ส.อ.ท. หนุน “TIPMSE” เดินหน้ารวมพลังขยายเครือข่าย เปิดทางผู้ผลิตทุกขนาด พร้อมสมาชิกใหม่อีก 48 รายขับเคลื่อน EPR กฎเกณฑ์การค้าโลกใหม่ปี 70 เน้นใช้ทรัพยากรเกิดประโยชน์สูงสุด ส่งคืนบรรจุภัณฑ์กลับมาใช้ใหม่ สร้างวงจรการใช้ทรัพยากรที่ยั่งยืน ลดปล่อยคาร์บอนสู่เป้าหมาย Net Zero
เมื่อวันที่ 2 ตุลาคม 2567 องค์กรภาครัฐและเอกชน จัดกิจกรรมขับเคลื่อนแนวทางการขยายความรับผิดชอบของผู้ผลิต ครอบคลุมตลอดทั้งวงจรชีวิตผลิตภัณฑ์ หรือ Extended Producer Responsibility: EPR ในงาน “PackBack in Action ปี 3 รวมพลังเดินหน้า: The Drive for EPR in Thailand” เพื่อประกาศเจตจำนงผลักดันการใช้ทรัพยากรเกิดประโยชน์สูงสุด และการส่งคืนบรรจุภัณฑ์กลับมาใช้ใหม่ให้เกิดขึ้นอย่างเป็นรูปธรรมในประเทศไทย โดยได้รับเกียรติจาก ดร.ชญานันท์ ภักดีจิตต์ รองปลัดกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (ทส.) และประธานคณะกรรมการขับเคลื่อน EPR กล่าวเปิดงาน สะท้อนความก้าวหน้า ทิศทางการขับเคลื่อนเศรษฐกิจหมุนเวียนของกระทรวงฯ ซึ่งเป็นวาระแห่งชาติ และความร่วมมือกับสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) ในการพัฒนาระบบ EPR ด้านบรรจุภัณฑ์ในประเทศไทย ณ ห้องเพลนารีฮอล์ (Plenary Hall) ชั้น 1 ศูนย์การประชุมแห่งชาติสิริกิติ์
นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เปิดเผยว่า วันนี้ส.อ.ท. ได้ร่วมกับภาคีเครือข่ายทั้งองค์กรภาครัฐ ภาคเอกชน จัดงาน “PackBack in Action ปี 3 รวมพลังเดินหน้า: The Drive for EPR in Thailand” เพื่อแสดงเจตจำนงการใช้ทรัพยากรและวัตถุดิบอย่างมีประสิทธิภาพและเกิดความยั่งยืน โดยผู้ประกอบการไทยไม่ว่าจะเป็นผู้ประกอบการรายใหญ่หรือ SMEs ต้องมีความตื่นตัว เนื่องจากหลายมาตรการในต่างประเทศ ส่งผลกระทบต่อการส่งออก รวมถึงหาก พรบ.การจัดการบรรจุภัณฑ์อย่างยั่งยืนประกาศใช้ ทุกบริษัทก็จะต้องเข้าร่วมและดำเนินการตาม ซึ่งปัจจุบัน สถาบันการจัดการบรรจุภัณฑ์และรีไซเคิลเพื่อสิ่งแวดล้อม (TIPMSE) ภายใต้การดำเนินงานของ ส.อ.ท. ได้ประสานกับเครือข่ายทั้งภาครัฐและเอกชน ในการเตรียมความพร้อมก่อนเข้าสู่ภาคบังคับ โดยคาดว่าจะเริ่มประกาศเป็นกฎหมายบังคับใช้ในปี 2570 นี้”
นายโฆษิต สุขสิงห์ รองประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) และประธานสถาบันการจัดการบรรจุภัณฑ์และรึไซเคิลเพื่อสิ่งแวดล้อม (TIPMSE) กล่าวย้ำถึงบทบาทภาคเอกชนในการขับเคลื่อน EPR ร่วมกับภาครัฐในครั้งนี้ว่าเป็นการเปลี่ยนโฉมกลยุทธ์การพัฒนาสิ่งแวดล้อมของประเทศซึ่งสะท้อนให้เห็นถึงการมีส่วนร่วมของทุกภาคส่วน โดยให้ภาคอุตสาหกรรมเข้ามามีส่วนร่วมตั้งแต่ต้น ซึ่งที่ผ่านมา TIPMSE ทำหน้าที่เป็นแกนกลางในการเตรียมความพร้อม ทั้งในแง่ของการให้ความเห็นต่อการพัฒนาร่างกฎหมาย EPR การพัฒนามาตรการจูงใจ การพัฒนาระบบฐานข้อมูลเพื่อรองรับระบบ EPR การส่งเสริมการออกแบบตามหลักการการออกแบบเพื่อการรีไซเคิล (Design-for- recycling หรือ D4R) การสื่อสารเพื่อกระตุ้นให้เกิดการดำเนินการ (Call to Action) ในห่วงโซ่ความรับผิดชอบ และการนำหลักการ EPR มาสู่การทดลองทั้งโมเดลเก็บกลับในพื้นที่เป้าหมายในโครงการ Pack Back จังหวัดชลบุรี โดยนำร่องใน 3 เทศบาลประกอบด้วยเทศบาลเมืองแสนสุข เทศบาลเมืองบ้านบึงและเทศบาลตำบลเกาะสีชัง และจะขยายไปอีก 9 เทศบาลในปี 2567 เพื่อนำไปสู่การพัฒนาระบบเก็บขนของท้องถิ่น และยกระดับสู่การออกเทศบัญญัติหรือข้อบัญญัติท้องถิ่น ซึ่งจะส่งผลให้เกิดต้นแบบการสนับสนุนท้องถิ่นที่แตกต่างกันตามบริบทของพื้นที่ซึ่งความท้าทาย อยู่ที่การทำอย่างไรให้ทั้งผู้ผลิตรายใหญ่ รายกลาง และรายเล็กเข้าใจและเข้าร่วมเพื่อเตรียมความพร้อมเพื่อรองรับ EPR ภาคบังคับในอนาคตได้
ทั้งนี้ การพัฒนากลไก EPR โดยใช้ระบบภาคการผลิต จะเป็นเครื่องมือและกลยุทธ์ที่สำคัญในการเดินหน้าสู่การลดการปล่อยก๊าซเรือนกระจก อาทิ ก๊าซคาร์บอนไดออกไซด์ มีเทน หรือ ซัลเฟอร์ไดออกไซด์ อย่างมีนัยสำคัญภายในระยะเวลาที่กำหนด เพื่อบรรลุเป้าหมายการปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ (Net Zero) สอดรับนโยบายภาครัฐในการนำโมเดลเศรษฐกิจใหม่ที่เรียกว่า "BCG" (Bio-Circular-Green Economy) หรือเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน เศรษฐกิจสีเขียว ที่นำเอาจุดแข็งของประเทศไทยมาพัฒนา โดยเฉพาะการนำหลักเศรษฐกิจหมุนเวียน (Circular Economy หรือ CE) มาเป็นแนวทางการพัฒนาเศรษฐกิจที่มุ่งเน้นความยั่งยืน ซึ่งภาคอุตสาหกรรมกำลังนำมาพัฒนาธุรกิจอย่างต่อเนื่อง ภายใต้กฎเกณฑ์การค้าโลกใหม่ที่คำนึงถึงปัญหาโลกร้อนซึ่งเป็นภาวการณ์ที่ทุกประเทศต่างให้ความสำคัญ
ดังนั้นการเกิดระบบ EPR ต้องอาศัยความร่วมมือจากทุกภาคส่วนที่เกี่ยวข้อง เพื่อเป็นกลไกในการจัดการอย่างเป็นระบบครบวงจร เนื่องจากกฎหมายขยะปัจจุบันยังมีช่องโหว่ องค์กรปกครองส่วนท้องถิ่นมีหน้าที่เพียงเก็บขนกำจัดอย่างเดียว แต่ไม่มีบทบัญญัติเรื่องการคัดแยกและรีไซเคิล การประกาศ EPR เป็นกฎหมายบังคับใช้ในปี 2570 นี้ จึงเป็นเหมือนสัญญาณให้ทุกภาคส่วนเตรียมความพร้อมในการนำบรรจุภัณฑ์ที่ใช้แล้วนำกลับมาใช้ประโยชน์ให้ได้มากที่สุด เพื่อเพิ่มมูลค่าทางเศรษฐกิจให้กับประเทศ ควบคู่ไปกับการดูแลสิ่งแวดล้อมอย่างยั่งยืน
The FTI supports “TIPMSE” in its efforts to collaborate and expand its network, opening pathways for producers of all sizes along with 48 new members to drive EPR under the new global trade regulations set for 2027. The emphasis is on maximizing resource efficiency, returning packaging to reuse, creating a sustainable resource cycle, and reducing carbon emissions towards the Net Zero target.
