เมื่อวันที่ 25 กรกฎาคม 2568 นายสงวน แสงวงศ์กิจ ประธานสภาอุตสาหกรรมภาคตะวันออก ผู้แทนประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าประชุมคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (กพอ.) ครั้งที่ 3/2568 โดยมีนายพิชัย ชุณหวชิร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง เป็นประธานการประชุมฯ และนายจุฬา สุขมานพ เลขาธิการคณะกรรมการนโยบายเขตพัฒนาพิเศษภาคตะวันออก (สกพอ.) เป็นเลขานุการการประชุมฯ ณ ห้องประชุมสำนักงานรัฐมนตรี อาคาร 150 ปี กระทรวงการคลัง
ทั้งนี้ กพอ. ได้พิจารณาและมีมติ ดังนี้
1. รับทราบปัญหา อุปสรรคและข้อเท็จจริงที่เกิดขึ้นภายหลังการลงนามสัญญาร่วมทุน โครงการพัฒนาสนามบินอู่ตะเภาและเมืองการบินภาคตะวันออก ซึ่งส่งผลกระทบต่อความเป็นไปได้ทางการเงินของโครงการฯ และอาจมีผลให้เอกชนคู่สัญญาไม่สามารถดำเนินโครงการได้ รวมถึงผลกระทบที่จะเกิดขึ้นต่อภาครัฐ และเห็นชอบให้เสนอคณะรัฐมนตรี รับทราบปัญหาอุปสรรคดังกล่าว และมอบหมายให้ สกพอ. เจรจาเพื่อแก้ไขปัญหาอุปสรรคทั้งหมดบนพื้นฐานความสมเหตุสมผล เพื่อให้สามารถดำเนินโครงการฯ และเกิดการลงทุนได้จริง
2. อนุญาตให้บริษัท บี.กริม เพาเวอร์ จำกัด (มหาชน) ประกอบกิจการพลังงาน ตามอำนาจมาตรา 37 (4) แห่งพระราชบัญญัติเขตพัฒนาพิเศษภาคตะวันออก พ.ศ. 2561 ในเขตส่งเสริม เมืองการบินภาคตะวันออก (EECa) โดยการอนุญาตเป็นไปตามหลักเกณฑ์ วิธีการ และเงื่อนไขของกฎหมายว่าด้วยการประกอบกิจการพลังงาน ทั้งนี้การอนุญาตดังกล่าว ครอบคลุมถึง
1) การผลิตไฟฟ้าจากพลังงานแสงอาทิตย์ (Solar) ขนาดกำลังผลิตติดตั้ง 18 เมกะวัตต์
2) การจำหน่ายไฟฟ้า ขนาดความต้องการใช้ไฟฟ้าสูงสุด 15 เมกะวัตต์ ให้แก่กิจการไฟฟ้าสวัสดิการสัมปทานกองทัพเรือ ระยะเวลา 25 ปี
3) การอนุญาตประกอบกิจการโรงงานผลิตพลังงานไฟฟ้าพลังงานแสงอาทิตย์ (Solar) ลำดับที่ 88 (1) และ
4) การอนุญาตให้ผลิตพลังงานควบคุม (พ.ค.2) เป็นระยะเวลา 4 ปี
On July 25, 2025, Mr. Songwon Saengwongkit, Chairman of the Eastern Industrial Council, representing the Chairman of the Federation of Thai Industries (FTI), attended the 3rd meeting of the Eastern Special Development Zone Policy Committee (ESDZPC). The meeting was chaired by Mr. Pichai Chunhawan, Deputy Prime Minister and Minister of Finance, with Mr. Chula Sukmanop, Secretary-General of the Eastern Special Development Zone Policy Committee (ESDZPC), serving as the secretary of the meeting at the Ministerial Conference Room, 150-Year Ministry of Finance Building.
During the meeting, the ESDZPC considered and resolved as follows:
1. Acknowledged the issues, obstacles, and facts arising after the signing of the joint investment contract for the U-Tapao Airport and Eastern Aviation City Development Project, which has impacted the financial viability of the project and may result in the private partner being unable to proceed with the project. Additionally, there are potential impacts on the public sector. The committee agreed to propose to the Cabinet to acknowledge these obstacles and assigned the ESDZPC to negotiate to resolve all issues based on reasonableness to enable the project to proceed and attract real investment.
2. Permitted B. Grimm Power Public Company Limited to engage in energy operations under the authority of Section 37 (4) of the Eastern Special Development Zone Act, BE 2561 (2018) in the Eastern Aviation City (EECa) promotion zone, with the authorization subject to the criteria, methods, and conditions of laws governing energy operations. This authorization covers:
1) The production of electricity from solar energy with an installed capacity of 18 megawatts;
2) The sale of electricity with a maximum demand of 15 megawatts to the Navy's welfare electricity concession for a period of 25 years;
3) Authorization to operate a solar power plant for electricity production, number 88 (1); and
4) Authorization for controlled energy production (P.K.2) for a period of 4 years.
