เมื่อวันที่ 6 มกราคม 2568 นายอรุณ เอี่ยมสุรีย์ ประธานคณะ Supply Chain Security และคณะฯ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เข้าร่วมการประชุมกับสำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม (สมอ.) โดยมีนายวันชัย พนมชัย เลขาธิการ สมอ. เป็นประธานในการประชุม ณ สำนักงานมาตรฐานผลิตภัณฑ์อุตสาหกรรม
การประชุมครั้งนี้ ได้หารือเกี่ยวกับแนวทางการจัดการสินค้าที่ไม่ได้มาตรฐาน มาตรการและมาตรฐานต่างๆ ที่จะนำมาใช้ในการจัดการสินค้าที่ไม่ได้มาตรฐาน เพื่อส่งเสริมความปลอดภัยและการแข่งขันที่เป็นธรรมในตลาด รวมถึงหารือเกี่ยวกับการผลักดันให้เกิดการจดทะเบียนองค์กรกำหนดมาตรฐาน (SDOs) และการกำหนดใบอนุญาตสำหรับผู้ผลิตในประเทศและผู้นำเข้าที่มีมาตรฐานแตกต่างกัน
สำหรับประเด็นที่สำคัญที่ถูกหยิบยกขึ้นมา คือ การเพิ่มขึ้นของการนำเข้าสินค้าจากต่างประเทศ ที่อาจส่งผลกระทบต่อการแข่งขันภายในประเทศ โดยเฉพาะในกลุ่มสินค้าที่มีราคาถูกและไม่เป็นไปตามมาตรฐาน ส่งผลให้ผู้ประกอบการในประเทศต้องเผชิญกับการแข่งขันที่ไม่เป็นธรรม เนื่องจากสินค้าเหล่านี้ไม่ได้มีมาตรฐานเดียวกันกับสินค้าที่ผลิตในประเทศ
นอกจากนี้ ยังมีการหารือเกี่ยวกับปัญหาในด้านต่างๆ เช่น มาตรฐานผลิตภัณฑ์ไฟฟ้า ปัญหาเกี่ยวกับการนำเข้ามาของสินค้าต่างประเทศที่ไม่ได้รับการรับรองจากมาตรฐาน มอก. การกำหนดมาตรการเพื่อป้องกันสินค้าต่างประเทศที่ไม่ได้มาตรฐานจากการเข้ามาผลิตในประเทศไทย และการใช้มาตรการที่มีประสิทธิภาพในการกำหนดมาตรฐานสินค้าเพื่อให้ผู้บริโภคได้รับความปลอดภัยจากการใช้สินค้า
การประชุมครั้งนี้ ยังได้เน้นถึงความสำคัญของการกำหนดมาตรการทางภาษีและเทคนิคที่เกี่ยวข้อง เพื่อส่งเสริมการแข่งขันอย่างเป็นธรรมในตลาด ทั้งนี้ สมอ. ได้รับฟังข้อเสนอแนะและความกังวลจากทุกภาคส่วน เพื่อดำเนินการพัฒนามาตรฐานสินค้าของประเทศไทยให้สอดคล้องกับมาตรฐานสากลและรักษาความปลอดภัยของผู้บริโภคให้ดีที่สุดในอนาคต
On January 6, 2025, Mr. Arun Iemsuri, Chairman of the Supply Chain Security Committee and the delegation from the Federation of Thai Industries (FTI), attended a meeting with the Thai Industrial Standards Institute (TISI), presided over by Mr. Wanchai Phanomchai, Secretary-General of TISI, at the Thai Industrial Standards Institute.
The meeting discussed the approach to managing non-standard products, including various measures and standards to be implemented to promote safety and fair competition in the market. Furthermore, the discussion included pushing for the registration of Standard Development Organizations (SDOs) and the establishment of licenses for domestic manufacturers and importers with different standards.
A significant issue raised was the increase in imports of products from abroad, which could adversely affect domestic competition, particularly for low-priced items that do not meet standards. This situation creates an unfair competition environment for local operators as these products do not adhere to the same standards as domestically produced goods.
In addition, discussions also addressed various issues such as electrical product standards, problems associated with the import of foreign goods that have not been certified with the TISI standards, measures to prevent non-standard foreign products from being manufactured in Thailand, and the application of effective measures in establishing product standards to ensure consumer safety.
This meeting also emphasized the importance of establishing tax and technical measures to promote fair competition in the market. TISI has received suggestions and concerns from all sectors to develop Thailand's product standards in alignment with international standards and to ensure consumer safety to the best extent possible in the future.
