กลุ่มอุตสาหกรรมพลาสติก ส.อ.ท. จัดกิจกรรม “ECONMASS TALK EP.2 #2025” ระหว่างวันที่ 3-4 ตุลาคม 2568 ณ ระยอง โดยมีการศึกษาระบบเศรษฐกิจหมุนเวียนในอุตสาหกรรมพลาสติก พร้อมการเ⁠ยี่⁠ย⁠ม⁠ช⁠มโรงงานรีไซเคิลและบ้านเอื้ออาทรระยอง ซึ่งเป็นต้นแบบในการจัดการขยะอย่างมีประสิทธิภาพและเกิดประโยชน์ต่อชุมชนและสิ่งแวดล้อม.The Plastic Industry Group of the FTI held the “ECONMASS TALK EP.2 #2025” event on October 3-4, 2025, in Rayong to explore circular economy models in the plastic industry. กลุ่มอุตสาหกรรมพลาสติก สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) นำโดยนายฐิติธัม พงศ์พนางาม ประธานกลุ่มอุตสาหกรรมพลาสติก พร้อมด้วยนายอภิภพ พึ่งชาญชัยกุล รองเลขาธิการ และคณะกรรมการกลุ่มอุตสาหกรรม นายพงศ์ศักดิ์ อุรัจนานนท์ และนายทศพล จินันท์เดช ร่วมกับสมาคมนักข่าวเศรษฐกิจ จัดกิจกรรม “ECONMASS TALK EP.2 #2025” ระหว่างวันที่ 3 – 4 ตุลาคม 2568 ณ จังหวัดระยอง เพื่อเสริมสร้างความรู้ แลกเปลี่ยนมุมมอง และยกระดับความเข้าใจด้าน Circular Economy (เศรษฐกิจหมุนเวียน) ในบริบทอุตสาหกรรมพลาสติกไทย

 

สำหรับวันแรก คณะได้เยี่ยมชมโรงงานรีไซเคิล SCGC (บริษัท เซอร์คูลาร์ พลาส จำกัด) เพื่อศึกษากระบวนการรีไซเคิลเชิงอุตสาหกรรมแบบครบวงจร ตั้งแต่การคัดแยกวัตถุดิบพลาสติก การแปรรูป จนถึงการผลิตเม็ดพลาสติกรีไซเคิลคุณภาพสูง ซึ่งเป็นแนวทางสำคัญในการใช้ทรัพยากรอย่างคุ้มค่าและลดการพึ่งพาวัตถุดิบใหม่

 

ต่อมา คณะได้ไปที่ศูนย์นวัตกรรมเศรษฐกิจหมุนเวียนเพื่อจัดการและแปรรูปวัสดุรีไซเคิลครบวงจร (Material Recovery Facility: MRF) ซึ่งเป็นโมเดลต้นแบบการจัดการขยะเชิงระบบ ที่ผสมผสานการคัดแยก เก็บรวบรวม และนำวัสดุรีไซเคิลกลับเข้าสู่การผลิต เพื่อลดผลกระทบสิ่งแวดล้อมและเพิ่มมูลค่าทางเศรษฐกิจ

 

สำหรับวันที่สอง คณะฯ ได้มีโอกาสลงพื้นที่บ้านเอื้ออาทรระยอง (วังหว้า) นำโดยนางภรณี กองอมรภิญโญ รองกรรมการผู้จัดการใหญ่องค์กรสัมพันธ์ กลุ่มบริษัท ดาว ประเทศไทย ที่ได้เข้ามาถ่ายทอดองค์ความรู้พร้อมสนับสนุนงบประมาณให้กับชุมชน ซึ่งที่นี่ถือเป็น ชุมชนต้นแบบด้านการจัดการขยะ ที่ได้รับการยอมรับว่ามีการบริหารจัดการอย่างมีประสิทธิภาพ และสะท้อนให้เห็นถึงการประยุกต์ใช้แนวคิด Circular Economy ในระดับชุมชนได้อย่างเป็นรูปธรรม

 

จุดเด่นของบ้านเอื้ออาทรระยอง (วังหว้า) คือ การผสานความร่วมมือของคนในชุมชนเข้ากับการบริหารจัดการที่เป็นระบบ ทำให้เกิดการเปลี่ยนแปลงจากพื้นที่ที่เคยมีปัญหาขยะล้นถัง ส่งกลิ่นรบกวน และไม่มีการแยกขยะ กลายเป็นชุมชนที่สามารถบริหารจัดการทรัพยากรได้อย่างมีคุณค่า โดยมุ่งเน้นการสร้าง เศรษฐกิจฐานรากที่ยั่งยืน ผ่านการจัดการขยะ การสร้างผลิตภัณฑ์เป็นมิตรต่อสิ่งแวดล้อม และการขยายองค์ความรู้จากระดับครัวเรือนสู่ระดับสังคม

