เมื่อวันอังคารที่ 25 กุมภาพันธ์ 2568 ดร.ปิยะวัฒน์ ปิยไพชยนต์ รองเลขาธิการสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ได้รับเกียรติเป็นวิทยากร ให้ความรู้หลักสูตร การพัฒนานักกฎหมายภาครัฐระดับชำนาญการขึ้นไป รุ่นที่ 36 ในหัวข้อ “ความร่วมมือทางเศรษฐกิจของรัฐกับเอกชน” ซึ่งจัดโดยสำนักงานคณะกรรมการกฤษฎีกา ณ ห้องประชุมราชดำเนิน ชั้น 1 โรงแรมรอยัลปริ๊นเซส หลานหลวง กรุงเทพฯ
การบรรยายครั้งนี้ มีผู้เข้ารับฟังบรรยายทั้งในส่วนของนิติกร และจากส่วนราชการกว่า 80 ท่าน
ทั้งนี้ ดร. ปิยะวัฒน์ ได้มีการนำเสนอ 6 โอกาส 6 อุปสรรคของไทยในยุคดิจิทัล
ซึ่ง 6 โอกาส ประกอบด้วย
1. เกิดอุตสาหกรรมใหม่ เช่น Fintech, Health tech, Ed tech
2. เกิดการนำระบบดิจิทัลมาพัฒนากระบวนการการผลิตเพื่อลดต้นทุน
3. E-Commerce ขยายตัวอย่างรวดเร็ว
4. เกิดการจ้างงาน และสร้างอาชีพใหม่ๆ
5. ช่วยพัฒนาสินค้าและบริการเพื่อตอบโจทย์ความต้องการของตลาด
6. ส่งเสริมความร่วมมือทางเศรษฐกิจผ่านระบบดิจิทัล
และ 6 อุปสรรค ประกอบด้วย
1. เทคโนโลยีดิจิทัลมีการเปลี่ยนแปลงเร็วและมีต้นทุนสูง
2. ประเทศไทยยังคงเป็นผู้ซื้อเทคโนโลยี และยังไม่สามารถพัฒนาเทคโนโลยีดิจิทัลใช้เอง
3. กฎหมายยังไม่เอื้ออำนวยต่อการส่งเสริมการใช้ดิจิทัล
4. ขาดแรงงานที่มีทักษะดิจิทัลขั้นสูง
5. ความเหลื่อมล้ำทางดิจิทัล และการเข้าถึงระบบอินเทอร์เน็ต
6. ปัญหาความปลอดภัยทางไซเบอร์ (Cyber Security) และการเผยแพร่ข้อมูลเท็จ
On Tuesday, February 25, 2025, Dr. Piyawath Piyapaisarn, Deputy Secretary-General of the Federation of Thai Industries (FTI), was honored as a speaker, providing knowledge for the 36th Advanced Government Lawyer Development Course on the topic “Economic Cooperation between the State and the Private Sector,” organized by the Office of the Council of State at the Rajadamnern Meeting Room, 1st Floor, Royal Princess Hotel, Lan Luang, Bangkok.
This lecture was attended by over 80 participants, including legal officers and representatives from government agencies.
Dr. Piyawath presented 6 opportunities and 6 challenges for Thailand in the digital era.
The 6 opportunities include:
1. The emergence of new industries such as Fintech, Health tech, Ed tech.
2. The adoption of digital systems to enhance production processes and reduce costs.
3. Rapid growth of E-Commerce.
4. Job creation and the establishment of new careers.
5. Advancement of products and services to meet market demands.
6. Promotion of economic cooperation through digital systems.
The 6 challenges include:
1. Rapid changes in digital technology and high costs.
2. Thailand remains a buyer of technology and has not yet developed its own digital technology.
3. Existing laws do not support the promotion of digital usage.
4. A lack of workforce with high-level digital skills.
5. Digital disparity and access to the internet.
6. Cybersecurity issues and the spread of false information.
