วันที่ 14 สิงหาคม 2567 สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) จัดแถลงผลงานครบรอบ 1 ปี โครงการ "กองทุนอินโนเวชั่นวัน" (Innovation ONE) เพื่อตอกย้ำความสำเร็จในการยกระดับผู้ประกอบการ SMEs และสตาร์ทอัพไทยให้สามารถแข่งขันในตลาดโลก โดย 1 ปีที่ผ่านมา โครงการ “กองทุนอินโนเวชั่นวัน” ได้พิจารณาการสนับสนุนทุนให้แก่ผู้ประกอบการมากกว่า 360 ล้านบาท ภายในงานได้รับเกียรติจากนางสาวศุภมาส อิศรภักดี รัฐมนตรีว่าการกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) เป็นประธานในพิธีกล่าวเปิด พร้อมด้วยนายเกรียงไกร เธียรนุกุล ประธาน ส.อ.ท. กล่าววัตถุประสงค์ของงาน และศาสตราจารย์เกียรติคุณ ดร.นายแพทย์สิริฤกษ์ ทรงศิวิไล ประธานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (กสว.) กล่าวถึงความร่วมมือ ณ ห้องประชุม 210-211 ศูนย์การประชุมแห่งชาติสิริกิติ์
โครงการ “กองทุนอินโนเวชั่นวัน” เป็นโครงการที่ได้รับการสนับสนุนจากกองทุนส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (กองทุน ววน.) โดยสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) ในกรอบงบประมาณ 1,000 ล้านบาท สำหรับการดำเนินการระยะเวลา 3 ปี โดยมีวัตถุประสงค์เพื่อสนับสนุนผู้ประกอบการนวัตกรรมทั้งที่เป็นสตาร์ทอัพและ SMEs ให้เติบโตด้วยการนำงานวิจัยและความคิดสร้างสรรค์ไปต่อยอดเชิงพาณิชย์ได้อย่างยั่งยืน อันนำไปสู่การยกระดับขีดความสามารถในการแข่งขันของภาคอุตสาหกรรมไทยในภูมิภาค
นางสาวศุภมาส อิศรภักดี รัฐมนตรีว่าการกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) กล่าวว่า ปัจจุบัน ผู้ประกอบการนวัตกรรมถือเป็นหนึ่งในกำลังสำคัญในการขับเคลื่อนระบบเศรษฐกิจของประเทศไทย และเป็นกลุ่มที่มีศักยภาพในการเติบโตที่สามารถสร้างเม็ดเงินจำนวนมหาศาลในระบบเศรษฐกิจ ซึ่งช่วยส่งเสริมกิจกรรมทางเศรษฐกิจในทุกภาคส่วน และสามารถยกระดับภาคอุตสาหกรรมของประเทศให้ก้าวไปข้างหน้า โดยกระทรวง อว. มุ่งเน้นการส่งเสริม สนับสนุน สร้างสรรค์นวัตกรรม และผลักดันให้ผู้ประกอบการนวัตกรรมมีความแข็งแกร่ง มุ่งสู่การพัฒนาประเทศให้เท่าทันกับการเปลี่ยนแปลงของโลก
โครงการนี้ถือเป็นแนวคิดใหม่ที่กระทรวง อว. มั่นใจว่าจะสามารถสร้างความเข้มแข็งให้กับระบบนวัตกรรมของประเทศผ่านการส่งเสริมและสนับสนุนจากภาครัฐ และความร่วมมือกับภาคเอกชน โดยมีสภาอุตสาหกรรมแห่งประเทศไทยเป็นพันธมิตรที่สำคัญ ผู้ประกอบการนวัตกรรมของไทยที่เข้าร่วมโครงการจะได้รับโอกาสในการเข้าถึงตลาดในภาคอุตสาหกรรมมากยิ่งขึ้น ซึ่งนอกจากผู้ประกอบการจะได้ลูกค้าแล้ว ลูกค้า คือ ภาคอุตสาหกรรม ก็จะมีขีดความสามารถในการแข่งขันสูงขึ้นจากนวัตกรรมของผู้ประกอบการที่เข้าร่วมโครงการด้วย
“ดิฉันมีความเชื่อมั่นว่าโครงการ "กองทุนอินโนเวชั่นวัน" จะเป็นต้นแบบความสำเร็จของการนำจุดแข็งและกลไกของเอกชนเข้ามาร่วมขับเคลื่อนงานของภาครัฐ เพื่อส่งเสริมผู้ประกอบการนวัตกรรมไทยให้เติบโต และผลักดันให้ประเทศไทยก้าวสู่การเป็นประเทศแห่งนวัตกรรมอย่างแท้จริง” นางสาวศุภมาส กล่าว