 

นายสายัณห์ รุ่งเรือง ผู้นำชุมชนบ้านเอื้ออาทร เล่าว่า แต่เดิมพื้นที่นี้เต็มไปด้วยปัญหาขยะที่กองตามซอกซอยและส่งกลิ่นเหม็นจนกลายเป็นปัญหากวนใจของชุมชน จากจุดเริ่มต้นที่ไม่มีการแยกขยะและทุกบ้านทิ้งรวมกันในถุงเดียว ได้พัฒนาสู่การทดลองนำแนวทางการจัดการขยะรูปแบบใหม่มาใช้ แม้ในช่วงแรกจะเผชิญอุปสรรคและเสียงคัดค้าน แต่ด้วยความพยายามและความมุ่งมั่นของทีมงานชุมชน ที่ไม่เพียงแค่จัดทำเอกสารความรู้แจกทุกบ้าน แต่ยังลงพื้นที่พูดคุย ให้คำแนะนำทีละหลังคาเรือน รวมถึงการสร้างแรงบันดาลใจด้วยการแชร์ตัวอย่างที่ดีในกลุ่มไลน์ของชุมชน จนค่อย ๆ เกิดความเข้าใจและมีคนเข้ามามีส่วนร่วมมากขึ้น

 

“แต่ก่อนใครผ่าน ได้กลิ่นเหม็น ๆ ก็จะรู้แล้วว่าใกล้ถึงบ้านเอื้ออาทรระยอง (วังหว้า)” นายสายัณห์เล่า พร้อมอธิบายเพิ่มเติมถึงกระบวนการเปลี่ยนแปลงว่า ช่วงหนึ่งเคยทดลองใช้ระบบ “จัดการขยะแบบไร้ถัง” แต่ไม่ประสบความสำเร็จ จึงต้องปรับแผนใหม่ โดยเน้นการสร้างจิตสำนึกและความเข้าใจแทนการบังคับ ผลลัพธ์ที่ตามมาคือการมีส่วนร่วมอย่างจริงจังของคนในชุมชน


ความสำเร็จครั้งสำคัญเกิดขึ้นเมื่อวันที่ 17 เมษายน 2557 ซึ่งถือเป็นจุดเปลี่ยนของชุมชน จากนั้นได้มีการต่อยอดอย่างต่อเนื่อง เช่น การจัดตั้ง ธนาคารขยะ รับซื้อขยะรีไซเคิลทุกประเภท แล้วจูงใจให้ทุกคนมองว่าขยะมีมูลค่า แลกของและสะสมแต้มได้

 

“ธนาคารขยะไม่ได้แลกขยะเป็นเงิน แต่เราให้เป็นของกินของใช้ภายในครัวเรือนในราคาต้นทุนที่ดีกว่าร้านค้าข้างนอก เพื่อจูงใจให้ทุกคนมองว่าขยะมีมูลค่า สามารถแลกเป็นมาม่า น้ำปลาได้ และสามารถเปลี่ยนเป็นแต้มสะสมที่คนในชุมชนนำไปจ่ายค่าน้ำค่าไฟแทนได้เลย”

 

ปัจจุบัน ขยะอินทรีย์ที่เคยถูกรวบรวมได้เพียง 20–30 กิโลกรัมต่อวัน ได้เพิ่มขึ้นเป็นกว่า 300–500 กิโลกรัมต่อวัน สะท้อนถึงความร่วมมือที่เติบโตขึ้นและการเปลี่ยนแปลงที่เป็นรูปธรรมอย่างชัดเจน

 

บ้านเอื้ออาทรระยอง (วังหว้า) จึงไม่เพียงแต่เป็นชุมชนต้นแบบที่สามารถจัดการปัญหาขยะของตนเองได้สำเร็จ แต่ยังเป็นกรณีศึกษาสำคัญที่แสดงให้เห็นว่า แนวคิด Circular Economy สามารถสร้างประโยชน์ร่วม (Win-Win) ได้ทั้งต่อสิ่งแวดล้อม ต่อชุมชน และต่อรายได้ของประชาชน โดยไม่ทิ้งใครไว้ข้างหลัง อีกทั้งยังสอดคล้องกับเป้าหมายการพัฒนาอย่างยั่งยืน (Sustainable Development Goals: SDGs) อย่างแท้จริง

 

นอกเหนือจากการเยี่ยมชมและศึกษาดูงานแล้ว กิจกรรมครั้งนี้ยังเปิดโอกาสให้เกิดการสร้างเครือข่าย (Networking) ระหว่างผู้บริหารสมาคมฯ ผู้ประกอบการภาคอุตสาหกรรม ทีมงาน ส.อ.ท. และสื่อมวลชน เพื่อแลกเปลี่ยนประสบการณ์ มุมมอง และแนวทางความร่วมมือในการขับเคลื่อนอุตสาหกรรมพลาสติกไทยสู่เศรษฐกิจหมุนเวียนอย่างยั่งยืน

