็นการทำงานร่วมกันระหว่างภาครัฐ อาทิ กระทรวงพลังงาน กรมการขนส่งทางบก กองบังคับการตำรวจจราจร กรมป้องกันและบรรเทาสาธารณภัย และภาคเอกชน โดยมีวัตถุประสงค์เพื่อป้องกันและแก้ไขปัญหาการระบายฝุ่น PM2.5 จากการขนส่ง ด้วยการเชิญชวนประชาชนให้นำรถยนต์ขนาดเล็กเข้ารับบริการตรวจเช็คสภาพเครื่องยนต์ และเปลี่ยนถ่ายน้ำมันเครื่อง จะสามารถลดการเกิดมลพิษและฝุ่นควันในไอเสียรถยนต์ได้อย่างมาก เพราะจากการศึกษาพบว่าการเปลี่ยนถ่ายน้ำมันเครื่องและไส้กรองจะสามารถลดควันดำได้มากกว่า 50% จึงส่งผลต่อเนื่องให้ฝุ่นในบรรยากาศลดลงได้เช่นกัน และในครั้งนี้ได้รับความร่วมมือจากสภาอุตสาหกรรมแห่งประเทศไทยและค่ายรถยนต์ให้การสนับสนุนจัดโปรโมชั่นต่อที่ 1 ให้ส่วนลดราคาค่าใช้จ่ายในการตรวจสภาพเครื่องยนต์ฟรีกว่า 55 รายการ และให้ส่วนลดราคาค่าน้ำมันเครื่อง ค่าอะไหล่และค่าแรงสูงสุดถึง 50% สำหรับรถยนต์ที่เข้ารับบริการกับศูนย์บริการรถยนต์ 9 แบรนด์ คือ อีซูซุ มิตซูบิชิ นิสสัน โตโยต้า ฮอนด้า มาสด้า ฮีโน่ ฟอร์ด และซูซูกิ ครอบคลุมพื้นที่ทั่วประเทศจำนวน 1,745 ศูนย์บริการ หรือศูนย์เปลี่ยนถ่ายน้ำมันเครื่องของผู้ค้าน้ำมัน 5 แห่ง คือ ปตท. บางจาก เชลล์ พีที และโมบิล และศูนย์บริการบีควิก ที่เข้าร่วมโครงการ Green List Plus “โปรสู้ฝุ่น ลด PM2.5” และลงทะเบียนบัญชีสีเขียวหรือ Green List Plus กับกรุงเทพมหานครจะได้รับสิทธิประโยชน์เพิ่มเติมต่อที่ 2 จากเครือข่ายเอกชนที่เข้าร่วมโครงการ อาทิ บริษัท เซ็นทรัลพัฒนา จำกัด (มหาชน) บริษัท ซีพี แอ็กส์ตร้า จำกัด (มหาชน) บริษัท เดอะมอลล์ กรุ๊ป จำกัด บริษัท แอดวานส์ อินโฟร์เซอร์วิส จำกัด (มหาชน) และบริษัท บีทีเอส กรุ๊ป โฮลดิ้งส์ จำกัด (มหาชน) ในการให้สิทธิการจอดรถยนต์ฟรีเพิ่มเติมในห้าง เซ็นทรัล The mall และโลตัส ได้รับบัตรกำนัลค่าโดยสารรถไฟฟ้า BTS และส่วนลดราคาสำหรับการซื้อ พรบ.รถยนต์หรือประกันภัยรถยนต์ผ่าน AIS
การเปลี่ยนถ่ายน้ำมันเครื่องตามระยะเวลาที่กำหนดจะช่วยลดการเกิดฝุ่นละอองได้ จึงขอเชิญชวนให้ประชาชนนำรถยนต์เข้ามารับการบริการ เพื่อเป็นส่วนหนึ่งในการลดปัญหาฝุ่น PM2.5 ดังสโลแกนที่ว่า “ตรวจสภาพรถกันสักนิด ลดมลพิษฝุ่นได้”

On October 29, 2025, Mr. Suchart Chomklin, Deputy Prime Minister and Minister of Natural Resources and Environment, along with Mr. Chadchart Sittipunt, Governor of Bangkok, jointly announced the Green List Plus project “Pro Dust Fight to Reduce PM2.5,” which is a collaboration between the public and private sectors aimed at preventing and addressing the PM2.5 dust problem caused by transportation. The project invites citizens to bring their small vehicles in for engine check-ups and oil changes to reduce emissions and dust from vehicle exhaust.
In this initiative, the Federation of Thai Industries and automobile manufacturers have collaborated to provide promotional offers that include over 55 free engine check-up services and discounts of up to 50% on oil, spare parts, and labor costs.
In recent years, the air quality situation in Thailand generally met standards, except for PM2.5 dust which was found to exceed standards at certain times, particularly in Bangkok and the northern region. However, in 2025, it was noted that PM2.5 levels in Bangkok decreased compared to the previous year, reflecting positive trends from government measures. During the dust season of 2026, under the leadership of Mr. Anutin Charnvirakul, Prime Minister and Minister of the Interior, and Mr. Suchart Chomklin, a policy was announced to address environmental issues with a focus on sustainable development and the resolution of PM2.5 dust problems to expedite the resolution of issues currently facing the country.
Currently, the number of registered vehicles in Thailand continues to rise, but the proportion remains smaller compared to older vehicles in the system. Without proper maintenance, these older vehicles emit more pollutants into the atmosphere than well-maintained ones. Therefore, it is essential to encourage citizens to regularly check and maintain their engines to reduce dust emissions.
On October 29, 2025, Mr. Suchart Chomklin, Deputy Prime Minister and Minister of Natural Resources and Environment, along with Mr. Chadchart Sittipunt, Governor of Bangkok, jointly announced the Green List Plus project “Pro Dust Fight to Reduce PM2.5.” This project involves collaboration among various governmental bodies, including the Ministry of Energy, Department of Land Transport, Traffic Police Division, and the Department of Disaster Prevention and Mitigation, as well as the private sector. The objective is to prevent and address the PM2.5 dust emissions from transportation by inviting citizens to bring their small vehicles in for engine check-ups and oil changes, which can significantly reduce emissions and exhaust dust. Studies have shown that changing oil and filters can reduce black smoke by more than 50%, thereby contributing to decreased atmospheric dust levels. This initiative has received support from the Federation of Thai Industries and automobile manufacturers, offering promotional benefits that include over 55 free engine check-up services and discounts of up to 50% on oil, spare parts, and labor costs for vehicles serviced at 9 participating automotive service centers, including Isuzu, Mitsubishi, Nissan, Toyota, Honda, Mazda, Hino, Ford, and Suzuki, covering a total of 1,745 service centers nationwide, as well as 5 oil change centers operated by PTT, Bangchak, Shell, PT, and Mobil, and BK Service Centers participating in the Green List Plus “Pro Dust Fight to Reduce PM2.5.” Additionally, those who register for the Green List Plus with Bangkok will receive further benefits from private sector collaborations, including free parking at Central Group, The Mall, and Lotus, BTS train fare vouchers, and discounts on purchasing compulsory automobile insurance through AIS.
Regularly changing oil according to the specified intervals helps reduce dust emissions. Therefore, we invite the public to bring their vehicles in for service to contribute to alleviating the PM2.5 dust problem, in line with the slogan “Check Your Car a Bit & Reduce Dust Pollution.”
