วันพุธที่ 12 มีนาคม 2568 นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย นายอภิชิต ประสพรัตน์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) พร้อมด้วย ม.ล.ปีกทอง ทองใหญ่ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสายงานเศรษฐกิจและวิชาการ ร่วมเปิดเผยผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมในเดือนกุมภาพันธ์ 2568 อยู่ที่ระดับ 93.4 ปรับตัวเพิ่มขึ้น จาก 91.6 ในเดือนมกราคม 2568 ซึ่งเป็นผลจากการที่คณะกรรมการนโยบายการเงิน (กนง.) ปรับลดอัตราดอกเบี้ยนโยบาย ร้อยละ 0.25 จากร้อยละ 2.25 เป็นร้อยละ 2.00 ต่อปี ซึ่งช่วยลดต้นทุนทางการเงินและเสริมสภาพคล่องให้กับผู้ประกอบการ
อย่างไรก็ตาม ในเดือนกุมภาพันธ์ ยังมีปัจจัยลบจากการส่งออกรถยนต์มีแนวโน้มลดลง เนื่องจากรถยนต์ไฟฟ้าราคาถูกจากจีนเข้ามาแข่งขันในประเทศคู่ค้ามากขึ้นประกอบกับรถยนต์ส่งออกบางรุ่นกำลังจะเปลี่ยนเป็นรุ่นใหม่ โดยในเดือนมกราคม 2568 มียอดการส่งออกลดลงร้อยละ 24.63 (YoY) ต่ำสุดในรอบ 33 เดือน กระทบอุตสาหกรรมที่เกี่ยวข้อง อาทิ ชิ้นส่วนและไหล่ยานยนต์ เหล็ก อลูมิเนียม อีกทั้งสภาพอากาศที่แปรปรวน ส่งผลให้ผลผลิตทางการเกษตร ซึ่งเป็นวัตถุดิบสำคัญในภาคอุตสาหกรรมลดลง กระทบต่อห่วงโซ่อุปทานและต้นทุนการผลิต เช่น ปาล์มน้ำมันและยางพารา เป็นต้น ความขัดแย้งระหว่างยูเครนและรัสเซียที่ยังยืดเยื้อ ยังคงส่งผลให้ราคาน้ำมันโลกผันผวนและกระทบกับต้นทุนการผลิตของผู้ประกอบการ รวมไปถึงมาตรการปรับขึ้นภาษีนำเข้าของสหรัฐฯ ส่งผลให้สินค้าจีนทะลักเข้าสู่ไทยเพิ่มขึ้นต่อเนื่อง กดดันผู้ประกอบการไทยให้เผชิญกับการแข่งขันด้านราคาที่รุนแรงขึ้น
จากการสำรวจผู้ประกอบการ 1,350 ราย ครอบคลุม 47 กลุ่มอุตสาหกรรมของสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในเดือนกุมภาพันธ์ 2568 พบว่าปัจจัยที่ผู้ประกอบการมีความกังวลลดลง ได้แก่ สถานการณ์การเมืองในประเทศร้อยละ 39 ราคาน้ำมันร้อยละ 34.3 อัตราแลกเปลี่ยน (มุมมองผู้ส่งออก) ร้อยละ 33.8 อัตราดอกเบี้ยเงินกู้ร้อยละ 21.9 ส่วนปัจจัยที่มีความกังวลเพิ่มขึ้น ได้แก่ เศรษฐกิจโลกร้อยละ 51.9 และเศรษฐกิจในประเทศ ร้อยละ 50.1
ขณะที่ดัชนีฯ คาดการณ์ 3 เดือนข้างหน้า อยู่ที่ระดับ 97.6 ปรับตัวเพิ่มขึ้นจาก 96.2 ในเดือนมกราคม 2568 โดยมีปัจจัยสนับสนุนที่คาดว่าจะมาจากโครงการกระตุ้นเศรษฐกิจ 10,000 บาท เฟส 3 คาดว่าจะช่วยกระตุ้นให้เกิดการใช้จ่ายมากขึ้นในช่วงไตรมาสที่ 2 รวมถึงการจัดกิจกรรมส่งเสริมการท่องเที่ยวในช่วงไตรมาสที่ 2 ของปี 2568 ผ่านโครงการ Thailand Summer Festivals อาทิ กิจกรรม Maha Songkran World Water Festival 2025 และงานเย็นทั่วหล้ามหาสงกรานต์ 5 ภูมิภาคทั่วประเทศ ซึ่งคาดว่าจะช่วยดึงดูดนักท่องเที่ยวและกระตุ้นเศรษฐกิจ