 

เพราะแท้จริงแล้ว “พลาสติกไม่ใช่ผู้ร้าย หากเราใช้อย่างถูกต้อง และจัดการอย่างมีระบบ” พลาสติกสามารถกลายเป็นพลังสำคัญในการสร้างสมดุลทั้งด้านเศรษฐกิจ สังคม และสิ่งแวดล้อม เพื่อก้าวไปสู่อนาคตที่ยั่งยืนร่วมกัน

The FTI's Plastic Industry Group, led by Mr. Thititham Pongpanngam, Chairman of the Plastic Industry Group, along with Mr. Apipob Phuengchaiyakhun, Deputy Secretary-General, and committee members Mr. Phongsak Urajananont and Mr. Thosapol Jinanthadech, in collaboration with the Economic Journalists Association, organized the “ECONMASS TALK EP.2 #2025” event from October 3 to 4, 2025, in Rayong Province to enhance knowledge, exchange perspectives, and improve understanding of Circular Economy within the context of the Thai plastic industry.

 

On the first day, the group visited the SCGC recycling plant (Circular Plast Co., Ltd.) to study the comprehensive industrial recycling process, from sorting plastic raw materials and transformation to the production of high-quality recycled plastic pellets, which is a crucial approach to utilizing resources efficiently and reducing dependence on new raw materials.

 

Subsequently, the group visited the Material Recovery Facility (MRF), an integrated recycling material management and processing center, which serves as a prototype model for systematic waste management that integrates sorting, collection, and reintegration of recycled materials into production, aiming to reduce environmental impact and enhance economic value.

 

On the second day, the group had the opportunity to visit the U-Athorn Housing Project in Rayong (Wang Wa) led by Ms. Phoranee Kongamornphinyoh, Deputy Managing Director of Corporate Relations at Dow Thailand Group, who shared knowledge and provided funding support to the community. This community is recognized as a model for waste management, demonstrating effective management practices and reflecting concrete applications of Circular Economy concepts at the community level.

 

The highlight of U-Athorn Housing (Wang Wa) is the integration of community cooperation with systematic management, resulting in a transformation from an area previously plagued by overflowing waste, bad odors, and a lack of waste segregation into a community that efficiently manages resources, focusing on building a sustainable grassroots economy through waste management and the creation of environmentally friendly products, as well as expanding knowledge from households to the societal level.

 

Mr. Saiyan Ruangruang, the community leader of U-Athorn Housing, explained that the area was once full of waste issues, with trash piling up in alleys, creating unpleasant odors that disturbed the community. Initially, there was no waste separation and all households discarded their trash together in a bag, but this developed into a trial of a new waste management approach. Although faced with obstacles and opposition in the beginning, the community team's perseverance not only resulted in distributing informational documents to every household but also engaged in direct discussions and provided advice to each household, along with inspiration through sharing good examples in the community's LINE group, gradually fostering understanding and increasing community involvement.

 

“In the past, anyone passing by could smell the bad odor and would know they were approaching U-Athorn Housing (Wang Wa),” Mr. Saiyan recounted, further explaining the transformation process. At one point, they tried a “bin-free waste management system” but it was unsuccessful, prompting a revised plan that focused on fostering awareness and understanding rather than enforcement. The resulting outcome was serious involvement from the community members.


A significant success occurred on April 17, 2014, marking a turning point for the community. Since then, there have been continuous developments, such as the establishment of a waste bank that purchases all types of recyclable waste, encouraging everyone to perceive waste as valuable, allowing them to exchange waste for goods and earn points.

 

“The waste bank doesn't exchange waste for cash, but we offer household goods at better prices than local stores to encourage everyone to see the value in waste. Items like instant noodles and fish sauce can be exchanged, and points can even be used to pay for water and electricity bills,”

 

Currently, organic waste that was previously collected at 20–30 kilograms per day has increased to over 300–500 kilograms per day, reflecting the growing collaboration and concrete transformations.

 

Thus, U-Athorn Housing (Wang Wa) is not only a model community that has successfully managed its own waste issues, but it also serves as an important case study demonstrating that Circular Economy concepts can generate win-win benefits for the environment, the community, and citizen livelihoods without leaving anyone behind. Moreover, it truly aligns with the Sustainable Development Goals (SDGs).

 

In addition to the visits and study tours, this event also created opportunities for networking between association executives, industrial operators, FTI teams, and the media to share experiences, perspectives, and collaborative approaches to advancing the Thai plastic industry towards a sustainable circular economy.

 

Indeed, “plastic is not the villain; if used correctly and managed systematically,” plastic can become a vital force in creating balance among economic, social, and environmental aspects, paving the way for a sustainable future together.
