เมื่อวันที่ 9–11 กันยายน 2568 นายวิกรม วัชระคุปต์ กรรมการบริหารสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และรองประธานสถาบันอุตสาหกรรมเกษตร ส.อ.ท. ในฐานะผู้แทนสภาธุรกิจ GMS เข้าร่วมการประชุมประจำปีคณะทำงานความร่วมมืออนุภูมิภาคลุ่มแม่น้ำโขง สาขาเกษตร ครั้งที่ 22 (22nd Annual Meeting of the Greater Mekong Subregion Working Group on Agriculture: WGA) ณ เมืองหลวงพระบาง สปป.ลาว เพื่อผลักดันยุทธศาสตร์การพัฒนาอุตสาหกรรมเกษตรและอาหารในภูมิภาคสู่ความยั่งยืน
ในการประชุมครั้งนี้ นายวิกรม ในฐานะผู้แทนสภาธุรกิจ GMS ได้นำเสนอข้อเสนอเชิงนโยบายและแนวคิดเชิงรุกของภาคธุรกิจ เพื่อยกระดับเกษตรกรรายย่อยในภูมิภาค ผ่าน 2 แนวทางสำคัญ ได้แก่
(1) การจัดตั้ง “บริษัทผู้ผลิต” (Producer Company) เพื่อสังคม โดยเสนอรูปแบบกิจการเพื่อสังคม (Social Enterprise) ที่ดำเนินงานร่วมกับเกษตรกรในทุกมิติ แนวคิดดังกล่าวจะช่วยให้เกษตรกรรายย่อยสามารถเข้าถึงการฝึกอบรม การสนับสนุนด้านข้อมูล และระบบติดตามการปฏิบัติงาน เพื่อเพิ่มประสิทธิภาพในการปฏิบัติตามมาตรฐานการปฏิบัติทางการเกษตรที่ดี (GAP) และสร้างความน่าเชื่อถือให้แก่สินค้าเกษตรทั้งในประเทศและต่างประเทศ
(2) การส่งเสริมวนเกษตร (Agroforestry) และระบบตรวจสอบย้อนกลับดิจิทัล โดยมุ่งส่งเสริมการทำวนเกษตรที่เหมาะสมกับชนิดพืช ควบคู่กับการเลือกใช้เครื่องจักรอย่างเหมาะสม และเชื่อมโยงกับเครือข่ายบริษัทผู้ผลิต พร้อมเสนอให้นำระบบตรวจสอบย้อนกลับผลิตภัณฑ์ (Traceability) ตลอดห่วงโซ่อุปทานมาใช้ เพื่อสนับสนุนและเตรียมความพร้อมให้เกษตรกรสามารถปฏิบัติตามกฎระเบียบของสหภาพยุโรปว่าด้วยสินค้าที่ปลอดจากการตัดไม้ทำลายป่า (EUDR) ได้อย่างเป็นรูปธรรม
ทั้งนี้ การประชุม WGA ครั้งที่ 22 จัดขึ้นภายใต้แนวคิด “Transformation of Agrifood Systems: Priorities for the GMS Agriculture Sector Program to 2030” สอดคล้องกับกรอบยุทธศาสตร์คุนหมิงสำหรับการเปลี่ยนแปลงระบบเกษตรอาหาร โดยมุ่งเน้น 3 ยุทธศาสตร์หลัก ได้แก่ (1) เกษตรสีเขียวและยืดหยุ่นต่อสภาพภูมิอากาศ (2) ระบบอาหารที่ปลอดภัยและมีคุณภาพ และ (3) การกระจายความหลากหลายของอาหารและการเพิ่มประสิทธิภาพห่วงโซ่มูลค่า
On September 9-11, 2025, Mr. Vikrom Vacharakup, Executive Board Member of the Federation of Thai Industries (FTI) and Vice President of the FTI Agricultural Industry Institute, represented the GMS Business Council at the 22nd Annual Meeting of the Greater Mekong Subregion Working Group on Agriculture (WGA) held in Luang Prabang, Laos, to promote sustainable agricultural and food industry development strategies in the region.
During this meeting, Mr. Vikrom, as the representative of the GMS Business Council, presented policy proposals and proactive ideas from the business sector aimed at uplifting smallholder farmers in the region through two key approaches:
(1) Establishing “Producer Companies” for social purpose, proposing a social enterprise model working alongside farmers in all dimensions. This concept aims to allow smallholder farmers to access training, information support, and performance monitoring systems to enhance compliance with Good Agricultural Practices (GAP) standards and to build credibility for agricultural products both domestically and internationally.
(2) Promotion of agroforestry and digital traceability systems, with a focus on encouraging suitable agroforestry practices alongside appropriate machinery usage, and linking it to producer company networks. It is also proposed to implement product traceability systems throughout the supply chain to support and prepare farmers to comply with the European Union regulations on products that are free from deforestation (EUDR).
The 22nd WGA meeting was held under the theme “Transformation of Agrifood Systems: Priorities for the GMS Agriculture Sector Program to 2030,” aligning with the Kunming framework for agrifood system transformation, focusing on three main strategies: (1) Climate Resilient Green Agriculture, (2) Safe and Quality Food Systems, and (3) Diversifying Food and Enhancing Value Chain Efficiency.
