On September 30, 2025, the Thai Institute of Packaging and Recycling Management for Sustainable Environment (TIPMSE) united over 149 partner organizations and more than 16,000 members of the Federation of Thai Industries (FTI) to drive forward EPR in Action, transforming used packaging back into raw materials in accordance with circular economy principles, creating added value, promoting incentive measures with tax benefits, developing market mechanisms, promoting Design for Recycle (D4R), and employing recycled plastic pellets (PCR) to reduce environmental issues at the Plenary Hall, 1st floor, Queen Sirikit National Convention Center.

The Thai Institute of Packaging and Recycling Management for Sustainable Environment (TIPMSE) united over 149 partner organizations and more than 16,000 members of the Federation of Thai Industries (FTI) to drive forward EPR in Action, transforming used packaging back into raw materials in accordance with circular economy principles, creating added value, promoting incentive measures with tax benefits, developing market mechanisms, promoting Design for Recycle (D4R), and employing recycled plastic pellets (PCR) to reduce environmental issues.

TIPMSE held a platform to showcase efforts under the theme “Uniting Forces to Drive EPR, Transforming Packaging into Raw Materials” to advance sustainable packaging management based on the Extended Producer Responsibility (EPR) principle under the Sustainable Packaging Management Act. The event was honored by the presence of Ms. Preeyaporn Suwankes, Director-General of the Pollution Control Department, Ministry of Natural Resources and Environment, as the chairperson, along with Mr. Kriangkrai Tiennukul, Chairman of the Federation of Thai Industries (FTI), Mr. Khosit Suksing, Vice Chairman of FTI, and Chairman of TIPMSE, as well as executives and representatives from government agencies, the private sector, educational institutions, and independent organizations participating in this collaborative network to unite upstream, midstream, and downstream organizations that are central to producers, distributors, consumers, collectors, and recycling plants in the form of associations, industrial groups, partnership networks, and councils of various organizations to prepare for managing packaging aimed at bringing it back into the recycling process, including cooperation with supportive organizations from the government, civil society, independent organizations, and international organizations to gather opinions, share knowledge, and resources according to roles aligned with the principle of extended producer responsibility under the collaboration of the “Sustainable Packaging Management Network or EPR Network.”

Mr. Kriangkrai Tiennukul, Chairman of the Federation of Thai Industries, stated at the seminar on uniting forces to drive EPR by transforming packaging into raw materials, that FTI aims to accelerate the upgrading of existing industries and develop new industries to respond to sustainable development goals (SDGs), aligning with environmental measures that many countries around the world are prioritizing, which presents one of the global challenges. Thailand must adapt swiftly to ensure businesses can move forward sustainably under the concept of a circular economy.

Currently, the EPR mechanism in Thailand is continuously progressing with support from all sectors to drive the industry towards sustainable growth. TIPMSE, under FTI, has prepared its members, numbering over 16,000, to participate as a network in advancing sustainable packaging management.

TIPMSE has planned to implement activities in four areas to improve the retrieval of packaging for recycling, consisting of:
1. Developing an EPR mechanism suitable for Thailand to advance legal drafts, collaborating with organizations domestically and internationally to create an EPR data management system, including electronic waste and calculating fees (EPR Fee) and the structure of the responsible organization for packaging management (Producer Responsibility Organization: PRO).

2. Developing a retrieval system to establish a model of collection based on EPR principles, initially piloted in Chonburi Province under the Packback: Chonburi CE City Model project, and learning from the experience with plans this year to enhance cooperation in voluntary PRO trials and study methods for collaboration among PROs, local authorities, and relevant sectors.

3. Fostering participation from stakeholders by expanding collaboration with organizations that are central to target groups from upstream to downstream, including other organizations that will support throughout the value chain of packaging to form a sustainable packaging management network or EPR Network.

4. Developing other components to promote the concept of design for recycling (Design for Recycle) that will enable packaging to return as raw materials, as well as developing incentive measures to support EPR, such as providing tax benefits to encourage usage of PCR sourced domestically, issuing EPR Certification for participating organizations that will benefit all parties involved in the work, to serve for communication and image building.

Mr. Khosit Suksing, Vice Chairman of the Federation of Thai Industries and Chairman of TIPMSE stated that this year marks an important opportunity, as TIPMSE will celebrate its 20th anniversary of establishment this December. The institute aims to push for the goal of “transforming packaging into raw materials,” a feasible target under the cooperation of the EPR Network, which has expanded from over 149 organizations to a central organization that plays a vital role in disseminating information and knowledge and promoting the return of used packaging back into raw materials in the circular economy.

This approach emphasizes promoting waste separation from the outset alongside creating understanding in society, resulting from strong collaboration among various sectors leading to tangible outcomes. However, the network must continue to work and expand the communication of EPR to members more broadly.

The driving of EPR to transform packaging into raw materials (EPR in Action) this time arose from cooperation between the Pollution Control Department, Ministry of Natural Resources and Environment and TIPMSE of the Federation of Thai Industries, held during the Sustainable Expo or SX2025. Each year, there will be an expansion of collaboration with organizations to ensure that environmental management progresses in the same direction.