อย่างไรก็ตาม ผู้ประกอบยังคงห่วงกังวลในเรื่องสงครามการค้ารอบใหม่ จากการที่สหรัฐฯ ประกาศขึ้นราคาสินค้านำเข้าจากประเทศคู่ค้า โดยเฉพาะในสินค้าเหล็ก และอลูมิเนียมที่จะถูกเก็บภาษีนำเข้าร้อยละ 25 ซึ่งจะเริ่มมีผลบังคับใช้ตั้งแต่วันที่ 12 มีนาคม 2568 และแนวโน้มสงครามระหว่างรัสเซียและยูเครนที่ยืดเยื้อและยังไม่มีข้อสรุปที่นำไปสู่สันติภาพ อาจกลายเป็นปัจจัยเร่งให้สถานการณ์ทวีความรุนแรง และขยายวงกว้างสู่ระดับโลก
ข้อเสนอแนะต่อภาครัฐ
1. ขอให้ภาครัฐเร่งกำหนดยุทธศาสตร์และแผนเตรียมความพร้อมรับมือมาตรการทางการค้าของสหรัฐฯ รวมทั้งการเจรจาต่อรองการค้าในการแลกเปลี่ยนผลประโยชน์ระหว่างกัน โดยมีการรับฟังความเห็นจากภาคเอกชนและหน่วยงานที่เกี่ยวข้อง ตลอดจนมีการแต่งตั้งผู้เชี่ยวชาญที่มีประสบการณ์เข้ามาร่วมเป็นทีมเจรจาต่อรองการค้ากับสหรัฐฯ
2. ขอสนับสนุนรัฐบาลในการออกมาตรการช่วยค้ำประกันการปล่อยสินเชื่อเช่าซื้อรถกระบะเชิงพาณิชย์ ผ่านกลไกของบรรษัทประกันสินเชื่ออุตสาหกรรมขนาดย่อม (บสย.) เพื่อส่งเสริมการผลิตยานยนต์ในประเทศ รักษาการจ้างงานในอุตสาหกรรมยานยนต์และชิ้นส่วนยานยนต์ รวมทั้งช่วยให้ประชาชนสามารถเข้าถึงเครื่องมือในการทำมาหากิน
3. ขอให้ภาครัฐส่งเสริมและพัฒนาระบบการยกขนถ่ายตู้สินค้าคอนเทนเนอร์ในโครงการพัฒนาศูนย์การขนส่งตู้สินค้าทางรถไฟ (Single Rail Transfer Operation : SRTO) ที่ท่าเรือแหลมฉบัง เพื่อเพิ่มประสิทธิภาพในการส่งออกสินค้า
ทั้งนี้ ส.อ.ท. ได้ทำการรวบรวมข้อมูลผลการสำรวจดัชนีความเชื่อมั่นภาคอุตสาหกรรมและข้อมูลตัวชี้วัดทางเศรษฐกิจและอุตสาหกรรมจากหน่วยงานต่างๆ ย้อนหลัง 3 ปี จัดทำเป็น Dashboard เผยแพร่ในเว็บไซต์ศูนย์ข้อมูลภาคเศรษฐกิจและอุตสาหกรรม Industry Data Space (iDS) ของ ส.อ.ท. เพื่ออำนวยความสะดวกให้แก่ผู้ประกอบการและบุคคลทั่วไปให้สามารถเข้าถึงข้อมูลที่เป็นประโยชน์ในการดำเนินธุรกิจ โดยสามารถเข้าไปใช้บริการข้อมูลดังกล่าวได้ที่ https://fti.or.th/ids

On Wednesday, March 12, 2025, Mr. Kriengkrai Thiennukul, Chairman of the Federation of Thai Industries (FTI), Mr. Apichit Prasoprat, Vice Chairman of the FTI, along with M.L. Piketong Thongyai, Vice Chairman of the FTI and Chairman of the Economic and Academic Sector, jointly revealed the results of the industrial confidence index survey for February 2025, which stood at 93.4, an increase from 91.6 in January 2025, due to the Monetary Policy Committee's (MPC) decision to cut the policy interest rate by 0.25% from 2.25% to 2.00% per annum, helping to reduce financial costs and enhance liquidity for operators.