ศาสตราจารย์เกียรติคุณ ดร.นายแพทย์สิริฤกษ์ ทรงศิวิไล กล่าวว่า คณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (กสว.) มีหน้าที่กำหนดทิศทางและบริหารกองทุนส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม และให้ความสำคัญกับการส่งเสริมและสนับสนุนการทำงานร่วมกันระหว่างหน่วยงานภาครัฐ ภาคเอกชน เพื่อให้เกิดการนำวิทยาศาสตร์ วิจัยและนวัตกรรม (ววน.) ไปใช้ขับเคลื่อนประเทศ และเพื่อทดลองรูปแบบการบริหารทุนวิจัยโดยภาคเอกชนและเกิดการระดมทุนจากภาคเอกชนสมทบ กสว. จึงจัดสรรงบประมาณในกรอบ 1,000 ล้านบาท ระยะเวลา 3 ปี ภายใต้โครงการ “กองทุนอินโนเวชั่นวัน” ซึ่งเป็นช่องทางที่ผู้ประกอบการสามารถได้รับการสนับสนุนทุนจากกองทุน ววน. เพื่อใช้ในการพัฒนาหรือประยุกต์ใช้เทคโนโลยี และมี ส.อ.ท. ทำหน้าที่บริหารจัดการและระดมทุนจากเอกชนเข้ามาในโครงการ โดยมีเป้าหมายในการสร้างกลไกและสนับสนุนให้เกิดการนำนวัตกรรมของสตาร์ทอัพ ไปยกระดับขีดความสามารถในการแข่งขันของผู้ประกอบการ SME โดยมี ส.อ.ท. เป็นผู้เชื่อมให้เกิดความร่วมมือทางธุรกิจระหว่างสตาร์ทอัพกับ SME ขึ้น ซึ่งกลไกการทำงานที่เป็นจุดเด่นของโครงการนี้ คือ การบริหารจัดการโดยเอกชนเป็นผู้นำ ภาครัฐเป็นส่วนสนับสนุน เพราะภาคเอกชนเข้าใจโจทย์และความต้องการนวัตกรรมที่ใช้ตลาดเป็นตัวตั้ง มีการประเมินความเป็นไปได้ของนวัตกรรมโดยนักธุรกิจ และมีการบริหารจัดการที่คล่องตัว
“การดำเนินงานของโครงการกองทุนอินโนเวชั่นวัน ถือเป็นโมเดลความร่วมมือระหว่างภาครัฐและเอกชนรูปแบบหนึ่งในการเปลี่ยนงานวิจัยขึ้นหิ้งเป็นงานวิจัยขึ้นห้าง ซึ่ง กสว. จะถอดวิธีการทำงานในลักษณะนี้ เพื่อใช้ขยายความร่วมมือไปยังหน่วยงานอื่นๆ ต่อไป และขณะนี้ กสว. อยู่ระหว่างจัดทำประเด็นเป้าหมายสำคัญที่จะขับเคลื่อนในระยะ 3 ปีข้างหน้า ซึ่งเป็นประเด็นที่ตอบโจทย์ปัญหาสำคัญและการพัฒนาประเทศ จึงต้องร่วมมือกับ ส.อ.ท. ในการขับเคลื่อนให้ผลงาน ววน. ถูกนำไปใช้และเกิดผลสัมฤทธิ์ที่นำไปสู่การยกระดับความสามารถในภาคอุตสาหกรรม เกิดการสร้างรายได้ ความมั่นคงทางเศรษฐกิจและความเป็นอยู่ที่ดีของคนในประเทศต่อไป” ศาสตราจารย์เกียรติคุณ ดร.นายแพทย์สิริฤกษ์ กล่าว
ด้าน นายเกรียงไกร เธียรนุกุล ประธานสภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวว่า 1 ปีที่ผ่านมา โครงการ “กองทุนอินโนเวชั่นวัน” ได้ร่วมกับ VC Partners ภาคเอกชน 4 ราย ได้แก่ บริษัท อินโนสเปซ (ประเทศไทย) จำกัด บริษัท ซียูเอ็นเทอร์ไพรส์ จำกัด บริษัท ไออาร์พีซี จำกัด (มหาชน) (IRPC) และบริษัท ออริกจิน เวนเจอร์ส จำกัด ในการสนับสนุนทุนแก่ผู้ประกอบการสายนวัตกรรมทั้งที่เป็นสตาร์ทอัพและ SMEs ซึ่งเราได้พิจารณาการสนับสนุนทุนให้แก่ผู้ประกอบการมากกว่า 360 ล้านบาท
