วันศุกร์ที่ 1 สิงหาคม 2568 สายงานส่งเสริมและสนับสนุนสภาอุตสาหกรรมจังหวัด สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) จัดอบรมให้ความรู้ในหัวข้อ “ผังเมืองกับอุตสาหกรรมไทย” ณ ห้องประชุม 802 ชั้น 8 ส.อ.ท. และผ่านระบบออนไลน์ ZOOM โดยมีผู้เข้าร่วมอบรมกว่า 200 ราย
การอบรมในครั้งนี้จัดขึ้นเพื่อเสริมสร้างความรู้ความเข้าใจให้กับสมาชิกฯ เกี่ยวกับสาระสำคัญของกฎหมายผังเมือง และกระบวนการที่เกี่ยวข้องกับการวางและจัดทำผังเมืองรวม ซึ่งมีผลโดยตรงต่อการวางแผนพัฒนาอุตสาหกรรมในระดับพื้นที่ โดยเฉพาะในยุคที่ภาคอุตสาหกรรมต้องเผชิญกับข้อจำกัดด้านการใช้ที่ดินและข้อกฎหมายต่าง ๆ
นายวีระพล พวงพิทยาวุฒิ ประธานคณะกรรมการผังเมืองและนิคมอุตสาหกรรม ส.อ.ท. ได้กล่าวชี้แจงวัตถุประสงค์ของการอบรมว่า “การเข้าใจในเรื่องผังเมืองเป็นปัจจัยสำคัญที่จะช่วยให้ภาคอุตสาหกรรมสามารถขับเคลื่อนการลงทุน การพัฒนา และการจัดการพื้นที่ได้อย่างมีประสิทธิภาพและถูกต้องตามกฎหมาย”
ทั้งนี้ ในการอบรม ยังได้รับเกียรติจากวิทยากรผู้ทรงคุณวุฒิจากกรมโยธาธิการและผังเมือง ได้แก่
• นางสาวอัญชลี ตันวานิช ที่ปรึกษาด้านการผังเมือง
• นายอภิชาติ ศรีชาติ ผู้อำนวยการกองนิติการ
• นางสาวศุภศรี คุปตระกูล ผู้อำนวยการส่วนผังเมืองรวมที่ 1
สำหรับเนื้อหาหลักที่สำคัญ ประกอบด้วย
• สาระสำคัญของพระราชบัญญัติการผังเมือง พ.ศ. 2562 ที่เกี่ยวข้องกับผังเมืองรวม
• ขั้นตอนการวางและจัดทำผังเมืองรวม
• ธรรมนูญว่าด้วยการผังเมือง
• กระบวนการแก้ไขผังเมืองรวม ตามมาตรา 35 แห่งพระราชบัญญัติการผังเมือง พ.ศ. 2562
• ข้อกำหนดและการบังคับใช้ตามกฎหมายผังเมือง
• การใช้งานแอปพลิเคชัน (Application) ตรวจสอบการใช้ประโยชน์ที่ดิน
• บทบาทหน้าที่ของสภาอุตสาหกรรมจังหวัดและกลุ่มอุตสาหกรรมในการมีส่วนร่วมด้านผังเมือง
กิจกรรมในครั้งนี้ไม่เพียงเป็นการถ่ายทอดองค์ความรู้เชิงวิชาการ แต่ยังเป็นเวทีสำคัญในการแลกเปลี่ยนความคิดเห็นระหว่างภาครัฐและเอกชน เพื่อผลักดันให้ระบบผังเมืองของประเทศสามารถสนับสนุนการพัฒนาอุตสาหกรรมไทยอย่างยั่งยืนและเป็นรูปธรรมในอนาคต
On Friday, August 1, 2025, the Promotion and Support Division of the Provincial Industrial Councils, Federation of Thai Industries (FTI), organized a training session on the topic “Urban Planning and Thai Industries” at meeting room 802 on the 8th floor of FTI and online via ZOOM, with over 200 participants attending.
This training was organized to enhance the understanding and knowledge of participants regarding the key elements of urban planning laws and the processes related to the formulation and development of comprehensive urban plans, which directly impact industrial development planning at the local level, particularly in an era where the industrial sector faces challenges related to land use and various legal constraints.
Mr. Veerapol Puangpitiyawut, Chairman of the Urban Planning and Industrial Estates Committee at FTI, stated the objective of the training, saying, “Understanding urban planning is a crucial factor that will help the industrial sector drive investments, development, and land management effectively and legally.”
In addition, the training featured esteemed speakers from the Department of Public Works and Town & Country Planning including:
• Ms. Anchalee Tanvanit, Urban Planning Consultant
• Mr. Apichart Srichat, Director of the Legal Division
• Ms. Supasree Kuptarakul, Director of the Comprehensive Urban Planning Division 1
The main content covered included:
• Key points of the 2019 Town Planning Act related to comprehensive urban planning
• Steps involved in the development and formulation of comprehensive urban plans
• Regulations regarding urban planning
• The process for amending comprehensive urban planning as stipulated in Section 35 of the 2019 Town Planning Act
• Provisions and enforcement under urban planning laws
• Using the application to check land use regulations
• The roles and responsibilities of provincial industrial councils and industry groups in urban planning participation
This activity not only serves as an academic knowledge transfer but also acts as an essential platform for exchanging views between the public and private sectors to push for a national urban planning system that can support sustainable and tangible industrial development in the future.