However, in February, there were negative factors as the export of automobiles showed signs of decline due to the increasing competition from low-priced electric vehicles from China entering into competing markets. Additionally, some exported vehicle models were set to change to new models. In January 2025, the export volume decreased by 24.63% (YoY), marking the lowest level in 33 months, impacting related industries such as automotive parts, steel, and aluminum. Moreover, erratic weather conditions have affected agricultural output, a crucial raw material in the industrial sector, impacting supply chains and production costs, such as palm oil and rubber. The ongoing conflict between Ukraine and Russia continues to cause global oil prices to fluctuate, affecting production costs for operators, alongside the U.S. import tax increase measures, which have resulted in a continuous surge in Chinese goods entering Thailand, putting additional pressure on Thai operators to face intensified price competition.
From a survey of 1,350 operators covering 47 industrial groups of the Federation of Thai Industries (FTI) in February 2025, it was found that concerns among operators had reduced regarding the domestic political situation (39%), oil prices (34.3%), exchange rates (from the exporters' perspective) (33.8%), and loan interest rates (21.9%). However, concerns have increased regarding the global economy (51.9%) and the domestic economy (50.1%).
Meanwhile, the index for the next three months is projected at 97.6, an increase from 96.2 in January 2025, supported by factors expected to stem from the 10,000 Baht economic stimulus program, Phase 3, which is anticipated to boost spending during the second quarter, as well as activities promoting tourism during the second quarter of 2025 through the Thailand Summer Festivals project, including the Maha Songkran World Water Festival 2025 and the nationwide Songkran events across 5 regions, which are expected to attract tourists and stimulate the economy.
However, operators remain concerned about a new round of trade wars due to the U.S. announcement to raise prices on imports from trading partners, particularly in steel and aluminum products that will incur a 25% import tax, effective March 12, 2025. The ongoing conflict between Russia and Ukraine, showing no signs of resolution towards peace, may escalate tensions and expand the implications globally.
Recommendations to the Government
1. The government should expedite the establishment of strategies and plans to prepare for U.S. trade measures, including trade negotiation frameworks to facilitate mutual benefits, while also consulting with the private sector and relevant agencies. Experts with experience should be appointed to join the team for negotiations with the U.S.
2. Support the government in implementing measures to guarantee vehicle lease loans for pickup trucks through the Small Industry Credit Guarantee Corporation (Sri) to promote domestic automotive production, maintain employment in the automotive and parts industry, and assist the public in accessing tools for their livelihoods.
3. The government should promote and develop container freight handling systems in the development project of the Single Rail Transfer Operation (SRTO) at Laem Chabang Port to enhance efficiency in product exports.
Additionally, the FTI has compiled data from the industrial confidence index survey and various economic and industrial indicators from different agencies over the past three years, creating a dashboard published on the Industry Data Space (iDS) website of the FTI to facilitate access to beneficial information for operators and the general public. The data can be accessed at https://fti.or.th/ids.