On October 2, 2024, government and private sector organizations held an event to promote the expansion of producer responsibility throughout the product life cycle, known as Extended Producer Responsibility (EPR), at the “PackBack in Action Year 3: The Drive for EPR in Thailand.” This initiative aims to announce a commitment towards maximizing resource efficiency and concretely returning packaging back to use in Thailand, honored by Dr. Chayanan Pakkijit, Deputy Permanent Secretary of the Ministry of Natural Resources and Environment (MoNRE) and Chairman of the EPR Driving Committee, who opened the event reflecting the progress and direction of the ministry's circular economy initiatives. This is a national agenda and a collaboration with the Federation of Thai Industries (FTI) in developing the EPR system for packaging in Thailand at the Plenary Hall, 1st Floor, Queen Sirikit National Convention Center.
Mr. Kriangkrai Thiennukul, President of the Federation of Thai Industries (FTI), stated that today FTI, in collaboration with both government and private sector partners, organized the “PackBack in Action Year 3: The Drive for EPR in Thailand” event to express the intention to use resources and raw materials efficiently and sustainably. Thai operators, whether large enterprises or SMEs, must be aware of the implications of various measures from abroad affecting exports. Furthermore, once the Sustainable Packaging Management Act is enacted, all companies will need to comply with it. Currently, the Packaging and Recycling Management Institute for the Environment (TIPMSE) under the operation of FTI has coordinated with both government and private networks to prepare for mandatory enforcement, which is expected to be announced as a law in 2027.”
Mr. Kosit Suksing, Vice President of the Federation of Thai Industries (FTI) and President of the Packaging and Recycling Management Institute for the Environment (TIPMSE), emphasized the role of the private sector in driving EPR alongside the government as a transformation of the country's environmental development strategy, reflecting the participation of all sectors. He noted that the industry must engage from the outset. TIPMSE has acted as the core in preparing for readiness, including providing comments on the development of the EPR draft legislation, developing incentive measures, creating a database system to support EPR, promoting design for recycling (D4R), and communicating to stimulate action in the responsibility chain. Furthermore, they are implementing EPR principles in pilot models for collection in targeted areas as part of the Pack Back Project in Chonburi province across three municipalities, namely Saen Suk Municipality, Ban Bueng Municipality, and Koh Sichang Subdistrict Municipality, with plans to expand to nine more municipalities in 2024 to develop local collection systems and elevate them to city ordinances or local regulations, thereby creating a model to support local differences based on contextual challenges, ensuring that large, medium, and small producers understand and participate in preparing for future mandatory EPR compliance.
The development of the EPR mechanism using the production sector will be a significant tool and strategy in advancing towards substantially reducing greenhouse gas emissions, such as carbon dioxide, methane, or sulfur dioxide within specified timelines to achieve the Net Zero greenhouse gas emission target. This aligns with the government's policy to pursue a new economic model called or Bio-Circular-Green Economy that harnesses Thailand's strengths, especially adopting the principles of Circular Economy (CE) as a sustainable development framework that the industry is continuously integrating into business practices under the new global trade regulations that address climate change, a critical issue prioritized by all countries. Therefore, the establishment of the EPR system requires cooperation from all relevant sectors to create a comprehensive and systematic management mechanism. Currently, the waste management legislation has gaps where local administrative organizations are solely responsible for collection and disposal without provisions for sorting and recycling. Enacting the EPR as a mandatory law in 2027 sends a signal for all sectors to prepare for the optimal reuse of used packaging to enhance the economic value for the country while caring for the environment sustainably.