โครงการไม่เพียงแต่สนับสนุนเงินทุนแก่ผู้ประกอบการสายนวัตกรรมเท่านั้น แต่ได้มอบโอกาสให้กับผู้ประกอบการในการเข้าสู่ตลาด ซึ่งครอบคลุมทั้ง 46 กลุ่มอุตสาหกรรม 11 คลัสเตอร์ ภายใต้การดูแลของสภาอุตสาหกรรมแห่งประเทศไทย ซึ่งผู้ประกอบการจะได้มีโอกาสทดลอง ทดสอบ รวมทั้งพัฒนาเทคโนโลยีและการทำธุรกิจ รวมถึงได้รับคำแนะนำในการพัฒนาเทคโนโลยี นวัตกรรมและเทคนิคการทำธุรกิจให้สามารถตอบโจทย์ภาคอุตสาหกรรม และสามารถแข่งขันได้ในตลาดโลก
“ตลอดระยะเวลา 1 ปี ได้สะท้อนให้เห็นว่าแกนหลักที่ทำให้โครงการประสบผลสำเร็จได้นั้น คือ 3C ซึ่งประกอบด้วย Cash เราสนับสนุนเงินลงทุน Connect เราเชื่อมต่อเครือข่ายเพื่อให้เข้าสู่ตลาด และ Coach เราให้คำแนะนำในการพัฒนาเทคโนโลยี นวัตกรรม และแนวทางการทำธุรกิจ ผมเชื่อมั่นครับว่า 3C นี้ จะช่วยสร้างการเปลี่ยนแปลงและพลิกโฉมธุรกิจของผู้ประกอบการไทยไปสู่ธุรกิจที่มีนวัตกรรมเป็นตัวขับเคลื่อน และนำไปสู่การพัฒนาเศรษฐกิจที่แข็งแกร่งและยั่งยืน” นายเกรียงไกร กล่าว
ภายในงาน มีการจัดเสวนากับผู้ประกอบการร่วมกับ VC Partner ที่มาบอกเล่าความสำเร็จและประโยชน์ที่ได้รับจากการเข้าร่วมโครงการ ซึ่งประกอบด้วยบริษัท ยูนิฟาร์ส จำกัด บริษัท อินโนสเปซ (ประเทศไทย) จำกัด บริษัท เอ็มยูไอ โรบอติกส์ จำกัด บริษัท เอ็นจินไลฟ์ จำกัด บริษัท ซียูเอ็นเทอร์ไพรส์ จำกัด บริษัท รักษ์ป่าสัก จำกัด และบริษัท ไออาร์พีซี จำกัด (มหาชน)
นอกจากนี้ ยังมีการจัดพิธีลงนามบันทึกความเข้าใจระหว่างสภาอุตสาหกรรมแห่งประเทศไทย กับบริษัท วิสอัพ จำกัด ซึ่งเป็นผู้ร่วมสนับสนุนทุนรายใหม่ โดยบริษัท วิสอัพ จำกัด จะเข้ามาช่วยยกระดับและเพิ่มขีดความสามารถในการแข่งขันให้กับอุตสาหกรรม ผ่านการใช้เทคโนโลยีของสตาร์ทอัพไทย
สำหรับแผนการดำเนินงานในอนาคต โครงการ “กองทุนอินโนเวชั่นวัน” จะดำเนินการจัดการประชุมเชิงปฏิบัติการ (Workshop) ทั่วทั้ง 5 ภาค เพื่อเพิ่มการเข้าถึงโครงการมากขึ้น และสร้างการเปลี่ยนแปลงให้แก่ภาคธุรกิจสตาร์ทอัพและ SMEs ไทยให้สามารถเติบโตได้อย่างมั่นคงและยั่งยืน
On August 14, 2024, the Federation of Thai Industries (FTI) held a press conference to celebrate the one-year anniversary of the "Innovation ONE Fund" project, emphasizing its success in enhancing the competitiveness of Thai SMEs and startups in the global market. Over the past year, the “Innovation ONE Fund” project has considered granting support of more than 360 million baht to entrepreneurs. The event was honored by Ms. Supamas Isarapakdee, Minister of the Ministry of Higher Education, Science, Research, and Innovation (MHESI), who presided over the opening ceremony, along with Mr. Kriangkrai Theeranukul, President of FTI, who outlined the purpose of the event, and Professor Emeritus Dr. Siriruk Songsiwilai, Chairman of the Committee for the Promotion of Science, Research, and Innovation (PSRI), discussed the collaboration at the meeting room 210-211, Queen Sirikit National Convention Center.
The “Innovation ONE Fund” project is supported by the Science, Research, and Innovation Promotion Fund (SRIP), under the Office of the Promotion of Science, Research and Innovation (OPSI) with a budget of 1 billion baht for a three-year period, aiming to support innovative entrepreneurs, both startups and SMEs, to grow by commercializing research and creativity sustainably, thereby enhancing the competitiveness of the Thai industrial sector in the region.
Ms. Supamas Isarapakdee, Minister of MHESI, stated that currently, innovative entrepreneurs are key drivers of Thailand's economic system and possess significant growth potential capable of generating substantial funds within the economy, promoting economic activities across all sectors and elevating the nation's industry forward. The ministry focuses on promoting, supporting, and fostering innovation and empowering innovative entrepreneurs to become robust, aiming to develop the country in line with global changes.
This project represents a new concept which the ministry is confident will strengthen the country's innovation system through government support and cooperation with the private sector, with FTI being a crucial partner. Thai innovative entrepreneurs participating in the project will have greater access to industrial market opportunities, whereby not only will entrepreneurs acquire clients, but the clients, representing the industrial sectors, will also enhance their competitiveness through the innovations of the participating entrepreneurs.
“I believe that the 'Innovation ONE Fund' project will serve as a model for success in integrating the strengths and mechanisms of the private sector to drive public sector initiatives to promote the growth of Thai innovative entrepreneurs and propel Thailand to become a truly innovative country,” stated Ms. Supamas.
Professor Emeritus Dr. Siriruk Songsiwilai mentioned that the Science, Research, and Innovation Promotion Committee (PSRI) is tasked with setting directions and managing the Science, Research, and Innovation Promotion Fund, emphasizing the importance of promoting and supporting collaboration between the public and private sectors to utilize Science, Research, and Innovation (SRI) to drive the country forward. To test a management model of research funding by the private sector, PSRI allocated a budget within the 1 billion baht framework over three years under the “Innovation ONE Fund” project, which serves as a channel for entrepreneurs to receive funding support from the SRI fund for technology development or application, with FTI managing and boosting private sector funding into the project, aiming to create mechanisms and support for innovating startups to enhance the competitive capacities of SMEs, where FTI acts as a connector for business collaborations between startups and SMEs. The project's standout mechanism is the management by the private sector leading while the public sector supports it, as the private sector understands the challenges and innovation demands from a market-centric perspective, with business professionals evaluating innovation feasibility and possessing agile management.
Meanwhile, Mr. Kriangkrai Theeranukul, President of FTI, stated that during the past year, the “Innovation ONE Fund” project collaborated with four private sector VC Partners: InnoSpace (Thailand) Co., Ltd., CU Enterprises Co., Ltd., IRPC Public Company Limited, and Origine Ventures Co., Ltd., to support funding for innovative entrepreneurs, both startups and SMEs, with funding support considered for entrepreneurs exceeding 360 million baht.
The project not only provides funding for innovative entrepreneurs but also offers opportunities for entrepreneurs to access the market, covering all 46 industrial groups across 11 clusters under FTI's supervision, allowing entrepreneurs to test, trial, and develop technologies and business operations, as well as receive guidance on technological development, innovation, and business techniques to meet industrial needs and compete in the global market.
During the event, a panel discussion was held with entrepreneurs and VC Partners sharing success stories and benefits gained from participating in the project, including Unifars Co., Ltd., InnoSpace (Thailand) Co., Ltd., MU-I Robotics Co., Ltd., Engine Life Co., Ltd., CU Enterprises Co., Ltd., Raksak Pa Sak Co., Ltd., and IRPC Public Company Limited.
Additionally, a memorandum of understanding was signed between FTI and Wisup Co., Ltd., a new funding partner, where Wisup Co., Ltd. will assist in enhancing competitiveness within the industry through the utilization of technology from Thai startups.
As for future operations, the “Innovation ONE Fund” project will conduct workshops across all five regions to increase project accessibility and create changes for the Thai startup and SME business sectors, enabling them to grow sustainably and securely.
